    ‘One in six children in northern Gaza is malnourished’

    While Israel’s violent aggression on Gaza approaches the five-month mark, the situation in the besieged enclave deteriorates by the day as the population undergoes an Israeli-imposed famine as a result of the blockade.

    Following reports of a two-month-old baby starving to death on Friday, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) has said the high risk of malnutrition continues to increase, with one in six children in northern Gaza “severely malnourished.”

    “We continue to appeal for regular humanitarian access,” UNRWA said in a post on X.

    Mads Gilbert, a Norwegian physician and humanitarian advocate, says infant death from starvation is a direct consequence of Israeli restrictions on aid entering the coastal enclave.

    “This is not a tragedy; it is man-made. Starvation is being forced upon the people of Gaza by the Israeli occupation forces,” Gilbert, who has more than 30 years of experience working in Gaza hospitals, told Al Jazeera.

    “Just two days ago, the international nutrition cluster came out with a very alarming report … that there is a sharp increase in the drivers of malnutrition in Gaza — food insecurity, a lack of diversity in the diet and decreasing infant and young child feeding possibilities.”

    Gilbert said Israel’s restriction of food and water in the enclave was a “huge war crime.”

    “How can the world just sit idly by and watch children die from starvation?”

    The situation is the worst in the north of Gaza, where UNRWA chief Philippe Lazzarini says Israel has not allowed food to be delivered since January 25 and that the U.N.’s calls to send food aid have been denied and fallen on deaf ears.

    Since then, Lazzarini said, UNRWA and other UN agencies “have warned against looming famine, appealed for regular humanitarian access, and stated that famine can be averted if more food convoys are allowed into northern Gaza on a regular basis.”

    “This is a man-made disaster. The world committed to never let famine happen again. Famine can still be avoided, through genuine political will to grant access and protection to meaningful assistance. The days to come will once again test our common humanity and values,” he said.

    Similarly, Samer Abdeljaber, the World Food Programme’s (WFP’s) director for emergencies, says enough food is stocked up across Gaza’s borders to feed the entire population. However, it cannot safely reach the war-torn population due to the ongoing violence and extensive Israeli security checks.

    Ariel photos posted by Al Jazeera Arabic show over 2,000 aid trucks piled up on the Egyptian side of the Rafah crossing in the southern Gaza Strip.

    “We have enough food across the borders, even from Jordan and Egypt, to be able to support 2.2 million people,” said Abdeljaber, as cited by Al Jazeera.

    “But we need to make sure we have the right access to Gaza from different crossings so that we can actually reach the people — whether they are in the north or the south or in the central areas.”

    “Safe routes is one of our requirements to continue assistance to the north and that can only be guaranteed if that is a speedy process,” Abdelkader said. “Delays at the checkpoints are making it impossible for us to reach deeper into the north.”

    Nada Tarbush, a diplomat at the Palestine Mission to the U.N., has urged world governments to intervene and ensure the “urgent delivery of food, clean water and medicine via airdrops in Gaza.”

    “Blocking the delivery of humanitarian aid is a war crime. Using starvation as a means of warfare is a war crime. Collective punishment is a war crime,” she said in a post on X.

    On Monday afternoon, Israel allowed the entry of 10 aid trucks into the northern part of the Gaza Strip amid reports of starvation, according to Al Jazeera correspondents. However, it is likely to be only a trickle compared to the needs of the desperate population.

    “Clean water is scarce. Solid waste is accumulating. The spread of diseases is on the rise,” UNRWA has said.

    “The situation is catastrophic, but UNRWA teams continue working to provide critical aid.”

    As Israel’s plans advance, global concern has increased over the human cost of the operation.

    The U.S. has called on Israel to present a “credible” plan for protecting civilians crammed into the city before launching the assault. At the same time, Israel’s European allies have warned against the offensive altogether.

    “If the Israeli army were to launch an offensive on Rafah under these conditions, it would be a humanitarian catastrophe,” German Foreign Minister Annalena Baerbock has said.

