The Fed's "Doomsday Book" Has Been Revealed The Corbett Report by James Corbett corbettreport.com May 26, 2024 Back in 2011, shareholders of insurance giant American International Group (AIG) filed a $40 billion class action lawsuit against the US government over the terms of its controversial bailout of AIG during the 2008 financial crisis. In 2014, the trial case came to focus on an intriguing oddity. In cross-examination, the plaintiffs learned of a set of documents that the New York Fed—the heart of America's Federal Reserve central bank and the primary wheeler-dealer in the chaotic days of the global financial collapse—dramatically refers to as its "Doomsday Book." This book, it was discovered, contained the various legal opinions and memoranda that the Fed used to determine what power it has to manipulate the financial system in the event of a large-scale crisis. And, it seemed, there was a good chance that the central broke its own rules with all its bailout shenanigans and financial sleight-of-hand during the 2008 collapse. However, the plaintiffs' reasonable request to see the book and examine these supposed emergency powers was immediately rebuffed by the Fed. New York Fed lawyer John S. Kiernan, for example, was adamant that the Fed would not open up the book for the court. "Of the tens of thousands of documents that we have produced in this case, the Federal Reserve Bank of New York has sought to retain confidentiality because of the internal sensitivity of only this one," he told the United States Court of Federal Claims. The court was eventually able to pry the relevant documents out of the Fed's clutches, but the Doomsday Book has remained under court seal for years . . . until now. Late last year, an enterprising researcher managed to get his hands on a copy of the elusive book. And what that book contains should shock you (if you're paying attention). What Is The Doomsday Book? The very first thing to note about the "Doomsday Book" is that you can now read it for yourself! . . . kind of. I'll get into that qualification in a bit. But first, I do recommend you download the publicly available content for yourself. You can download it as a PDF file from The Wall Street Journal website HERE. And, since Corbett Reporteers might not like to give WSJ their traffic (and because these types of files have a pesky habit of disappearing down the internet rabbit hole), I've also gone ahead and preserved a copy on my server HERE! (You're welcome!) Still, you never know when/if/how information online will go missing or become inaccessible, so don't dither. Download it now, while you can! Alright, now that you have a copy saved locally, here's the first question: what is the doomsday book, exactly? The short answer—taken from an article announcing its release last December—is that the doomsday book is "an internal document used to guide the Federal Reserve’s actions during emergencies." The longer answer is that the Doomsday Book is not a book at all. Instead, it's a collection of documents, legal opinions and memoranda that have been assembled and maintained by the Federal Reserve Bank of New York (FRBNY) over the course of decades. It was first compiled in the 1990s and has been revised four times, thus creating five versions of the "book" (that we know of). The latest version is Version 5.0 and it includes extensive revisions to various memoranda and opinions—revisions that were made to reflect the legal and regulatory changes wrought by the 2010 Dodd–Frank Wall Street Reform and Consumer Protection Act (see the "Note on Legal Evolution" on page 46 of the PDF document). According to the Prefatory Matters section of the latest revision (page 44 of the PDF document): The Doomsday Book is intended to help lawyers of the Federal Reserve Bank of New York aid their clients in crisis management. It was originally distributed to a limited set of lawyers and select senior staff members. This has changed with time, as more lawyers are drawn into crisis management. Now, all FRBNY lawyers receive a copy of the Doomsday Book. The same passage also explains that the book "is not intended as an 'off-the-shelf' solution to any particular crisis" but as a "playbook" of general advice that may require modification depending on the circumstances. So, the next question to be answered is . . . How Did The Doomsday Book Get Released? As indicated above, the Doomsday Book first came to the public's attention during the 2014 Starr International Co. v. United States trial, in which AIG shareholders were suing the government over the Fed's questionable bailout practices. (If you need a primer on that trial to bring you up to speed, you're in luck! I wrote an article about the case and its startling conclusion in these very pages nine years ago!) During the trial, Timothy Geithner—who was president of the FRBNY during the global financial collapse—not only confirmed the existence of the book, but admitted that he relied on it to guide his actions in the crisis. “It’s kind of a big, fat binder,” he told the court, adding that “we did occasionally go back and consult it as things were eroding around us. . . . It was a reference material that described precedent and authority.” And, as also noted above, although the plaintiffs' lawyers were able to get their hands on a copy of the book's index, the Fed successfully petitioned the court to keep the documents under court seal. Some quotations from the book were read into the court record during testimony, but, aside from that, no specific information on the documents was forthcoming. Enter Emre Kuvvet. He's a Professor of Finance at Nova Southeastern University who, recognizing the importance of this elusive emergency operations document, filed a Freedom of Information Act request to the Board of Governors of the Federal Reserve System for the book . . . and was promptly rejected. Not one to give up so easily, Kuvvet then filed a simple Freedom of Information request with the FRBNY and—"for reasons unknown to me," as Kuvvet wryly observes—was duly provided the 122-page document that you just downloaded. Now, in order to understand why the FRBNY's compliance with this request is so unusual, you have to understand the difference between the Board of Governors of the Federal Reserve System—the twelve-member panel appointed by the US president and confirmed by the US Senate to oversee the Federal Reserve System—and the Federal Reserve Bank of New York—the most powerful of the twelve regional banks that are responsible for the banking operations of the Federal Reserve System. If you need a refresher on the deliberately confusing structure of the United States' "decentralized central bank," might I humbly suggest that you watch (or re-watch) Century of Enslavement: The History of The Federal Reserve? If and when you do so, you will see for yourself the moment when Federal Reserve Board Senior Counsel Yvonne Mizusawa argues in court that the Federal Reserve Regional Banks (not the Board) are private banks and thus not "persons under FOIA." In other words, the Federal Reserve argues that the records of the Fed's regional banks—including their legal opinions, memoranda, internal records and, of course, the New York Fed's coveted Doomsday Book—are not subject to the Freedom of Information Act. However, no doubt concerned with the optics created by an un-FOIA-able central bank, the FRBNY has a "Freedom of Information Requests" page on its website in which it boasts that "the New York Fed is committed to complying with the spirit of FOIA and has had a Freedom of Information Policy or related practice for decades." In other words, the New York Fed does not