RES. 559) which Accuses Iran of Possessing Nuclear Weapons. H.RES 559 allows the use of force against Iran, intimating that Iran has Nuclear Weapons. Whereas Iran is tagged (without a shred of evidence) as a Nuclear Power by the U.S. Congress, Washington fails to acknowledge that Israel is an undeclared nuclear power. Dangerous Crossroads in our History The current and ongoing US-NATO military deployment in The Middle East — casually presented by the media as a means to coming to the rescue of Israel– is the pinnacle of U.S. war preparations extending over a period of more than 20 years. Contemplated by the Pentagon in 2005 was a scenario whereby an attack by Israel would be conducted on behalf of Washington: “An attack by Israel could, however, be used as “the trigger mechanism” which would unleash an all-out war against Iran, as well as retaliation by Iran directed against Israel.” (quoted from text below) At the outset of Bush’s second term “Vice President Dick Cheney had hinted, in no uncertain terms, that Iran was “right at the top of the list” of the “rogue enemies” of America, and that Israel would, so to speak, “be doing the bombing for us” (Ibid) The article also focusses on the dangers of a US-Israel nuclear attack against Iran which has been contemplated by the Pentagon since 2004. The US Israel “Partnership”: “Signed” Military Agreement Amply documented, the U.S. Military and Intelligence apparatus is firmly behind Israel’s genocide. In the words of Lt General Richard Clark: Americans Troops are “prepared to die for the Jewish State”. What should be understood by this statement is that the US and Israel have a longstanding Military “Partnership” as well as (Jerusalem Post) a “Signed” Military Agreement (classified) regarding Israel’s attack on Gaza. Lt. General Richard Clark is U.S. Third Air Force Commander, among the highest-ranking military officers in the U.S. Armed Forces. While he refers to Juniper Cobra, “a joint military exercise that has been conducted for almost a decade”, his statement points to a much broader “signed” military-intelligence agreement (classified) with Israel which no doubt includes the extension of the Israeli-US bombing of Gaza to the broader Middle East. While this so-called “signed” military agreement remains classified (not in the public domain), it would appear that Biden is obeying the orders of the perpetrators of this diabolical military agenda. The international community has endorsed nuclear war in the name of world peace. “Making the world safer” is the justification for launching a military operation which could potentially result in a nuclear holocaust.” The stockpiling and deployment of advanced weapons systems directed against Iran started in the immediate wake of the 2003 bombing and invasion of Iraq. From the outset, these war plans were led by the U.S. in liaison with NATO and Israel. Following the 2003 invasion of Iraq, the Bush administration identified Iran and Syria as the next stage of “the road map to war”. U.S. military sources intimated at the time that an aerial attack on Iran could involve a large scale deployment comparable to the U.S. “shock and awe” bombing raids on Iraq in March 2003: American air strikes on Iran would vastly exceed the scope of the 1981 Israeli attack on the Osiraq nuclear center in Iraq, and would more resemble the opening days of the 2003 air campaign against Iraq.1 “Theater Iran Near Term” (TIRANNT) Code named by U.S. military planners as TIRANNT, “Theater Iran Near Term”, simulations of an attack on Iran were initiated in May 2003 “when modelers and intelligence specialists pulled together the data needed for theater-level (meaning large-scale) scenario analysis for Iran.”2 The scenarios identified several thousand targets inside Iran as part of a “Shock and Awe” Blitzkrieg: The analysis, called TIRANNT, for “Theater Iran Near Term,” was coupled with a mock scenario for a Marine Corps invasion and a simulation of the Iranian missile force. U.S. and British planners conducted a Caspian Sea war game around the same time. And Bush directed the U.S. Strategic Command to draw up a global strike war plan for an attack against Iranian weapons of mass destruction. All of this will ultimately feed into a new war plan for “major combat operations” against Iran that military sources confirm now [April 2006] exists in draft form. … Under TIRANNT, Army and U.S. Central Command planners have been examining both near-term and out-year scenarios for war with Iran, including all aspects of a major combat operation, from mobilization and deployment of forces through postwar stability operations after regime change.3 Different “theater scenarios” for an all-out attack on Iran had been contemplated: The U.S. army, navy, air force and marines have all prepared battle plans and spent four years building bases and training for “Operation Iranian Freedom”. Admiral Fallon, the new head of U.S. Central Command, has inherited computerized plans under the name TIRANNT (Theatre Iran Near Term).4 In 2004, drawing upon the initial war scenarios under TIRANNT, Vice President Dick Cheney instructed U.S. Strategic Command (U.S.STRATCOM) to draw up a “contingency plan” of a large scale military operation directed against Iran “to be employed in response to another 9/11-type terrorist attack on the United States” on the presumption that the government in Tehran would be behind the terrorist plot. The plan included the pre-emptive use of nuclear weapons against a non-nuclear state: The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons. Within Iran there are more than four hundred fifty major strategic targets, including numerous suspected