    “We think it is impossible to see how you can fight a war amongst these people. There’s nowhere for them to go,” said U.K. Foreign Secretary David Cameron

    Meanwhile, Israeli defense minister Yoav Gallant has vowed to continue targeting Hezbollah regardless of the situation in Gaza.

    “If anyone thinks that when we get a hostage release deal and pause in Gaza, it will alleviate what is going on here — they’re wrong,” Gallant said, according to Haaretz.

    He added that Israel would push Hezbollah to retreat from its northern border “either by agreement or by force.”

    Hezbollah and Israel have been exchanging fire since October, and the Lebanese group says it will not stop its attacks until the war on Gaza ends.

    Netanyahu’s office issued a brief statement on Monday morning stating that they presented the War Cabinet with a “plan for evacuating the population from the areas of fighting in the Gaza Strip.”

    It is unclear what those plans are. However, there are fears that Israel plans on forcibly expelling Gaza’s population to Egypt.

    Hospitals across the Gaza Strip continue to struggle under Israel’s attacks, making it extremely difficult for Palestinian civilians to receive adequate medical care.

    In Northern Gaza, the Palestinian Ministry of Health has said the situation is “beyond description,” as hospitals run out of fuel. Medical refrigerators have run out of electricity, which risks the destruction of large quantities of sensitive medication.

    The lack of fuel has also had devastating consequences for rescue missions in the war-torn area, as dozens of ambulances and medical services have been taken out of service.

    The effects of this shortage have also left dialysis and intensive care patients facing death due to the lack of basic supplies.

    In Khan Younis, southern Gaza, a UN delegation observed “catastrophic conditions” during a visit to the besieged al-Amal Hospital in the city.

    “The delegation witnessed the extent of the damage caused by Israeli occupation artillery shelling to several floors of the hospital, as well as the catastrophic conditions inside due to severe shortages in food, drinkable water, medical supplies, and medication,” the Palestinian Red Cresent said.

    Meanwhile, at Nasser Hospital in Khan Younis, “snipers are still in the vicinity of the hospital and, tragically, are still shooting at anything moving near it,” Al Jazeera correspondent Hani Mahmoud reported from Gaza. “Despite the Israeli military’s statement that it has completed operations inside Nasser Hospital.”

    Occupied West Bank: Illegal settlement construction

    While the world’s eyes are on Gaza, Israel is taking the chance to advance the construction of 3,344 new housing units in the occupied West Bank, 2,350 units in the settlement of Maale Adumim, 694 in Efrat, and 300 in Kedar, according to Peace Now.

  • The Year that Expertise Collapsed

    Getting sick and getting well is part of the human experience at all times in all places. As with other phenomena of human existence, that suggests there is a great deal of embedded knowledge on the topic woven into the fabric of our lives. We aren’t born knowing but we come to know: from our moms and dads, experience of siblings and others, from our own experience, and from medical professionals who deal with the problem daily.

    In a healthy and functioning society, the path toward maintaining personal and public health becomes embedded in the cultural firmament, just like manners, belief systems, and value preferences. It’s not necessary that we think about it constantly; instead it becomes a habit, with much of the knowledge tacit; that is, deployed daily but rarely with full cognizance.

    We could know for certain that there had been a change in the matrix in March 2020 because, seemingly out of nowhere, all of this knowledge was deemed wrong. A new gaggle of experts was in charge, one day to the next. Suddenly, they were everywhere. They were on TV, quoted by all the newspapers, amplified on social media, and on the phone constantly with local officials instructing them on how they must shut down the schools, businesses, playgrounds, churches, and civic gatherings.

    The message was always the same. This time is completely different from anything in our experience or in any previous experience. This time we must adopt a totally new and completely untested paradigm. It comes from models that high-level scientists have deemed correct. It comes from labs. It comes from “germ games” of which none of us are part. If we dare to reject the new teachings for the old, we are doing it wrong. We are the malicious ones. We deserve ridicule, cancellation, silencing, exclusion, and worse.