believe itself to be legally obligated to give up any of its precious documents . . . but it might occasionally choose to do so if you ask nicely. Accordingly, the FRBNY provided Kuvvet with versions 4.1 (2006) and 5.0 (2012) of the book's index. He then set to work writing an extensive article about the documents, "What Is in the Federal Reserve’s Doomsday Book?" (paywalled content), which was published in the Spring 2024 edition of The Independent Review. The title of Kuvvet's article raises another very good question, namely . . . What Is In The Doomsday Book? Remember when I said you can download the book for yourself . . . kind of? Well, here's the rub: the 122-page PDF document that was released in 2022 and is now available for download is not the full collection of documents. Rather, what has been released is an introduction to the book. Spread out over more than 100 pages, this introduction includes an extensive index of the contents of the full book; a listing of the titles and dates of the various agreements, memos and opinions that form the full collection; the Fed's own internal notes explaining what the collection is; an explanation of what the various sections of the book contain; and even an especially revealing explanatory passage containing the frank admission that "the powers of a Federal Reserve Bank are far greater than is commonly supposed" (page 33). The latest version of the Doomsday Book introduction reveals that the book consists of three volumes: Volume I – Pre-2008 Legal Documents Volume II – Post-2008 Legal Documents Volume III – Memoranda For a complete listing of what documents are contained in each volume and what subject each document covers, you can browse through the confusing and repetitive PDF document or you can read Kuvvet's article for a more logical (if still ponderous) listing. The introduction to Version 4.1, however, does helpfully break down the legal memoranda in the book into broad categories of memo: "Powers Opinions," which "discuss the legal authority of Federal Reserve Banks to provide various kinds of emergency services and facilities that they are not in the habit of providing under ordinary circumstances"; "History and Policy," documenting the history of the Federal Reserve's policy decisions and previous emergency actions; "Operational Issues," which "discuss legal aspects of operational issues, and are probably mostly of interest to attorneys"; "Bankruptcy and Insolvency Law Issues," dealing with the legal risk of lending to bankrupt or insolvent firms; "International Issues," dealing with the cross-border operations the Fed might employ during international crises; Etc. As for the agreements, memoranda and opinions themselves, there are some incredibly interesting documents listed that no doubt contain many valuable nuggets of information about the Fed's internal processes. For the policy wonks and financial eggheads in the crowd, the agreements contained in the book provide a wealth of data on what the Fed believes it is empowered to do during times of crisis. As Kuvvet notes in his "What Is in the Federal Reserve’s Doomsday Book?" article, for instance: In the Section 13(13) Lending Agreement subsection, the FRBNY states that the section 13(13) lending authority can be useful for nonbank government securities dealers. The FRBNY believes that Federal Reserve Banks are authorized to accept ineligible collateral to supplement eligible collateral. Conspiracy realists, meanwhile, will no doubt be intrigued by the "Chronology of Events at the Federal Reserve Bank of New York After the World Trade Center Attack" in the "History and Policy" section of the book. According to the Fed's own description on page 35 of the PDF, the document "begins with the morning of September 11, 2001 and concludes with the full resumption of operations on September 24" and "discusses all significant events: financial, operational and humanitarian." So, how does the New York Fed's internal history of the 9/11 false flag differ from the public version—"The Federal Reserve's Response to the Sept. 11 Attacks"—on the Federal Reserve Bank of St. Louis' website? Does it include information on the puzzling monetary events taking place in the lead-up to those attacks—events that include the largest June-August spike in the currency component of the M1 money supply in half a century? Does it hold the clue to the Die Hard 3-esque gold heist that may or may not have taken place in New York on the day of the attacks? Good questions! Unfortunately, until such time as some intrepid reporter, professor of finance or Corbett Reporteer jumps through the hoops of the New York Fed's Freedom of Information Requests process and pries this specific document—or any of the other documents listed in the Doomsday Book index—from the bankster's clutches, we won't know for sure. After all, we only have the titles of these documents and a cursory description of them from the Doomsday Book's index. All of this leads us to the most important question . . . What Does It Mean? The first-order takeaway from the Doomsday Book is that the Fed apparently believes that it has the authority to do quite a bit more in the event of an emergency than has been specifically authorized by the Federal Reserve Act. For a line-by-line, blow-by-blow analysis of these presumed powers and the Fed's arguments surrounding them, I highly suggest reading Kuvvet's article. In it, you will learn, for instance, that the Fed believes it has the authority to bail out cities during "emergency situations" . . . whatever those are. Surprisingly, the FRBNY states that section 13(3) lending authority extends to municipalities, and that there is an additional independent section 14(b)(1)17 lending authority for municipalities. Thus, the FRBNY considers that it has the legal authority to rescue municipalities in emergency situations. The Doomsday Book does not define what those “emergency situations” are. Even more remarkably, the Fed also reserves the power to receive "equity kickers"—that is, take an ownership stake in a company and presumably even take over a company entirely—when engaged in emergency lending. This is the power that was under scrutiny during the aforementioned AIG shareholder lawsuit, Starr International Co. v. United States, and it raises the specter of the Fed taking over and potentially running companies or even vast swaths of the economy in the face of a truly catastrophic economic collapse. Per Kuvvet: Lenders receive equity kickers frequently to compensate for risk. The FRBNY received an equity kicker in the AIG loan. The FRBNY considers that the scope of the power to receive an equity kicker remains uncertain, particularly whether the National Bank Act restrictions on equity kickers apply to Reserve Banks. The memorandum titled “Equity Kickers and Reserve Bank Loans” contends that they do not. Lenders sometimes employ guarantees appurtenant to financial transactions, and often employ guarantees in workout contexts. The memoranda titled “AIG Loan Restructuring-Reserve Bank Powers” and “Authority of Reserve Banks to Issue Guarantees on Behalf of Depository Institutions” explore the limits of the guarantee power. But perhaps the most brazen statement of the Fed's self-proclaimed emergency power comes in the section on "Powers Opinions" on page 33 of the Doomsday Book PDF. The powers opinions discuss the legal authority of Federal Reserve Banks to provide various kinds of emergency services and facilities that they are not in the habit of providing under ordinary circumstances. [. . .] A constant theme runs through them all: the powers of a Federal Reserve Bank are far greater than is