nuclear-weapons-program develop- ment sites. Many of the targets are hardened or are deep underground and could not be taken out by conventional weapons, hence the nuclear option. As in the case of Iraq, the response is not conditional on Iran actually being involved in the act of ter- rorism directed against the United States. Several senior Air Force officers involved in the planning are reportedly appalled at the implications of what they are doing –that Iran is being set up for an unprovoked nuclear attack– but no one is prepared to dam- age his career by posing any objections.5 The Military Road Map: “First Iraq, then Iran” The decision to target Iran under TIRANNT was part of the broader process of military planning and sequencing of military operations. Already under the Clinton administration (1995), U.S. Central Command (U.S.CENTCOM) had formulated “in war theater plans” to invade first Iraq and then Iran. Access to Middle East oil was the stated strategic objective: The broad national security interests and objectives expressed in the President’s National Security Strategy (NSS) and the Chairman’s National Military Strategy (NMS) form the foundation of the United States Central Command’s theater strategy. The NSS directs implementation of a strategy of dual containment of the rogue states of Iraq and Iran as long as those states pose a threat to U.S. interests, to other states in the region, and to their own citizens. Dual containment is designed to maintain the balance of power in the region without depending on either Iraq or Iran. U.S.CENTCOM’s theater strategy is interest-based and threat-focused. The purpose of U.S. engagement, as espoused in the NSS, is to protect the United States’ vital interest in the region – uninterrupted, secure U.S./Allied access to Gulf oil.6 The war on Iran was viewed as part of a succession of military operations. According to (former) NATO Commander General Wesley Clark, the Pentagon’s military road-map consisted of a sequence of countries: [The] Five-year campaign plan [includes]… a total of seven countries, beginning with Iraq, then Syria, Lebanon, Libya, Iran, Somalia and Sudan.6 (For further details, see Chapter I) The Role of Israel There has been much debate regarding the role of Israel in initiating an attack against Iran. Israel is part of a military alliance. Tel Aviv is not a prime mover. It does not have a separate and distinct military agenda. Israel is integrated into the “war plan for major combat operations” against Iran formulated in 2006 by U.S. Strategic Command (U.S.STRATCOM). In the context of large scale military operations, an uncoordinated unilateral military action by one coalition partner, namely Israel, is from a military and strategic point almost an impossibility. Israel is a de facto member of NATO. Any action by Israel would require a “green light” from Washington. An attack by Israel could, however, be used as “the trigger mechanism” which would unleash an all-out war against Iran, as well as retaliation by Iran directed against Israel. In this regard, there are indications going back to the Bush administration that Washington had indeed contemplated the option of an initial (U.S. backed) attack by Israel rather than an outright U.S.-led military operation directed against Iran. The Israeli attack –although led in close liaison with the Pentagon and NATO– would have been presented to public opinion as a unilateral decision by Tel Aviv. It would then have been used by Washington to justify, in the eyes of World opinion, a military intervention of the U.S. and NATO with a view to “defending Israel”, rather than attacking Iran. Under existing military cooperation agreements, both the U.S. and NATO would be “obligated” to “defend Israel” against Iran and Syria. It is worth noting, in this regard, that at the outset of Bush’s second term, (former) Vice President Dick Cheney had hinted, in no uncertain terms, that Iran was “right at the top of the list” of the “rogue enemies” of America, and that Israel would, so to speak, “be doing the bombing for us”, without U.S. military involvement and without us putting pressure on them “to do it.”8 According to Cheney: One of the concerns people have is that Israel might do it without being asked. …Given the fact that Iran has a stated policy that their objective is the destruction of Israel, the Israelis might well decide to act first, and let the rest of the world worry about cleaning up the diplomatic mess afterwards.9 Commenting the Vice President’s assertion, former National Security adviser Zbigniew Brzezinski in an interview on PBS, confirmed with some apprehension, yes: Cheney wants Prime Minister Ariel Sharon to act on America’s behalf and “do it” for us: Iran I think is more ambiguous. And there the issue is certainly not tyranny; it’s nuclear weapons. And the vice president today in a kind of a strange parallel statement to this declaration of freedom hinted that the Israelis may do it and in fact used language which sounds like a justification or even an encouragement for the Israelis to do it.10 What we are dealing with is a process of joint U.S.-NATO-Israel military planning. An operation to bomb Iran has been in the active planning stage since 2004. Officials in the Defense Department, under Bush and Obama, have been working assiduously with their Israeli military and intelligence counterparts, carefully identifying targets inside Iran. In practical military terms, any action by Israel would have to be planned and coordinated at the highest levels of the U.S. led coalition. (Source) An attack by Israel against Iran would also require coordinated U.S.