    It felt like a coup d’etat of sorts. It certainly was an intellectual coup. All wisdom of the past, even that known by public health only months earlier, was deleted from public spaces. Dissent was silenced. Corporate media was absolutely united in celebrating the greatness of people like Fauci, who spoke in strangely circuitous ways that contradicted everything we thought we knew.

    It was exceedingly strange because the people we thought might have stood up to the flash imposition of tyranny somehow vanished. We could hardly meet with others at all, if only to share intuitions that something was wrong. “Social distancing” was more than a method to “slow the spread;” it amounted to comprehensive control of the public mind too.

    The experts instructing us spoke with astonishing certainty about precisely how society should be managed in a pandemic. There were scientific papers, tens of thousands of them, and the storm of credentials was everywhere and out of control. Unless you had a university or lab affiliation and unless you had multiple high-level degrees attached to your name, you could not get a hearing. Folk wisdom was out of the question, even basic things like “sun and outdoors are good for respiratory infections.” Even popular understanding of natural immunity came in for hard ridicule.

    Later it turned out that even top credentialed experts would not be taken seriously if they had the wrong views. This is when the racket became incredibly obvious. It was never really about genuine knowledge. It was about compliance and echoing the approved line. It’s astonishing how many people went along, even with the stupidest of the mandates, such as the distancing stickers everywhere, the ubiquity of Plexiglas, and the dirty masks on every face which were somehow believed to keep people healthy.

    Once the contrary studies started coming out, we would share them and get shouted down. The comment sections of the studies started to be raided by partisan experts who would hone in on small issues and problems and demand and obtain takedowns. Then the contrarian expert would get doxxed, his dean notified, and the faculty turned against the person, lest the department risk funding from Big Pharma or Fauci in the future.

    All the while, we kept thinking that there must be some rationale behind all this madness. It never emerged. It was all intimidation and belligerence and nothing more – arbitrary diktat by big shots who were pretending the entire time.

    The lockdowners and shot mandators were never intellectually serious people. They never much thought about the implications or ramifications of what they were doing. They were just wrecking things mostly for pecuniary gain, job protection, and career advancement, plus it was fun to be in charge. It’s not much more complicated than that.

    In other words, we’ve gradually come to realize that our worst fears were true. All these experts were and are fakes. There have been some hints along the way, such as when North Carolina Health Director Mandy Cohen (now head of the CDC) reported that she and her colleagues were burning up the phone lines to decide whether people should be allowed to participate in sports.

    “She was like, are you gonna let them have professional football?” she said. “And I was like, no. And she’s like, OK neither are we.”

    Another candid moment came five months ago, only recently unearthed by X, when NIH head Francis Collins admitted that he and his colleagues attached “zero value” to whether and to what extent they were disrupting lives, wrecking the economy, and destroying education for kids. He actually said this.

    As it turns out, these experts who ruled our lives, and still do to a great extent, were never what they claimed to be, and never actually possessed knowledge that was superior to what existed within the cultural firmament of society. Instead, all they really had was power and a grand opportunity to play dictator.

    It’s astonishing, truly, and worthy of deep study, when you consider the extent to which and for how long this class of people were able to maintain the illusion of consensus within their ranks. They bamboozled the media all over the world. They tricked vast swaths of the population. They bent all social media algorithms to reflect their views and priorities.

    One explanation comes down to the money trail. That’s a powerful explanation. But it is not the whole of it. Behind the illusion was a terrifying intellectual isolation in which all these people found themselves. They never really encountered people who disagreed. Indeed, part of the way these people had come to conceive of their jobs was to master the art of knowing what to think and when and how. It’s part of the job training to enter the class of experts: mastering the skill of echoing the opinions of others.

    Discovering this to be true is alarming for anyone who holds to older ideals of how intellectual society should conduct itself. We like to imagine that there is a constant clash of ideas, a burning desire to get to the truth, a love of knowledge and data, a passion for gaining a better understanding. That requires, above all else, an openness of mind and a willingness to listen. All of this was overtly and explicitly shut down in March 2020 but it was made easier because all the mechanisms were already in place.