commonly supposed. This is perhaps the most succinct statement of the banksters' arrogance that have ever been set to paper. In other words, the Fed's own internal document is gloating that the Fed reserves itself powers that the public do not know about and presumably would not approve of if they did. This does not trouble the Fed or its legal counsel in the slightest. So, what are we to make of this galling arrogance? Writing in The Hill, op-ed contributor Doug Branch—whose bio notes that he served as Deputy Staff Director of the Joint Economic Committee (JEC) and Deputy Chief of Staff to a Financial Services Subcommittee Chairman in the US government—predictably opines that what is needed is for the government to step in and rein in the Fed, passing legislation to "unambiguously authorize" those emergency powers that the Fed claims and that Congress deems necessary. Congress should also, in Branch's opinion "reserve the right to disapprove [of a Fed emergency power] through an after-action process." Although Branch's answer sounds perfectly straightforward and reasonable—reasonable to statists who believe in The Most Dangerous Superstition, at least—it fails to grasp an extremely basic fact, one that governs all such "emergency powers" and "states of exception." Namely, the fact that power—especially emergency power—is a thing that is demonstrated, not codified. Case in point: the Starr International Co. v. United States case in which the Doomsday Book's existence was first revealed. If you read my 2015 article on that case, you'll know that case's insane conclusion. The court ultimately ruled that the Fed had indeed overstepped its powers in the course of the AIG bailout . . . but imposed no penalty and awarded the prosecution nothing. Based upon the foregoing, the Court concludes that the Credit Agreement Shareholder Class shall prevail on liability due to the Government’s illegal exaction, but shall recover zero damages, and that the Reverse Stock Split Shareholder Class shall not prevail on liability or damages. Naturally, the Fed took this decision as vindication that it had acted legally. The Federal Reserve strongly believes that its actions in the AIG rescue during the height of the financial crisis in 2008 were legal, proper and effective. The court's decision today in Starr International Company, Inc. v. the United States recognizes that AIG's shareholders are not entitled to compensation for that decision, and that the Federal Reserve's extension of credit to AIG prevented losses to millions of policyholders, small businesses, and American workers who would have been harmed by AIG's collapse during the financial crisis. The terms of the credit were appropriately tough to protect taxpayers from the risks the rescue loan presented when it was made. This is how power operates. It acts—illegally if need be—and the judge comes along afterward to clean up the mess. The fact that the Fed's powers have not been delineated down to the nth degree is a feature of the system that the banksters have created, not a bug, as Doug Branch suggests. The banksters who own and run the Fed and who control Congress through blackmail, bribery and extortion are not going to make the mistake of stating exactly what powers they do and don't possess. And they're certainly not going to allow such limitations on their powers to be codified into law. Instead, they will act as power always acts: unilaterally, unapologetically, and without asking for permission. Sorry (not sorry) to burst your bubble, Mr. Branch, and all those other "common sense" thinkers who believe that government is the answer to the problem that was created by the (bankster-controlled) government, but there is no tinkering around the edges here. No amount of legislation is going to make the entire corrupt Federal Reserve System into anything other than the bankster cartel that it was designed to be. No, we do not need to "rein in" the Fed or set up yet another government committee to try to codify its powers. We need to abolish the Fed itself and bring about a separation of money and state altogether. That is the real takeaway from the Fed Doomsday Book. There's a big clause inside of the treaty that actually has penalties on member states for non-compliance. "But we have to go back to the formation of the World Health Organization and a lot of people don't want to go back to 1944 to 1946, when the WHO was set up. Very few people know that they wrote absolute immunity from all criminal prosecution into their charter. "The only organization with self-appointed, no external authority ever granted, to have the ability to write themselves out of all forms of criminal prosecution in perpetuity. That's right in the charter of the World Health Organization. "And that right, which was actually negotiated from the Wellcome Trust and the Rockefeller Foundation – they're the ones that paid for it, they're the ones that put René Sand as the first Director, they're the ones that actually put all these pieces into place. "Give them the ability to act with impunity on citizens, regardless of your compliance or absence of compliance with any of the nation-state decisions around the World Health Organization. Traveling citizens abroad have no rights. They can be subject to any crime for which there can be no criminal prosecution. Israeli forces kill 71 Palestinians, wound 102 across Gaza The Palestinian health ministry in Gaza said in a statement Tuesday that Israeli forces committed seven massacres against families in the Gaza Strip since Monday, killing 71 Palestinians and wounding 102, bringing the death toll of Israel’s assault on the Gaza Strip since October 7 to 32,916. The ministry pointed out that medical teams haven’t been able to recover many more bodies buried under the rubble. In Gaza City, Israel’s withdrawal from al-Shifa Hospital revealed the total destruction of the medical complex and its facilities. Accounts from residents in the area describe dead bodies with tied hands, indicating potential cases of execution. In a statement, Gaza’s Government Media Office said that at least 400 Palestinians were killed and 900 were wounded during the two-week-long Israeli raid on Gaza’s largest hospital. In the central Gaza Strip, Israeli forces bombed the al-Bashir mosque, killing one child and wounding 20 more people. Israeli artillery also bombed the village of al-Mighraqa north of the Nuseirat refugee camp. The organization also announced the suspension of its operations in the Gaza Strip. The World Central Kitchen had been engaged in delivering meals to Palestinians in the besieged Gaza strip, where the UN has warned of famine induced by Israel’s blocking of humanitarian aid from entering the Strip. At least 31 people have died of starvation. Australian Prime Minister Anthony Albanese confirmed the death of a 44-year-old Australian citizen among the team, calling the killing “completely unacceptable.” Albanese also said that his cabinet will call in Israel’s ambassador. Israeli media quoted the Israeli army as saying that it will open an investigation into the incident. Since October 7, Israeli strikes killed at least 170 international humanitarian workers in the Gaza Strip, according to Human Rights Watch. Israeli government votes bill into law banning Al Jazeera Israeli Prime Minister Benjamin Netanyahu vowed Monday to shut down the Qatari media network Al Jazeera’s operations in Palestine soon. The law, dubbed the “Al Jazeera law,” was introduced after the Israeli army claimed it found one Al Jazeera worker to be a member of Hamas, without providing more details. The law sets the ground for the Israeli war cabinet to put