-NATO logistical support, particularly with regard to Israel’s air defense system, which since January 2009 is fully integrated into that of the U.S. and NATO.11 Israel’s X band radar system established in early 2009 with U.S. technical support has “integrate[d] Israel’s missile defenses with the U.S. global missile [Space-based] detection network, which includes satellites, Aegis ships on the Mediterranean, Persian Gulf and Red Sea, and land-based Patriot radars and interceptors.”12 What this means is that Washington ultimately calls the shots. The U.S. rather than Israel controls the air defense system: This is and will remain a U.S. radar system,’ Pentagon spokesman Geoff Morrell said. ‘So this is not something we are giving or selling to the Israelis and it is something that will likely require U.S. personnel on-site to operate.13 The U.S. military oversees Israel’s Air Defense system, which is integrated into the Pentagon’s global system. In other words, Israel cannot launch a war against Iran without Washington’s consent. Hence the importance of the so-called “Green Light” legislation in the U.S. Congress sponsored by the Republican party under House Resolution 1553, which explicitly supported an Israeli attack on Iran: The measure, introduced by Texas Republican Louie Gohmert and 46 of his colleagues, endorses Israel’s use of “all means necessary” against Iran “including the use of military force.” … “We’ve got to get this done. We need to show our support for Israel. We need to quit playing games with this critical ally in such a difficult area”.14 In practice, the proposed legislation serves as a “Green Light” to the White House and the Pentagon rather than to Israel. It constitutes a rubber stamp to a U.S. sponsored war on Iran which uses Israel as a convenient military launch pad. It also serves as a justification to wage war with a view to defending Israel. In this context, Israel could indeed provide the pretext to wage war, in response to alleged Hamas or Hezbollah attacks and/or the triggering of hostilities on the border of Israel with Lebanon. What is crucial to understand is that a minor “incident” could be used as a pretext to spark off a major military operation against Iran. Known to U.S. military planners, Israel (rather than the U.S.A) would be the first target of military retaliation by Iran. Broadly speaking, Israelis would be the victims of the machinations of both Washington and their own government. It is, in this regard, absolutely crucial that Israelis forcefully oppose any action by the Netanyahu government to attack Iran. Global Warfare: The Role of U.S. Strategic Command (U.S.STRATCOM) In January 2005, at the outset of the military deployment and build-up directed against Iran, U.S.STRATCOM was identified as “the lead Combatant Command for integration and synchronization of DoD-wide efforts in combating weapons of mass destruction.”15 What this means is that the coordination of a large scale attack on Iran, including the various scenarios of escalation in and beyond the broader Middle East Central Asian region would be coordinated by U.S.STRATCOM. (See Chapter I). Confirmed by military documents as well as official statements, both the U.S. and Israel contemplate the use of nuclear weapons directed against Iran. In 2006, U.S. Strategic Command (U.S.STRATCOM) announced it had achieved an operational capability for rapidly striking targets around the globe using nuclear or conventional weapons. This announcement was made after the conduct of military simulations pertaining to a U.S. led nuclear attack against a fictional country.16 Continuity in Relation to the Bush-Cheney Era President Obama has largely endorsed the doctrine of pre-emptive use of nuclear weapons formulated by the previous administration. Under the 2010 Nuclear Posture Review, the Obama administration confirmed “that it is reserving the right to use nuclear weapons against Iran” for its non-compliance with U.S. demands regarding its alleged (nonexistent) nuclear weapons program.17 The Obama administration has also intimated that it would use nukes in the case of an Iranian response to an Israeli attack on Iran. Israel has also drawn up its own “secret plans” to bomb Iran with tactical nuclear weapons: Israeli military commanders believe conventional strikes may no longer be enough to annihilate increasingly well-defended enrichment facilities. Several have been built beneath at least 70ft of concrete and rock. However, the nuclear-tipped bunker-busters would be used only if a conventional attack was ruled out and if the United States declined to intervene, senior sources said.18 Obama’s statements on the use of nuclear weapons against Iran and North Korea are consistent with post-9/11 U.S. nuclear weapons doctrine, which allows for the use of tactical nuclear weapons in the conventional war theater. Through a propaganda campaign which has enlisted the support of “authoritative” nuclear scientists, mini-nukes are upheld as an instrument of peace, namely a means to combating “Islamic terrorism” and instating Western style “democracy” in Iran. The low-yield nukes have been cleared for “battlefield use”. They are slated to be used against Iran and Syria in the next stage of America’s “War on Terrorism” alongside conventional weapons: Administration officials argue that low-yield nuclear weapons are needed as a credible deterrent against rogue states. [Iran, Syria, North Korea] Their logic is that existing nuclear weapons are too destructive to be used except in a full-scale nuclear war. Potential enemies realize this, thus they do not consider the threat of nuclear retaliation to be credible. However, low-yield nuclear weapons are less destructive, thus