    One of the best books of our time is Tom Harrington’s The Treason of the Experts, published by Brownstone. There is simply not in the present era a more insightful investigation and deconstruction of the sociological sickness of the expert class. Every page is on fire with insight and observation about the intellectual juntas that attempt to rule the public mind in today’s world. It’s a terrifying look at how wildly wrong everything has gone in the world of ideas. A great followup volume is Ramesh Thakur’s Our Enemy, the Government, which reveals all the ways in which the new scientists who were ruling the world weren’t scientific at all.

    Brownstone was born in the midst of the worst of this world. We set out to create something different, not a bubble of ideological/partisan attachment or an enforcement organ of the proper way to think about all issues. Instead, we sought to become a genuine society of thinkers united in a principled attachment to freedom but hugely diverse in specialization and philosophical outlook. It’s one of the few centers where there is genuine interdisciplinary engagement and openness to new perspectives and outlook. All of this is essential to the life of the mind and yet nearly absent in academia, media, and government today.

    We’ve put together a fascinating model for retreats. We choose a comfortable venue where the food and drink are provided and the living quarters are excellent, and bring together 40 or so top experts to present a set of ideas to the whole group. Each speaker gets 15 minutes and that is followed by 15 minutes of engagement from everyone present. Then we go to the next speaker. This goes on all day and the evenings are spent in casual conversation. As the organizer, Brownstone does not pick topics or speakers but rather allows the flow of ideas to emerge organically. This goes on for two and a half days. There is no set agenda, no mandated takeaways, no required action items. There is only unconstrained idea generation and sharing.

It’s the creation of something that all these wonderful people – each person a dissident in his own field – had hoped to encounter in professional life but the reality was always elusive. It’s only three days so hardly Ancient Greece or Vienna in the interwar years but it is an excellent start, and hugely productive and uplifting. It’s amazing what can happen when you combine intelligence, erudition, open minds, and sincere sharing of ideas. From the point of view of government, huge corporations, academia, and all the architects of today’s world of ideas, this is precisely what they do not want.

    The difference between 2023 and, say, five years ago, is that the expertise racket is now out in the open. Vast swaths of society decided to trust the experts for a time. They deployed every power of the state, along with all affiliated institutions in the pseudo-private sector, to browbeat and manipulate the people into panicked compliance with preposterous antics that never had any hope of mitigating disease.

    Look where that got us. The experts have been fully discredited. Is it any wonder that ever more people are skeptical of the same gang’s claims about climate change, diversity, immigration, inflation, education, gender transitions, or anything else pushed today by elite minds? Mass compliance has been replaced by mass incredulity. Trust will not likely return in our lifetimes.

    There is, further, a reason why hardly anyone is surprised that the president of Harvard stands accused of rampant plagiarism or that election officials are deploying sneaky forms of lawfare to keep political renegades off the ballot or that money launderers for the administrative state are getting away with rampant fraud. Graft, kickbacks, bribery, misappropriation, nepotism, favoritism, and outright corruption rule the day in all elite circles.

    In a few weeks, we are going to hear from Anthony Fauci, who will be grilled by a House of Representatives committee on exactly how he claimed to be so sure that there was no lab leak stemming from gain-of-function research being done at a US-baked lab in Wuhan. We’ll see how much attention this testimony gets but, truly, does anyone really believe that he is going to be honest and forthcoming? It is pretty much a consensus these days that he has been up to no good. If he is “the science,” science itself is in grave trouble.

    What a contrast to just a few years ago when Fauci-themed shirts and coffee mugs were big-selling items. He claimed to be the science, and science did rally behind him as if he had all the answers, even though what he advocated contradicted every bit of common wisdom that has always been practiced in every civilized society.