a ban on the Qatari media network into effect. However, according to the Israeli daily newspaper Israel Hayom, Netanyahu and his cabinet “are not in a rush” to ban Al Jazeera from broadcasting, given Qatar’s role in mediating negotiations with Hamas. On Monday, Netanyahu accused Al Jazeera of incitement against Israel and “actively taking part in the October 7 attack.” Since October 7, Israeli strikes have killed 139 journalists in the Gaza Strip, including Al Jazeera cameraman Samer Abu Daqa. Back in December, only two months into Israel’s assault on Gaza, the Committee for the Protection of Journalists said that the Strip was the most dangerous place for journalists in the world. One Palestinian killed in Jenin as Israel continues raids across the West Bank A Palestinian was pronounced dead in Jenin on Tuesday after succumbing to his wounds caused earlier by Israeli forces during a military raid on the town of Qabatiya, south of Jenin. The martyr was identified as 20-year-old Rabea Faisal Zakarna, who was wounded on Saturday by Israeli forces that raided his town. Meanwhile, Israeli forces raided the Qalandia refugee camp north of Jerusalem late on Monday, where they were confronted by local youth throwing stones as well as armed clashes with Palestinian fighters. The Palestinian Red Crescent Society reported several injuries in Qalandia by Israeli fire. Across the West Bank, Israeli forces raided several towns in the Nablus, Hebron, and Jericho governorates, arresting at least 40 Palestinians, according to the Palestinian Prisoners’ Club. Since October 7, Israel has arrested more than 7,600 Palestinians. Currently, Israel continues to hold 9,100 Palestinians in its jails, including 50 women, 200 children, and at least 3,500 detainees without charge or trial as part of its policy of administrative detention. ‘We are the masters of the house’: Israeli channels air snuff videos featuring systematic torture of Palestinians Israeli TV channels aired a number of reports showing the torture and humiliation of Palestinians in Israeli prisons. They depict the systematic torture of Palestinians from Gaza in Israeli jails. Such videos have aired on at least three occasions — twice on Channel 14, and once on the public broadcaster, Channel 13. While Channel 14 is considered right-wing, so is about two-thirds of the Israeli public, and the more “mainstream” Channel 13 has shown no qualms about airing similar footage. The broadcasts follow prison officials into detention centers to document the mistreatment of prisoners, which seems to be something that the officials — and apparently the viewers — find satisfying rather than revolting. The airing of these snuff films is a demonstration of societal sadism. As Yumna Patel has recently reported, several rights groups have sounded the alarm over the widespread and systemic abuse that Palestinian prisoners face at the hands of the Israeli authorities. These groups’ calls have been unintentionally buttressed by Israeli soldiers’ unapologetic videos of themselves torturing or demeaning Palestinian detainees, which they boastfully post on social media. Now, it seems that the phenomenon has expanded to mainstream Israeli television. The two aforementioned reports on Channel 14 (threads with subtitles can be found here and here) contained footage of actual interrogation sessions during which torture was used. The Channel 13 report did not, but it exposed some of the worst prison conditions to be broadcast to the public. These conditions include forcing prisoners to live in inhumane conditions and subjecting them to torture and harassment. Here’s the 11-minute video with translated subtitles. The “Nukhba” refers to elite Hamas-led fighters who carried out the October 7 attack. In the cell, viewers notice metal bunkbeds without mattresses, and instead of a toilet, there is just a hole in the floor. The room is almost completely dark throughout the day, and prisoners have their hands and legs chained together. We hear attack dogs barking constantly as prisoners are made to kneel while bound and blindfolded, their heads touching the floor. “This is how it should be,” a guard says. “This is how a Nukhba prisoner should be…what happened on October 7 will never return.” In another scene, a guard shouts at prisoners as dogs continue to bark incessantly. “Heads down! Heads on the floor!” he yells. “There are many prisoners here that I personally saw at the [October 7] events,” a prison official says, taking pride in humiliating them. “The difference is that this time, he is afraid, shaking, with his head on the floor…no Allahu Akbar, nothing. You won’t hear a squeak from him.” “They have no mattresses,” says a warden shift commander. “They have nothing…we control them 100% — their food, their shackling, their sleep…[we] show them we are the masters of the house.” Even without knowing the background to that phrase, to hear him say it is chilling. “Masters of the house” was the election slogan of Itamar Ben-Gvir, the Jewish Power leader and current Minister of National Security. Ben-Gvir declared war on Palestinian prisoners long before October 7, and this has included shutting down bakeries that supply bread to prisoners — described by Ben-Gvir as an “indulgence” — and drastically limiting prisoners’ water use. So now it’s become much worse. While one is tempted to believe that all prisoners here are “Nukhba” members, it turns out that many of them aren’t even suspected of that. Rather, they were rounded up in Gaza after October 7, during mass arrests in which hundreds of Gazan men were stripped and paraded in a most sadistic demonstration of power. The mass arrests also included hundreds of women, including pregnant women detained with their babies. Israeli security officials told Haaretz that by their own estimate, “only 10 to 15 percent of the hundreds of the semi-naked and bound Gazan men arrested in the Strip during the recent days are Hamas members or those who identified with the organization.” Back to the Channel 13 coverage, viewers can hear the nonstop blasting of the Zionist anthem, Am Israel Hai (“the people of Israel live”). “The prison authorities claim that it is meant to boost the morale of the staff,” the narrator declares. “But it is clear that this is another part of the psychological warfare against the prisoners.” Torture, in other words. It’s hard to imagine the depths to which Israeli society has sunk. The official tells the Channel 13 reporter that “the feeling is one of pride.” The reason such sadism has become formalized as a matter of policy is because this is what the Israeli public demands. The Israeli Democracy Institute released a survey last week showing that two-thirds of Jewish Israelis oppose “the transfer of humanitarian aid to Gaza residents at this time,” even if “via international bodies that are not linked to Hamas or to UNRWA.” For right-wing voters, the opposition to aid jumps from 68% to 80%. This is not Israel’s Abu Ghraib moment, because when Abu Ghraib was revealed, most Americans were revolted. Israeli society, on the other hand, is thirsting for genocide. Ignorance, Stupidity, or Malice? Rob Jenkins A major topic of conversation at the recent Brownstone retreat was whether the people who locked us down and then mandated an experimental gene therapy, along with their supporters and enablers, were motivated primarily by stupidity or malice. I’d like to propose a third option: ignorance. In my view, all three played a part in the Covid debacle. I believe—I choose to believe—that many of the people who are to some degree responsible for the devastation of the last four years—particularly the millions of