might conceivably be used. That would make them more effective as a deterrent.19 The preferred nuclear weapon to be used against Iran are tactical nuclear weapons (Made in America), namely bunker buster bombs with nuclear warheads (for example, B61-11), with an explosive capacity between one third to six times a Hiroshima bomb. The B61-11 is the “nuclear version” of the “conventional” BLU 113. or Guided Bomb Unit GBU-28. It can be delivered in much same way as the conventional bunker buster bomb.20 While the U.S. does not contemplate the use of strategic thermonuclear weapons against Iran, Israel’s nuclear arsenal is largely composed of thermonuclear bombs which are deployed and could be used in a war with Iran. Under Israel’s Jericho III missile system with a range between 4,800 km to 6,500 km, all Iran would be within reach. Radioactive Fallout The issue of radioactive fallout and contamination, while casually dismissed by U.S.-NATO military analysts, would be devastating, potentially affecting a large area of the broader Middle East (including Israel) and Central Asian region. In an utterly twisted logic, nuclear weapons are presented as a means to building peace and preventing “collateral damage”. Iran’s nonexistent nuclear weapons are a threat to global security, whereas those of the U.S. and Israel are instruments of peace “harmless to the surrounding civilian population.” “The Mother of All Bombs” (MOAB) Slated to be Used against Iran? Of military significance within the U.S. conventional weapons arsenal is the 21,500-pound “monster weapon” nicknamed the “mother of all bombs” The GBU-43/B or Massive Ordnance Air Blast bomb (MOAB) was categorized “as the most powerful non-nuclear weapon ever designed” with the the largest yield in the U.S. conventional arsenal. The MOAB was tested in early March 2003 before being deployed to the Iraq war theater. According to U.S. military sources, the Joint Chiefs of Staff had advised the government of Saddam Hussein prior to launching the 2003 that the “mother of all bombs” was to be used against Iraq. (There were unconfirmed reports that it had been used in Iraq). The U.S. Department of Defense already confirmed in 2009 that it intends to use the “Mother of All Bombs” (MOAB) against Iran. The MOAB is said to be ”ideally suited to hit deeply buried nuclear facilities such as Natanz or Qom in Iran”21. The truth of the matter is that the MOAB, given its explosive capacity, would result in significant civilian casualties. It is a conventional “killing machine” with a nuclear type mushroom cloud. The procurement of four MOABs was commissioned in October 2009 at the hefty cost of $58.4 million, ($14.6 million for each bomb). This amount includes the costs of development and testing as well as integration of the MOAB bombs onto B-2 stealth bombers. This procurement is directly linked to war preparations in relation to Iran. The notification was contained in a ninety-three-page “reprograming memo” which included the following instructions: “The Department has an Urgent Operational Need (UON) for the capability to strike hard and deeply buried targets in high threat environments. The MOAB [Mother of All Bombs] is the weapon of choice to meet the requirements of the UON [Urgent Operational Need].” It further states that the request is endorsed by Pacific Command (which has responsibility over North Korea) and Central Command (which has responsibility over Iran).23 The Pentagon is planning on a process of extensive destruction of Iran’s infrastructure and mass civilian casualties through the combined use of tactical nukes and monster conventional mushroom cloud bombs, including the MOAB and the larger GBU-57A/B or Massive Ordnance Penetrator (MOP), which surpasses the MOAB in terms of explosive capacity. The MOP is described as “a powerful new bomb aimed squarely at the underground nuclear facilities of Iran and North Korea. The gargantuan bomb–longer than eleven persons standing shoulder-to-shoulder or more than twenty feet base to nose”.24 These are WMDs in the true sense of the word. The not so hidden objective of the MOAB and MOP, including the American nickname used to casually describe the MOAB (“Mother of all Bombs”), is “mass destruction” and mass civilian casualties with a view to instilling fear and despair. State of the Art Weaponry: “War Made Possible Through New Technologies” The process of U.S. military decision making in relation to Iran is supported by Star Wars, the militarization of outer space and the revolution in communications and information systems. Given the advances in military technology and the development of new weapons systems, an attack on Iran could be significantly different in terms of the mix of weapons systems, when compared to the March 2003 Blitzkrieg launched against Iraq. The Iran operation is slated to use the most advanced weapons systems in support of its aerial attacks. In all likelihood, new weapons systems will be tested. The 2000 Project for the New American Century (PNAC) document entitled Rebuilding American Defenses, outlined the mandate of the U.S. military in terms of large scale theater wars, to be waged simultaneously in different regions of the World: “Fight and decisively win multiple, simultaneous major theater wars”. (See Chapter I) This formulation is tantamount to a global war of conquest by a single imperial superpower. The PNAC document also called for the transformation of U.S. forces to exploit the “revolution in military affairs”, namely the implementation of “war made possible through new technologies”.25 The latter consists in developing and perfecting a state of the art global killing machine based on an arsenal