    Three years ago, the expert class went out on the farthest limb one can imagine, daring to replace all social knowledge and embedded cultural experience with their off-the-cuff rationalism and scientistic razzmatazz that ended up serving the industrial interests of large-scale exploiters in tech, media, and pharma. We live in the midst of the rubble they created. It’s no wonder they have been completely discredited.

    To replace them – and this is a long-term strategy and one that unfolds gradually with bold efforts such as that undertaken by Brownstone Institute – we need a new and serious effort to rebuild serious thought based on honesty, sincere engagement across ideological lines, and a genuine commitment to truth and freedom.     The Year that Expertise Collapsed Jeffrey A. Tucker Getting sick and getting well is part of the human experience at all times in all places. As with other phenomena of human existence, that suggests there is a great deal of embedded knowledge on the topic woven into the fabric of our lives. We aren’t born knowing but we come to know: from our moms and dads, experience of siblings and others, from our own experience, and from medical professionals who deal with the problem daily. In a healthy and functioning society, the path toward maintaining personal and public health becomes embedded in the cultural firmament, just like manners, belief systems, and value preferences. It’s not necessary that we think about it constantly; instead it becomes a habit, with much of the knowledge tacit; that is, deployed daily but rarely with full cognizance. We could know for certain that there had been a change in the matrix in March 2020 because, seemingly out of nowhere, all of this knowledge was deemed wrong. A new gaggle of experts was in charge, one day to the next. Suddenly, they were everywhere. They were on TV, quoted by all the newspapers, amplified on social media, and on the phone constantly with local officials instructing them on how they must shut down the schools, businesses, playgrounds, churches, and civic gatherings. The message was always the same. This time is completely different from anything in our experience or in any previous experience. This time we must adopt a totally new and completely untested paradigm. It comes from models that high-level scientists have deemed correct. It comes from labs. It comes from “germ games” of which none of us are part. If we dare to reject the new teachings for the old, we are doing it wrong. We are the malicious ones. We deserve ridicule, cancellation, silencing, exclusion, and worse. It felt like a coup d’etat of sorts. It certainly was an intellectual coup. All wisdom of the past, even that known by public health only months earlier, was deleted from public spaces. Dissent was silenced. Corporate media was absolutely united in celebrating the greatness of people like Fauci, who spoke in strangely circuitous ways that contradicted everything we thought we knew. It was exceedingly strange because the people we thought might have stood up to the flash imposition of tyranny somehow vanished. We could hardly meet with others at all, if only to share intuitions that something was wrong. “Social distancing” was more than a method to “slow the spread;” it amounted to comprehensive control of the public mind too. The experts instructing us spoke with astonishing certainty about precisely how society should be managed in a pandemic. There were scientific papers, tens of thousands of them, and the storm of credentials was everywhere and out of control. Unless you had a university or lab affiliation and unless you had multiple high-level degrees attached to your name, you could not get a hearing. Folk wisdom was out of the question, even basic things like “sun and outdoors are good for respiratory infections.” Even popular understanding of natural immunity came in for hard ridicule. Later it turned out that even top credentialed experts would not be taken seriously if they had the wrong views. This is when the racket became incredibly obvious. It was never really about genuine knowledge. It was about compliance and echoing the approved line. It’s astonishing how many people went along, even with the stupidest of the mandates, such as the distancing stickers everywhere, the ubiquity of Plexiglas, and the dirty masks on every face which were somehow believed to keep people healthy. Once the contrary studies started coming out, we would share them and get shouted down. The comment sections of the studies started to be raided by partisan experts who would hone in on small issues and problems and demand and obtain takedowns. Then the contrarian expert would get doxxed, his dean notified, and the faculty turned against the person, lest the department risk funding from Big Pharma or Fauci in the future. All the while, we kept thinking that there must be some rationale behind all this madness. It never emerged. It was all intimidation and belligerence and nothing more – arbitrary diktat by big shots who were pretending the entire time. The lockdowners and shot mandators were never intellectually serious people. They never much thought about the implications or ramifications of what they were doing. They were just wrecking things mostly for pecuniary gain, job protection, and career advancement, plus it was fun to be in charge. It’s not much more complicated than that. In other words, we’ve gradually come to realize that our worst fears were true. All these experts were and are fakes. There have been some hints along the way, such as when North Carolina Health Director Mandy Cohen (now head of the CDC) reported that she and her colleagues were burning up the phone lines to decide whether people should be allowed to participate in sports. “She was like, are you gonna let them have professional football?” she said. “And I was like, no. And she’s like, OK neither are we.” Another candid moment came five months ago, only recently unearthed by X, when NIH head Francis Collins admitted that he and his colleagues attached “zero value” to whether and to what extent they were disrupting lives, wrecking the economy, and destroying education for kids. He actually said this. As it turns out, these experts who ruled our lives, and still do to a great extent, were never what they claimed to be, and never actually possessed knowledge that was superior to what existed within the cultural firmament of society. Instead, all they really had was power and a grand opportunity to play dictator. It’s astonishing, truly, and worthy of deep study, when you consider the extent to which and for how long this class of people were able to maintain the illusion of consensus within their ranks.   • Inside The UN Plan To Control Speech Online