Americans who allowed it to happen because they docilely went along—were simply ignorant. They accepted what they were told in March 2020 about the virulence and lethality of the virus. They fell for the fake videos of Chinese citizens keeling over in the streets. They watched in horror as what appeared to be freezer trucks sat parked outside New York hospitals. They assumed the government wouldn’t be sending military hospital ships to New York and Los Angeles if the disease wasn’t ravaging those cities. And they eagerly embraced the notion that, if we all just stayed home for two weeks, we could actually “flatten the curve.” I confess: I fell into this category initially, for about those first two weeks. I’m blessed (or maybe cursed) with a natural skepticism and fortunate to have found, early on, alternative news sources that were reporting the truth—or at least trying to get at it. So I began to suspect, as “two weeks” stretched to infinity, that we were being had. But most Westerners have been conditioned to believe whatever the government and the media tell them, without questioning. Those people bought into the indefinite forced isolation and the social distancing and the Zoom school and the grocery delivery because they were ignorant. They didn’t really understand what was happening. That includes, by the way, many in positions of authority and responsibility, like medical doctors and nurses, teachers and administrators, religious leaders, and local elected officials. Maybe even some elected officials at the national level. They swallowed the official narrative, too. I’m convinced most of these people honestly believed they were doing the right thing, saving lives, when in fact they were doing nothing of the sort because, as we now know, none of those “mitigation strategies” had any effect on the virus. But to be completely fair to them—and I think it’s important to be fair, however angry we might be at the consequences of their behavior—they were acting out of ignorance. Of course, at some point, ignorance begins to bleed over into stupidity—perhaps at the point where people could have known better, and maybe even should have known better. Then their ignorance, which is a legitimate excuse for bad behavior, becomes willful. And willful ignorance is a form of stupidity, which is not an excuse, especially not for those we entrust with important decisions that affect all our lives. The definition of stupidity proposed by UC Berkeley economist Carlo Cipolla in 1976 seems relevant in this context: “A stupid person is one who causes losses to another person or group while deriving no gain and even possibly incurring losses.” (You can find a nice summary of Cipolla’s theory here.) In other words, stupid people do stupid things for no reason. They harm other people, and they don’t even get anything out of it. They might even harm themselves in the process—“shooting themselves in the foot,” as we sometimes say, or “cutting off their nose to spite their face.” That is indeed the height of stupidity. This definition certainly applies to many, many of the Covidians, including quite a few who (if we want to be generous) started out as merely ignorant. Over time, their perhaps understandable ignorance morphed into stupidity as they held on stubbornly to masking, distancing, and school closures despite literal mountains of evidence that none of those had any salutary effect. And most of them didn’t even benefit from their stubborn, stupid refusal to acknowledge reality. Yes, some did, and we’ll get to them in a moment. But most didn’t. In many cases, they embarrassed themselves, damaged their careers, lost businesses and personal relationships, and for what? So they could yell at the rest of us about masks? That’s pretty stupid. Also instructive here is Cipolla’s Second Law of Stupidity: “The probability that a certain person is stupid is independent of any other characteristic of that person.” In other words, stupidity, as he defines it, is more or less evenly distributed throughout the population. It has nothing to do with intelligence, education, or income level. There are stupid doctors, lawyers, and college professors, just as there are stupid plumbers and ditch diggers. If anything, the former groups are somewhat more likely to contain stupid people. It all comes down to a person’s willingness to do things that make no sense, things that harm others—aka, stupid things—despite not getting anything out of it and perhaps even losing in the bargain. And then there are the people who actually DO benefit from the harm they cause to others. They exhibit many of the same behaviors as the stupid people, except that they actually get something out of it—money, fame, power. Cipolla refers to these people—those who harm others for their own benefit—as “bandits.” Most of the best-known Covidians, the biggest names in media, government, “public health,” and the pharmaceuticals industry, fall into this category. They initiated, enforced, and supported policies that seemingly made no sense, and they came away smelling like roses. They became the toast of the media circuit, earned cushy sinecures, and expanded their bank accounts by millions. The main difference between stupid people and bandits, according to Cipolla, is that the latter’s actions actually make sense, once you understand what they’re trying to accomplish. If a person knocks you down for no reason—well, that’s just stupid. But if they knock you down and then take your wallet, that makes sense. You understand why they knocked you down, even if you don’t like it any better. Moreover, you can to some degree adjust for the actions of “bandits”—for instance, by staying out of the bad part of town, where someone might knock you down and take your wallet. But if you’re at a mall in a nice suburb, and people are just knocking you down for no apparent reason, there’s no way to plan for that. The problem with stupidity, says Cipolla, is two-fold. First, we consistently “underestimate the number of stupid people in circulation.” We assume the vast majority of people will act rationally under most circumstances, but—as we’ve seen plainly over the last four years—that turns out not to be true. Many behave irrationally much of the time, and it appears that a majority will do so in a time of crisis. Second, as Cipolla points out, the stupid people are if anything more dangerous than the bandits, mostly for the reasons cited above: There are a lot more of them, and it’s nearly impossible to account for them. You can have a perfectly good plan to address some emergency—like, say, a pandemic—and the stupid people will blow it up for no good reason. Sure, malicious bad actors will make off with the treasury, if they can, but that has always been the case. I mean, is anybody really surprised that Albert Bourla added millions to his net worth? Or that Anthony Fauci now has a cushy job teaching at Georgetown? Yes, it’s frustrating and disgusting. There’s no doubt they were among the main architects of this disaster, as well as its main beneficiaries. But none of that is, or was, completely unexpected. Bandits gonna bandit. What has been most frustrating to me over the past couple of years has been the way that millions of otherwise normal people—including friends, relatives and colleagues, as well as store clerks, flight attendants, and random people on the streets—have behaved so stupidly. A surprising number continue to do so, embarrassing themselves by haranguing the rest of us about masks and “vaccines,” alienating everyone in sight, making life more difficult for themselves and others even though they gain nothing by it. So yes, the