of sophisticated new weaponry, which would eventually replace the existing paradigms. Thus, it can be foreseen that the process of transformation will in fact be a two-stage process: first of transition, then of more thoroughgoing transformation. The breakpoint will come when a preponderance of new weapons systems begins to enter service, perhaps when, for example, unmanned aerial vehicles begin to be as numerous as manned aircraft. In this regard, the Pentagon should be very wary of making large investments in new programs –tanks, planes, aircraft carriers, for example– that would commit U.S. forces to current paradigms of warfare for many decades to come.26 The war on Iran could indeed mark this crucial break-point, with new space-based weapons systems being applied with a view to disabling an enemy which has significant conventional military capabilities including more than half a million ground forces. Electromagnetic Weapons Electromagnetic weapons could be used to destabilize Iran’s communications systems, disable electric power generation, undermine and destabilize command and control, government infrastructure, transportation, energy, etc. Within the same family of weapons, environmental modifications techniques (ENMOD) (weather warfare) developed under the HAARP program could also be applied.27 These weapons systems are fully operational. In this context, the U.S. Air Force document AF 2025 explicitly acknowledged the military applications of weather modification technologies: Weather modification will become a part of domestic and international security and could be done unilaterally. … It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog, and storms on earth or to modify space weather, improve communications through ionospheric modification (the use of ionospheric mirrors), and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in U.S., or degraded capability in an adversary, to achieve global awareness, reach, and power.28 Electromagnetic radiation enabling “remote health impairment” might also be envisaged in the war theater.29 In turn, new uses of biological weapons by the U.S. military might also be envisaged as suggested by the PNAC: “[A]dvanced forms of biological warfare that can ‘target’ specific genotypes may transform biological warfare from the realm of terror to a politically useful tool.”30 Iran’s Military Capabilities: Medium and Long-range Missiles Iran has advanced military capabilities, including medium and long-range missiles capable of reaching targets in Israel and the Gulf States. Hence the emphasis by the U.S.-NATO Israel alliance on the use of nuclear weapons, which are slated to be used either pre-emptively or in response to an Iranian retaliatory missile attack. In November 2006, Iran tests of surface missiles two were marked by precise planning in a carefully staged operation. According to a senior American missile expert, “the Iranians demonstrated up-to-date missile-launching technology which the West had not known them to possess.”31 Israel acknowledged that “the Shehab-3, whose 2,000-km range brings Israel, the Middle East and Europe within reach”.32 According to Uzi Rubin, former head of Israel’s anti-ballistic missile program, “the intensity of the military exercise was unprecedented… It was meant to make an impression – and it made an impression.”33 The 2006 exercises, while creating a political stir in the U.S. and Israel, did not in any way modify U.S.-NATO-Israeli resolve to wage war on Iran. Tehran has confirmed in several statements that it will respond if it is attacked. Israel would be the immediate object of Iranian missile attacks as confirmed by the Iranian government. The issue of Israel’s air defense system is therefore crucial. U.S. and allied military facilities in the Gulf states, Turkey, Saudi Arabia, Afghanistan and Iraq could also be targeted by Iran. Iran’s Ground Forces While Iran is encircled by U.S. and allied military bases, the Islamic Republic has significant military capabilities. What is important to acknowledge is the sheer size of Iranian forces in terms of personnel (army, navy, air force) when compared to U.S. and NATO forces serving in Afghanistan and Iraq. Confronted with a well-organized insurgency, coalition forces are already overstretched in both Afghanistan and Iraq. Would these forces be able to cope if Iranian ground forces were to enter the existing battlefield in Iraq and Afghanistan? The potential of the Resistance movement to U.S. and allied occupation would inevitably be affected. Iranian ground forces are of the order of 700,000 of which 130,000 are professional soldiers, 220,000 are conscripts and 350,000 are reservists.34 There are 18,000 personnel in Iran’s Navy and 52,000 in the Air Force. According to the International Institute for Strategic Studies, “the Revolutionary Guards has an estimated 125,000 personnel in five branches: Its own Navy, Air Force, and Ground Forces; and the Quds Force (Special Forces).” According to the CISS, Iran’s Basij paramilitary volunteer force controlled by the Revolu- tionary Guards “has an estimated 90,000 active-duty full-time uniformed members, 300,000 reservists, and a total of 11 million men that can be mobilized if need be”35, In other words, Iran can mobilize up to half a million regular troops and several million militia. Its Quds special forces are already operating inside Iraq. U.S. Military and Allied Facilities Surrounding Iran For several years now, Iran has been conducting its own war drills and exercises. While its Air Force has weaknesses, its intermediate and long-range missiles are fully operational. Iran’s military is in a state of readiness. Iranian troop