    A powerful United Nations agency has unveiled a plan to regulate social media and online communication while cracking down on what it describes as “false information” and “conspiracy theories,” sparking alarm among free-speech advocates and top U.S. lawmakers.

    In its 59-page report released this month, the U.N. Educational, Cultural, and Scientific Organization (UNESCO) outlined a series of “concrete measures which must be implemented by all stakeholders: governments, regulatory authorities, civil society, and the platforms themselves.”

    This approach includes the imposition of global policies, through institutions such as governments and businesses, designed to stop the spread of various forms of speech while promoting objectives such as “cultural diversity” and “gender equality.”

    In particular, the U.N. agency aims to create an “Internet of Trust” by targeting what it calls “misinformation,” “disinformation,” “hate speech,” and “conspiracy theories.”

    Examples of expression flagged to be stopped or restricted include concerns about elections, public health measures, and advocacy that could constitute “incitement to discrimination.”

    Critics are warning that allegations of “disinformation” and “conspiracy theories” have increasingly been used by powerful forces in government and Big Tech to silence true information and even core political speech.

    Just this month, the U.S. House Judiciary Committee released a report blasting the “pseudoscience of disinformation.”

    Among other concerns, the committee found this “pseudoscience” has been “weaponized” by what lawmakers refer to as the “Censorship Industrial Complex.”

    The goal: silence constitutionally-protected political speech, mostly by conservatives.

    "The pseudoscience of disinformation is now—and has always been—nothing more than a political ruse most frequently targeted at communities and individuals holding views contrary to the prevailing narratives,” states the congressional report, "The Weaponization of ‘Disinformation’ Pseudo-Experts and Bureaucrats."

    Indeed, many of the policies called for by UNESCO have already been implemented by U.S.-based digital platforms, often at the behest of the Biden administration, the latest congressional report makes clear.

    On Capitol Hill, lawmakers nevertheless expressed alarm about the new UNESCO plan.

    “I have repeatedly and publicly criticized the Biden administration’s misguided decision to rejoin UNESCO, putting U.S. taxpayers on the hook for hundreds of millions of dollars,” House Foreign Affairs Committee Chairman Michael McCaul (R-Texas) told The Epoch Times regarding the social-media plan.

    Calling UNESCO a “deeply flawed entity,” Mr. McCaul said he is especially concerned that the organization “promotes the interests of authoritarian regimes—including the Chinese Communist Party.”

    Indeed, UNESCO, like many other U.N. agencies, includes multiple members of the Chinese Communist Party (CCP) in its leadership ranks, such as Deputy Director-General Xing Qu, The Epoch Times has reported.

    The CCP has repeatedly made clear that even while working in international organizations, CCP members are expected to follow communist party orders.

    Lawmakers on the House Appropriations Subcommittee dealing with international organizations are currently working to cut or reduce funding to various U.N. agencies that lawmakers say are using U.S. taxpayer money improperly.