four-year debacle that is our collective Covid response is attributable in part to ignorance and in part to malice. But worse than either of those, and far more damaging to society in the long term, has been the sheer stupidity—humanity’s capacity for which I will never again underestimate. Australia challenged on ‘moral failure’ of weapons trade with Israel Regular protests have been taking place outside Australian firms making crucial components for the F-35 fighter jet. Tucked away in Melbourne’s industrial north, Heat Treatment Australia (HTA) is an Australian company that plays a vital role in the production of F-35 Joint Strike Fighters; the same model that Israel is using to bomb Gaza. Weekly protests of about 200 people have been taking place for months outside the nondescript factory, where heat treatment is applied to strengthen components for the fighter jet a product of US military giant Lockheed Martin. While protesters have sometimes brought production to a halt with their pickets, they remain concerned about what’s going on inside factories like HTA. “We decided to hold the community picket to disrupt workers, and we were successful in stopping work for the day,” Nathalie Farah, protest organiser with local group Hume for Palestine, told Al Jazeera. “We consider this to be a win.” “Australia is absolutely complicit in the genocide that is happening,” said 26-year-old Farah, who is of Syrian and Palestinian origin. “Which is contrary to what the government might have us believe.” More than 32,000 Palestinians have been killed since Israel launched its war in Gaza six months ago after Hamas killed more than 1,000 people in a surprise attack on Israel. The war, being investigated as a genocide by the International Court of Justice (ICJ), has left hundreds of thousands on the brink of starvation, according to the United Nations. HTA – which did not respond to Al Jazeera for comment – is just one of an increasing number of companies in Australia engaged in the weapons manufacturing industry. Protesters have also picketed Rosebank Engineering, in Melbourne’s southeast, the world’s only producer of the F-35’s “uplock actuator system”, a crucial component of the aircraft’s bomb bay doors. In 2018, former Prime Minister Malcolm Turnbull announced Australia aimed to become one of the world’s top 10 defence exporters within a decade. It is currently 30th in global arms production, according to the Stockholm International Peace Institute. It is an aspiration that appears set to continue under the government of Anthony Albanese after it concluded a more than one-billion-Australian-dollar deal with Germany to supply more than 100 Boxer Heavy Weapon Carrier vehicles in 2023 – Australia’s single biggest defence industry deal. Since the Gaza war began, the industry and its business relationship with Israel have come increasingly under the spotlight. Last month, Deputy Prime Minister Richard Marles insisted that there were “no exports of weapons from Australia to Israel and there haven’t been for many, many years”. However, between 2016 and 2023 the Australian government approved some 322 export permits for military and dual-use equipment to Israel. The Department of Foreign Affairs and Trade’s own data – available to the public online – shows that Australian exports of “arms and ammunition” to Israel totalled $15.5 million Australian dollars ($10.1m) over the same period of time. Officials now appear to be slowing the export of military equipment to Israel. In a recent interview with Australia’s national broadcaster ABC, the Minister for International Development and the Pacific Pat Conroy insisted the country was “not exporting military equipment to Israel” and clarified this meant “military weapons, things like bombs”. However, defence exports from Australia fall into two categories, items specifically for military use – such as Boxer Heavy Weapons vehicles for Germany – and so-called ‘dual use’ products, such as radar or communications systems, that can have both civilian and military uses. Australia’s Department of Defence did not respond to Al Jazeera’s requests about whether the halt to defence exports to Israel also included dual-use items. What is certain is that companies such as HTA and Rosebank Engineering are continuing to manufacture components for the F-35, despite the risk of deployment in what South Africa told the International Court of Justice in December amounted to “genocidal acts“. In the Netherlands – where parts for the jet are also manufactured – an appeal court last month ordered the Dutch government to block such exports to Israel citing the risk of breaching international law. The Australian government has also come under scrutiny for its lax “end-use controls” on the weapons and components it exports. As such, while the F-35 components are exported to US parent company Lockheed Martin, their ultimate use is largely outside Australia’s legal purview. Lauren Sanders, senior research fellow on law and the future of war at the University of Queensland, told Al Jazeera that the “on-selling of components and military equipment through third party states is a challenge to global export controls. “Once something is out of a state’s control, it becomes more difficult to trace, and to prevent it being passed on to another country,” she said. Sanders said Australia’s “end use controls” were deficient in comparison with other exporters such as the United States. “The US has hundreds of dedicated staff – with appropriate legal authority to investigate – to chase down potential end-use breaches,” she said. “Australia does not have the same kind of end-use controls in place in its legislation, nor does it have the same enforcement resources that the US does.” A protester carrying a Palestinian flag at a picket outside an Australian arms company. In a statement, the government argued the exemption would “deliver 614 million [Australian dollars; $401m] in value to the Australian economy over 10 years, by reducing costs to local businesses and unlocking investment opportunities with our AUKUS partners”. International law This new legislation may provide more opportunities for Australian weapons manufacturers, such as NIOA, a privately owned munitions company that makes bullets at a factory in Benalla, a small rural town in Australia’s southeast. The largest supplier of munitions to the Australian Defence Force, NIOA – which did not respond to Al Jazeera for comment – also has aspirations to break into the US weapons market. At a recent business conference, CEO Robert Nioa said that “the goal is to establish greater production capabilities in both countries so that Australia can be an alternative source of supply of weapons in times of conflict for the Australian and US militaries”. Greens Senator David Shoebridge told Al Jazeera that the government needed to “publicly and immediately refute the plan to become a top 10 global arms dealer and then to provide full transparency on all Australian arms exports including end users. “While governments in the Netherlands and the UK are facing legal challenges because of their role in the global supply chain, the Australian Labor government just keeps handing over weapons parts as though no genocide was happening,” he said. “It’s an appalling moral failure, and it is almost certainly a gross breach of international law.” The Australian government also recently announced a 917 million Australian dollar ($598m) deal with controversial Israeli company Elbit Systems. A group of pro-Palestinian people used the gallery section of parliament to demand a cease-fire in Gaza, which has been bombed extensively by Israeli forces since