By continuing with their negotiations, they are in direct violation of Article 55 of the IHR, meaning they are breaking their own law. As a sovereign nation that is a member of the World Health Assembly and also a party to the International Health Regulations, it is the obligation of the United States to demand that the World Health Organization and the World Health Assembly obey their own rules. Every one of the 193 other member nations has the same responsibility. These rules also apply to Liechtenstein and the Holy See (the Vatican) which are not members of the World Health Assembly, but are parties to the International Health Regulations. ARTICLE 55: Article 55 of the International Health Organization clearly states that the Director-General shall (which means that he must) communicate any proposed amendments at least 4 months in advance of the World Health Assembly at which they are to be considered.