    Already, the U.S. government has twice exited UNESCO—under the Reagan and the Trump administrations—due to concerns about what the administrations described as extremism, hostility to American values, and other problems.

    The Biden administration rejoined earlier this year over the objections of lawmakers, The Epoch Times reported.

    The UNESCO Plan

    While being marketed as a plan to uphold free expression, the new UNESCO regulatory regime calls for international censorship by “independent” regulators who are “shielded from political and economic interests.”

    "National, regional, and global governance systems should be able to cooperate and share practices … in addressing content that could be permissibly restricted under international human rights law and standards,” the report explains.

    Unlike the First Amendment to the U.S. Constitution prohibiting any governmental infringement on the right to free speech or free press, UNESCO points to various international “human rights” instruments that it says should determine what speech to infringe on.

    These agreements include the International Covenant on Civil and Political Rights (ICCPR), which states that restricting freedom of expression must be provided for by law and must also serve a “legitimate aim.”

    In a recent review of the United States, a U.N. human-rights committee called for changes to the U.S. Constitution and demanded that the U.S. government do more to stop and punish “hate speech” in order to comply with the ICCPR.

    Another key U.N. instrument is the Universal Declaration of Human Rights, which states explicitly in Article 29 that “rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.”

    In short, the U.N. view of “freedom of expression” is radically different from that enshrined in the U.S. Constitution.

    The UNESCO report says that once content that should be restricted is found, social-media platforms must take measures, ranging from using algorithm suppression (shadow banning) and warning users about the content, to de-monetizing and even removing it.

    Any digital platforms found to not be “dealing with content that could be permissibly restricted under international human rights law” should “be held accountable” with “enforcement measures,” the report states.

    UNESCO Director-General Audrey Azoulay, a former French culture minister with the Socialist Party, cited risks to society to justify the global plan.

    "Digital technology has enabled immense progress on freedom of speech,” she said in a statement. “But social media platforms have also accelerated and amplified the spread of false information and hate speech, posing major risks to societal cohesion, peace, and stability.

    “To protect access to information, we must regulate these platforms without delay, while at the same time protecting freedom of expression and human rights," said Azoulay, who took over the U.N. agency from longtime Bulgarian Communist Party leader Irina Bokova.

    In the forward to the new report, headlined “Guidelines for the Governance of Digital Platforms,” Azoulay says that stopping certain forms of speech and at the same time preserving “freedom of expression” is “not a contradiction.”

    Citing a survey commissioned by UNESCO itself, the U.N. agency also said most people around the world support its agenda.

    According to UNESCO, the report and the guidelines were developed through a process of consultation including more than 1,500 submissions and over 10,000 comments from “stakeholders” such as governments, businesses, and non-profit organizations.

    UNESCO said it will work with governments and companies to implement the regulatory regime around the world.

    “UNESCO is by not (sic) proposing to regulate digital platforms,” a spokesman for UNESCO, who asked not to be named, told The Epoch Times in a statement.

    “We are, however, conscious that dozens of governments around the world are already drafting legislation to do so, some of which is not in line with international human rights standards, and may even jeopardize freedom of expression.

    “Similarly, the platforms themselves are already making millions of human and automated decisions a day with respect to the moderation and curation of content, based upon their own policies,” the spokesman said.

    The European Union, which already places severe limitations on free expression online, has already provided funding for implementation worldwide, UNESCO added.

    The Biden administration told The Epoch Times that it wasn't involved in creating the plan.

    “We will reserve comment until we finish carefully studying the plan,” the State Department said in an email.

    Free Speech Concern Grows

    Concerns over the implications for freedom of speech and free expression online are mounting as awareness of the UNESCO plan spreads.

    Sarah McLaughlin, a senior scholar at the Foundation for Individual Rights and Expression (FIRE), expressed alarm.

    "FIRE appreciates that UNESCO’s new action plan for social media recognizes the value of transparency and the need for protecting freedom of expression, but remains deeply concerned about efforts to regulate online ‘disinformation’ and ‘hate speech,’” Ms. McLaughlin told The Epoch Times.