Oct. 7, killing and injuring over 100,000 Palestinians. According to SBS News, security personnel removed the group, which demanded a "cease-fire now," from the gallery as Australian Attorney General Mark Dreyfus rose to answer a question from a lawmaker. “Shame, shame,” the protesters yelled. "You support genocide… Albanese, your hands are red. 15,000 children dead,” the protestors shouted. Anthony Albanese is the leader of the Australian Labor Party and prime minister. And you’re EYE ROLLING???” Israel has waged a deadly military offensive on Gaza since a cross-border incursion by the Palestinian group Hamas on Oct. 7, 2023, which killed nearly 1,200 people. ISIS claims responsibility for attack at Moscow-area concert venue that left at least 60 dead CNN — normal ISIS has claimed responsibility for an attack at a popular concert hall complex near Moscow Friday after assailants stormed the venue with guns and incendiary devices, killing at least 60 people and injuring 145. The terror group took responsibility for the attack in a short statement published by ISIS-affiliated news agency Amaq on Telegram on Friday. It did not provide evidence to support the claim. Video footage from the Crocus City Hall shows the vast complex, which is home to both the music hall and a shopping center, on fire with smoke billowing into the air. State-run RIA Novosti reported the armed individuals “opened fire with automatic weapons” and “threw a grenade or an incendiary bomb, which started a fire.” They then “allegedly fled in a white Renault car,” the news agency said. State media Russia 24 reported the roof of the venue has partially collapsed. The fire had been brought largely under control more than six hours later. “There are still some pockets of fire, but the fire has been mostly eliminated,” Moscow governor Andrey Vorobyov said on Telegram. The deadliest terror attack on Moscow in decades, Friday’s assault came less than a week after President Vladimir Putin won a stage-managed election by an overwhelming majority to secure another term in office, tightening his grip on the country he has ruled since the turn of the century. With attention focused on the country’s war with neighboring Ukraine, Putin had trumpeted a message of national security before Russians went to the polls. The carnage broke out before a concert by the band Picnic, according to Russia 24. “Unidentified people in camouflage broke into Crocus City Hall and started shooting before the start of the concert,” the Prosecutor General’s Office said, cited by TASS. One group sheltering next to a large wall of windows outside the concert venue were forced to break them to escape the gunfire, video obtained by CNN shows. Footage geolocated by CNN shows an armed individual starting at least one fire inside the venue. The individual is seen carrying something in their hand and, as they walk off-screen, a bright flash of light from a large flame is seen in the video. A SWAT team was called to the area and more than 70 ambulance teams and doctors assisted victims. One hundred and forty-five people have been hospitalized, TASS reported. Sixty people are in a “serious condition.” According to the Kremlin, Putin was informed about the attack and is being kept updated on measures on the ground. The president on Saturday wished those injured in the attack a speedy recovery, the state-run RIA-Novosti news agency said. He also “conveyed his gratitude to the doctors,” RIA added. Around 100 people were evacuated from the building by firefighters, TASS reported. Moscow Mayor Sergei Sobyanin called the attack a “terrible tragedy.” “My condolences to the loved ones of the victims. I gave orders to provide all necessary assistance to everyone who suffered during the incident,” Sobyanin said in a statement. Avi Shlaim: ‘Three Worlds – Memoirs of an Arab – Jew’ This beautiful, inspiring, elegiac book is the story of the author’s journey – a journey from Baghdad to Israel in 1950, aged five, and from Israel to England. But Avi Schlaim’s journey was at different levels. It was geographical and it was cultural. It also became a political journey to his own position today. His personal experiences illustrate a bigger story of the Jewish exodus from Iraq to Israel in 1950 following the creation of Israel in 1948. His story and his words speak more eloquently than any reviewer can, and so for the most part, I quote directly from his memoir. The book is “a glimpse into the lost and rich world of the Iraqi-Jewish community”. Perhaps, coming from what he describes as a prosperous, privileged family, he may see the past through rose-tinted glasses. But his memories are precious. “We belonged to a branch of the global Jewish community that is now almost extinct. We were Arab-Jews. We lived in Baghdad and were well integrated into Iraqi society. We spoke Arabic at home, our social customs were Arab, our lifestyle was Arab, our cuisine was exquisitely Middle Eastern and my parents’ music was an attractive blend of Arabic and Jewish…We in the Jewish community had much more in common, linguistically and culturally, with our Iraqi compatriots than with our European co-religionists. Of all the Jewish communities in the Ottoman Empire, the one in Mesopotamia was the most integrated into local society, the most Arabised in its culture and the most prosperous… When the British created the Kingdom of Iraq…the Jews were the backbone of the Iraqi economy” Jewish lineage in Mesopotamia stretched as far back as Babylonian times, pre-dating the rise of Islam by a millenium. “Their influence was evident in every branch of Iraqi culture, from literature and music to journalism and banking. Banks – with the exception of government owned banks – and all the big markets remained closed on the Sabbath and the other Jewish holy days.” By the 1880s there were 55 synagogues in Baghdad. He describes how in Iraq there was a long tradition of religious tolerance and harmony. “The Jews were neither newcomers nor aliens in Iraq. They were certainly not intruders”. By the time of the First World War, Jews constituted one third of the population of Baghdad. He contrasts Europe and the Middle East. “Unlike Europe the Middle East did not have a ‘Jewish Question’. “Iraq’s Jews did not live in ghettos, nor did they experience the violent repression, persecution and genocide that marred European history. There were of course exceptions, notably the infamous pogrom against Jews in June 1941, for which the actions of British imperialism must take substantial responsibility. By 1941, antisemitism in Baghdad was on the increase but was more a foreign import than a home grown product. There was a violent pogrom against the Jewish community named the farhud. The Jews were seen as friends of the British. 