concentrations are currently within a few kilometers of the Iraqi and Afghan borders, and within proximity of Kuwait. The Iranian Navy is deployed in the Persian Gulf within proximity of U.S. and allied military facilities in the United Arab Emirates. It is worth noting that in response to Iran’s military build-up, the U.S. has been transferring large amounts of weapons to its non-NATO allies in the Persian Gulf including Kuwait and Saudi Arabia. While Iran’s advanced weapons do not measure up to those of the U.S. and NATO, Iranian forces would be in a position to inflict substantial losses to coalition forces in a conventional war theater, on the ground in Iraq or Afghanistan. Iranian ground troops and tanks in December 2009 crossed the border into Iraq without being confronted or challenged by allied forces and occupied a disputed territory in the East Maysan oil field. Even in the event of an effective Blitzkrieg, which targets Iran’s military facilities, its communications systems etc., through massive aerial bombing, using cruise missiles, conventional bunker buster bombs and tactical nuclear weapons, a war with Iran, once initiated, could eventually lead into a ground war. This is something which U.S. military planners have no doubt contemplated in their simulated war scenarios. An operation of this nature would result in significant military and civilian casualties, particularly if nuclear weapons are used. Within a scenario of escalation, Iranian troops could cross the border into Iraq and Afghanistan. In turn, military escalation using nuclear weapons could lead us into a World War III scenario, extending beyond the Middle-East – Central Asian region. In a very real sense, this military project, which has been on the Pentagon’s drawing board for more than ten years, threatens the future of humanity. Our focus in this chapter has been on war preparations. The fact that war preparations are in an advanced state of readiness does not imply that these war plans will be carried out. The U.S.-NATO-Israel alliance realizes that the enemy has significant capabilities to respond and retaliate. This factor in itself has been crucial in the decision by the U.S. and its allies to postpone an attack on Iran. Another crucial factor is the structure of military alliances. Whereas NATO has become a formidable force, the Shanghai Cooperation Organization (SCO), which constitutes an alliance between Russia and China and a number of former Soviet Republics has been significantly weakened. The ongoing U.S. military threats directed against China and Russia are intended to weaken the SCO and discourage any form of military action on the part of Iran’s allies in the case of a U.S. NATO Israeli attack. Ukrainian ‘Caliphate’: What the West prefers not to notice when blaming ISIS for the terrorist attack in Moscow Kiev’s connections with terrorist groups and Islamists are recognized even in the West. On March 22, Russia suffered one of the worst terrorist attacks in recent history, in the course of which 137 people were killed and 182 others were injured. The four terrorists who carried out the attack chose one of the largest exhibition and concert venues in the country, Crocus City Hall, in the city of Krasnogorsk on the outskirts of Moscow, which hosts large events every day. Even though the investigation is still ongoing, the West has already claimed that the Islamic State (IS) is responsible for the tragedy. This was first reported by some media outlets, including Reuters and CNN, and was later picked up by Western officials. For example, on Monday, this was stated by White House Press Secretary Karine Jean-Pierre. However, when we compare this terrorist attack with other IS attacks, we notice more differences than similarities. How IS kills On that fateful Friday night, a concert by Picnic, a St. Petersburg rock band, was supposed to take place in Crocus City Hall. This fact gave rise to comparisons with the horrible terrorist attack in France in November 2015. Back then, terrorists broke into the Bataclan Theater in Paris, where a concert of the US band Eagles of Death Metal was taking place. In those years, IS became increasingly active throughout the world – but this was actually a sign of its decline. In its heyday, IS didn’t urge its supporters to carry out terrorist attacks, but instead called on them to “fulfill the hijrah” – i.e., move to the territories controlled by the organization. Over ten years ago, this was quite easy to do, since part of the Syrian border with Turkey was controlled by the jihadists, which allowed people to freely cross it and join their ranks. However, as the terrorists lost many of their territories, their rhetoric changed. Through its information resources, IS urged its followers to commit terrorist acts in places where they lived. This caused an upsurge in violence in Europe: a wave of terror swept through France, Belgium, Germany, the UK, and other countries. In Russia, the North Caucasus became a point of tension. The strategy was simple – anyone who supported the jihadists, wherever they lived, could record a video with an oath of allegiance to the “caliph,” send it via an automated feedback bot, and then commit a terrorist act. Often it was only the perpetrator who died, but for IS, this didn’t matter – it only cared about being mentioned in connection with the terrorist activity, which is why the organization occasionally took responsibility for crimes that it had nothing to do with. The terrorist attack in Krasnogorsk, however, doesn’t match this straightforward strategy usually adopted by IS. In fact, the choice of a rock concert as the site of the terrorist attack is almost