Just this month, the U.S. House Judiciary Committee released a report blasting the “pseudoscience of disinformation.” Among other concerns, the committee found this “pseudoscience” has been “weaponized” by what lawmakers refer to as the “Censorship Industrial Complex.” The goal: silence constitutionally-protected political speech, mostly by conservatives. "The pseudoscience of disinformation is now—and has always been—nothing more than a political ruse most frequently targeted at communities and individuals holding views contrary to the prevailing narratives,” states the congressional report, "The Weaponization of ‘Disinformation’ Pseudo-Experts and Bureaucrats." Calling UNESCO a “deeply flawed entity,” Mr. McCaul said he is especially concerned that the organization “promotes the interests of authoritarian regimes—including the Chinese Communist Party.” Indeed, UNESCO, like many other U.N. agencies, includes multiple members of the Chinese Communist Party (CCP) in its leadership ranks, such as Deputy Director-General Xing Qu, The Epoch Times has reported. The CCP has repeatedly made clear that even while working in international organizations, CCP members are expected to follow communist party orders. Lawmakers on the House Appropriations Subcommittee dealing with international organizations are currently working to cut or reduce funding to various U.N. agencies that lawmakers say are using U.S. taxpayer money improperly. Unlike the First Amendment to the U.S. Constitution prohibiting any governmental infringement on the right to free speech or free press, UNESCO points to various international “human rights” instruments that it says should determine what speech to infringe on. These agreements include the International Covenant on Civil and Political Rights (ICCPR), which states that restricting freedom of expression must be provided for by law and must also serve a “legitimate aim.” In a recent review of the United States, a U.N. human-rights committee called for changes to the U.S. Constitution and demanded that the U.S. government do more to stop and punish “hate speech” in order to comply with the ICCPR. The UNESCO report says that once content that should be restricted is found, social-media platforms must take measures, ranging from using algorithm suppression (shadow banning) and warning users about the content, to de-monetizing and even removing it. Any digital platforms found to not be “dealing with content that could be permissibly restricted under international human rights law” should “be held accountable” with “enforcement measures,” the report states. UNESCO Director-General Audrey Azoulay, a former French culture minister with the Socialist Party, cited risks to society to justify the global plan. "Digital technology has enabled immense progress on freedom of speech,” she said in a statement. “But social media platforms have also accelerated and amplified the spread of false information and hate speech, posing major risks to societal cohesion, peace, and stability. “To protect access to information, we must regulate these platforms without delay, while at the same time protecting freedom of expression and human rights," said Azoulay, who took over the U.N. agency from longtime Bulgarian Communist Party leader Irina Bokova. In the forward to the new report, headlined “Guidelines for the Governance of Digital Platforms,” Azoulay says that stopping certain forms of speech and at the same time preserving “freedom of expression” is “not a contradiction.” Citing a survey commissioned by UNESCO itself, the U.N. agency also said most people around the world support its agenda. According to UNESCO, the report and the guidelines were developed through a process of consultation including more than 1,500 submissions and over 10,000 comments from “stakeholders” such as governments, businesses, and non-profit organizations. UNESCO said it will work with governments and companies to implement the regulatory regime around the world. “UNESCO is by not (sic) proposing to regulate digital platforms,” a spokesman for UNESCO, who asked not to be named, told The Epoch Times in a statement. “We are, however, conscious that dozens of governments around the world are already drafting legislation to do so, some of which is not in line with international human rights standards, and may even jeopardize freedom of expression. “Similarly, the platforms themselves are already making millions of human and automated decisions a day with respect to the moderation and curation of content, based upon their own policies,” the spokesman said. The European Union, which already places severe limitations on free expression online, has already provided funding for implementation worldwide, UNESCO added. The Biden administration told The Epoch Times that it wasn't involved in creating the plan. “We will reserve comment until we finish carefully studying the plan,” the State Department said in an email.