179 Jews were murdered and several hundred injured. It was completely unexpected and unprecedented. There had been no other attack against the Jews for centuries. Avi gives many examples of Muslims assisting their Jewish neighbours. And yet he writes: “The overall picture, however, was one of religious tolerance, cosmopolitanism, peaceful co-existence and fruitful interaction.” The critical moment was the creation of Israel. “As a result of the Arab defeat, there was a backlash against the Jews throughout the Arab world. “What had been a pillar of Iraqi society was increasingly perceived as a sinister fifth column”, with Islamic fundamentalists and Arab nationalists identifying the Jews in their countries with the hated Zionist enemy. Palestinians “were the main victims of the Zionist project. More than half their number became refugees and the name Palestine was wiped off the map. But there was another category of victims, less well known and much less talked about: the Jews of the Arab lands”. The sub-title of the book refers to ‘Arab-Jews’. “The hyphen is significant. Critics of the term Arab-Jew see it as… conflating two separate identities. As I see it, the hyphen unites: an Arab can also be a Jew and a Jew can also be an Arab…We are told that there is a clash of cultures, an unbridgeable gulf between Muslims and Jews… The story of my family in Iraq -and that of many forgotten families like mine – points to a dramatically different picture. It harks back to an era of a more pluralist Middle East with greater religious tolerance and a political culture of mutual respect and co-operation.” Yet the Zionists portray the Jews as the victims of endemic Arab persecution and this is used to justify the atrocious treatment of the Palestinians. Thus the narrative of the ‘Jewish Nakba’ to create a ‘false symmetry between the fate of two communities. This narrative is not history; it is the propaganda of the victors.” On 29th November 1947 the General Assembly of the United Nations voted for the partition of mandate Palestine into two states: one Arab, one Jewish. The General Council of the Iraqi Jewish community sent a telegram to the UN opposing the partition resolution and the creation of a Jewish state. “Like my family, the majority of Iraqi Jews saw themselves as Iraqi first and Jewish second; they feared that the creation of a Jewish state would undermine their position in Iraq… The distinction between Jews and Zionists, so crucial to interfaith harmony in the Arab world, was rapidly breaking down”. Iraq’s participation in the war for Palestine fuelled tensions between Muslims and Jews. Iraqi Jews were widely suspected of being secret supporters of Israel. With the defeat of Palestine a wave of hostility towards Israel and the Jews living in their midst swept through the Arab world. Demonstrators marched through the streets of Baghdad shouting “Death to the Jews.” And the government needing a scapegoat did not simply respond to public anger but actively whipped up public hysteria and suspicion against the Jews. At this point official persecution against the Jews began. In July 1948 a law was passed making Zionism a criminal offence punishable by death or a minimum sentence of seven years in prison. Jews were fired from government jobs and from the railways, post office and telegraph department, Jewish merchants were denied import and export licences, restrictions placed on Jewish banks to trade in foreign currency, young Jews were barred from admission to colleges of education and the entire community was put under surveillance. The number of Jewish immigrants leaving Iraq to the end of 1953 numbered almost 125,000 out of a total of 135,000. The Jewish presence going back well over 2,000 years was destroyed. And yet for all this the mass exodus did not occur till 1950/1951 in what was known as the ‘Big Aliyah”. The majority of Iraqi Jews did not want to leave Iraq and had no affinity with Zionism. Most who emigrated to Israel did so only after a wave of five bombings of Jewish targets in Baghdad. It has long been argued that the bombings were instigated by Israel and the Zionists to spark a mass flight of Iraqi Jews to Israel, needed as they were to do many of the menial jobs and to boost numbers in the army. The author makes a forensic examination of the evidence – based on examination of documents and on interviews – and concluded that three out of the five bombings were carried out by the Zionist underground in Baghdad, a fourth – the bombing of the Mas’uda Shemtob synagogue, which was the only one that resulted in fatalities – was the result of Zionist bribery and there was one carried out by a far right wing, anti-Jewish Iraqi nationalist group. When the Iraqi Jews arrived in Israel, their experience fell short of the Zionist myth. At the airport in Israel, many were sprayed with DDT pesticides “to disinfect them as if they were animals.” They were then taken to squalid and unsanitary transit camps. Some camps were surrounded by barbed wire and guarded by policemen. The immigration and settlement authorities had no understanding of their customs and culture. “They thought of them as backward and primitive and expected them to take their place at the bottom of the social hierarchy and be grateful for whatever they were given… The lens through which the new immigrants were viewed was the same colonialist lens through which the Ashkenazi establishment viewed the Palestinians.” “We were Jews from an Arab country that was still officially at war with Israel. European Jews.. looked down on us as socially and culturally inferior. They despised the Arabic language…I was an Iraqi boy in a land of Europeans.” For his grandmothers, Iraq was the beloved homeland while Israel was the place of exile. “Migration to Israel is usually described as Aliyah or ascent. For us the move from Iraq to Israel was decidedly a Yeridah, a descent down the economic and social ladder. Not only did we lose our property and possessions; we also our lost our strong sense of identity as proud Iraqi Jews as we were relegated to the margins of Israeli society.” The experience was to break his father. “The unstated aims of the official policy for schools were to undermine our Arab-Jewish identity… A systematic process was at work to delegitimise our heritage and erase our cultural roots” It was a clash of cultures. The Mizrahim were earmarked to be the proletariat – the fodder to support the country’s industrial and agricultural development. As one author put it, “We left Iraq as Jews and arrived in Israel as Iraqis.” They were clearly, to borrow from current jargon, “the wrong kind of Israeli”. His journey was a political one too. His message and his warnings are unequivocally universalist. “The Holocaust stands out as an archetype of a crime against humanity. For me as a Jew and an Israeli therefore the Holocaust teaches us to resist the dehumanising of any people, including the Palestinian ‘victims of victims’, because dehumanising a people can easily result, as it did in Europe in the 1940s, in crimes against humanity.” He had previously argued that it was only after the 1967 war that Israel became a colonial power, oppressing the Palestinians in the occupied territories. However, “a deeper analysis… led me to the conclusion that Israel had been created by a settler-colonial movement. The years 1948 and 1967 were merely milestones in the relentless systematic takeover of the whole of Palestine… Since Zionism was an avowedly settler-colonial movement from the outset, the building of civilian settlements on occupied land was only a new stage in the long march… The most crucial turning point was not the war of 1967 but the establishment of the State of Israel in 1948.” And more: “the two-state solution is dead or, to be more accurate, it was never born… The outcome I have come to favour is one democratic state… with equal rights for all its citizens regardless of ethnicity or religion.” He is absolutely right in my view. His family’s story “serves as a corrective to the Zionist narrative which views Arabs and Jews as congenitally incapable of dwelling together in peace and doomed to permanent conflict and discord… My experience as a young boy and that of the whole Jewish community in Iraq, suggests there is nothing inevitable or pre-ordained about Arab-Jewish antagonism… Remembering the past can help us to envisage a better future… Arab-Jewish co-existence is not something that my family imagined in our minds; we experienced it, we touched it.” Optimistic? Yes, perhaps over-optimistic.