the only common feature between this attack and other acts of terror it has committed. What preceded the events at Crocus City Hall Four people who had not previously known each other were recruited to carry out the terrorist attack. One of them, Shamsidin Fariduni, was in Türkiye in February, and from there he flew to Russia on March 4. He spent at least ten days in Türkiye and investigators are currently determining who he communicated with while there. According to unofficial information, he met with a certain “Islamic preacher” in Istanbul. However, it is also known that the terrorists corresponded with the “preacher’s assistant.” According to Fariduni, this anonymous person sponsored and organized the terrorist attack. RT After arriving in Russia, Fariduni visited Crocus City Hall on March 7 in order to see the site where the crime was to be committed. From this, we may conclude that the attack was to take place soon after his arrival from Türkiye. On the same day, the US embassy in Russia warned its citizens to avoid large gatherings “over the next 48 hours” due to possible attacks by extremists. The next concert at Crocus City Hall was given by the singer Shaman, who is known for his patriotism. However, his concert on Saturday, March 9 passed without incident. In the following days, there were other performances at the venue, but apparently the terrorists were forced to adjust their plans. As a result, they chose the concert by the band Picnic, scheduled for March 22. After shooting people in Crocus City Hall and setting the building on fire, they did not attack the special forces which arrived at the scene and instead got in a car and fled from Moscow. Neither did they wear “suicide belts” – a characteristic detail of IS followers who are ready to die after committing their crime. Another detail which is uncharacteristic for IS is the monetary reward promised to the terrorists. The payment was supposed to be made in two installments – before and after the attack. The terrorists had already received the first payment, amounting to 250,000 rubles ($2,700). The most important detail is the location where the terrorists were detained. Traffic cameras allowed intelligence services to monitor where they were headed. They were eventually detained on the federal highway M-3 Ukraine – a route which used to connect Russia and Ukraine but lost much of its international importance after the deterioration of relations between the two countries in 2014, and particularly after the start of Russia’s military operation in 2022. The terrorists were detained after passing the turn to route A240, which leads to Belarus. At that moment, it became obvious that there was only one place where they could be headed: Ukraine. Despite the fact that the terrorists were armed, only one of them, Mukhammadsobir Fayzov, put up resistance. All of the terrorists were detained alive, which was most likely an order given to the security forces involved in the operation. However, as we mentioned above, the terrorists themselves did not want to die. RT Moreover, they knew where to go to save their lives: to the Ukrainian border. Later, in his address to the nation, Russian President Vladimir Putin said that a “window” for passage had been opened for them on the Ukrainian side. This, too, is uncharacteristic for IS, since someone who carries out a terrorist act, especially an outsider, is always considered “disposable.” Even if he makes it out alive, no one will help him. Moreover, in earlier years, IS usually didn’t take responsibility for an attack if the perpetrator remained alive, as this could harm him during the investigation. However, later the organization no longer cared about this due to the deplorable state in which it found itself. All this comes down to the fact that compared to other attacks carried out by IS in the past few years, this one is strikingly different when it comes to the level of preparation, detailed planning, and financial compensation. Having already mentioned Ukraine several times, we must note its links with terrorists. Since 2015, it has been known that the Security Service of Ukraine tried to recruit radical Islamists with the goal of carrying out sabotage and terrorist attacks, etc. on Russian territory. Ukraine’s intelligence services were also active among the terrorists in Syria. This cooperation was marked in particular by the arrival in Ukraine of Chechen terrorist Rustam Azhiev, who served in the International Legion controlled by the Main Directorate of Intelligence of Ukraine’s Defense Ministry. Azhiev participated in the second Chechen campaign against the Russian Armed Forces and eventually fled to Türkiye. In 2011, he moved to Syria, where he headed the terrorist group Ajnad Al-Kavkaz. Under his command, the militants participated in hostilities against the Syrian Armed Forces and were noted for terrorist attacks directed against civilians. Azhiev operated side-by-side with groups that are recognized as terrorist organizations not only in the United States, but throughout the world. The main ally of Ajnad Al-Kavkaz was Jabhat Al-Nusra in Syria. Over time, the Russian Armed Forces and Syrian Armed Forces liberated territories from terrorists and significantly reduced their supply base. As a result, Azhiev and his associates became involved in contract killings, extortion, torture, and racketeering. In 2019, Azhiev even had to publicly apologize for the actions of his associates, who kidnapped the wrong person. The terrorists had been “unemployed” for several years when in 2022, Azhiev and his associates were approached by Ukrainian intelligence services through an intermediary – field commander Akhmed Zakayev. Azhiev and his associates took part in combat operations against the Russian Armed Forces and as a reward, Azhiev was given a Ukrainian passport. RT In 2024, led by Azhiev, the terrorists participated in an attack on border settlements in Belgorod Region. In a video, Azhiev publicly admitted that the purpose of the operation was to destabilize the situation in Russia before and during the presidential elections. This was confirmed by the fact that the attacks stopped right after the elections. After the terrorist attack in Crocus City Hall, the Austrian newspaper Heute discovered another link between Ukraine and radical Islamists. According to the publication, which cites information from intelligence services, many suspected terrorists had entered the EU from Ukraine. For example, in December 2023, a Tajik citizen and his wife, along with an accomplice, were detained in Vienna. They were preparing an attack on St. Stephen’s Cathedral. The couple had come to the EU from Ukraine in February 2022. *** Ukraine is the place of residence not only for many terrorists, but also IS administrators and those who sympathize with the terrorists. Some of these people are actively involved in raising funds for imprisoned IS fighters in Syria and Iraq. Some of this money goes to purchasing food and medicines. But quite often, it is spent on buying weapons to carry out attacks inside prisons, and for bribing guards. Since some of the terrorists are officially “employed” in Ukraine’s Defense Ministry and others work for the Security Service of Ukraine, they can both push their employers to organize a terrorist attack or do so on their own, without formally consulting the authorities. Currently, one of the versions is that an employee of the Ukrainian intelligence services could’ve been hiding under the guise of the “preacher’s assistant.” Moreover, Kiev has prior experience in carrying out terrorist acts on Russian territory – both directly, as in the case of Daria Dugina, and through intermediaries, as in the case of Vladlen Tatarsky. Therefore, using radical Islamists, such as IS followers, to carry out terrorist attacks fully corresponds to Ukraine’s strategy, which comes down to inflicting maximum damage on Russia and its residents. Amir Abu Aisha, a volunteer with the PRCS, was killed by Israeli gunfire inside al-Amal. His last post on Instagram was a video of Israeli airstrikes near al-Amal. PRCS said the medical team inside the facility are “in extreme danger…and are completely immobilized.” “They are unable to bury the body of our colleague Amir Abu Aisha within the hospital’s backyard,” PRCS continued as Israeli forces razed and excavated the area. Since October, Israeli bombardment killed at least 364 medical workers in the Gaza Strip, including doctors, nurses, and paramedics, and damaged dozens of clinics and ambulances. On Sunday morning, PRCS also said that Israeli tanks and forces are “besieging both Al-Amal Hospital and Al-Naser Hospital amidst very intense shelling and heavy gunfire.” PRCS said that one of the displaced Palestinians at al-Amal was “injured in the head,” while Israeli drones are ordering that all people inside the hospital “leave it naked.” “Smoke bombs are being launched at the hospital to force the staff, wounded, and displaced individuals to leave it,” the PRCS wrote on in a post on X. “Israeli vehicles [are] surrounding Al-Amal Hospital and are now bulldozing the area in front and around it and closing the hospital gates with barriers,” the post added. Israeli atrocities in al-Shifa, say eyewitnesses In northern Gaza, al-Shifa Hospital has been under Israeli assault for a week. Israeli forces continued to besiege, shell, and bomb al-Shifa Hospital and its vicinity for the seventh day in a row, saying that Hamas senior leaders had used the facility, a claim which the movement denies. Israeli forces killed Palestinian civilians and officials while storming al-Shifa, including Faiq al-Mabhouh, an officer in the Gaza Police force who was responsible for the successful deliveries of food, rice, and flour to thousands of inhabitants of northern Gaza. Hamas accused Israel of attempting to spread chaos and civilian disorder by killing officials who coordinate with clans, the UN, and international groups to prevent a famine in the north Gaza. On Saturday afternoon, at least five people were killed by Israel and several injured in the al-Shifa medical complex, while Palestinians and medical staff have been living with little food and water. Wafa news agency reported that the wounds of some injured Palestinians inside Al-Shifa got infected and inflamed amid the lack of essential medical supplies. Al-Jazeera Arabic reported that Israeli tanks ran over Palestinians who were ordered to evacuate the hospital. Al-Jazeera released blurred footage of a person’s dead body with marks of a tank wheel on his lower body. Jamila al-Hissi, a Palestinian woman who survived the Israeli storming of al-Shifa, told Al-Jazeera Arabic that “Palestinian women have been subjected to rape, torture, and execution by Israeli forces.” “This is what we witnessed. They raped women. They kidnapped women. they executed women, pulled bodies from under the rubble, and unleashed their dogs to eat them. Is there anything worse?” Al-Hissi told Al-Jazeera in a phone call. She left with her daughter, who was bleeding, and evacuated a building belonging to the UN Development Program (UNDP), which was set on fire by Israeli forces, who also burned and destroyed several buildings surrounding al-Shifa in the past days. It is unclear how many people remain inside al-Shifa, but prior to Israel’s second storming of the hospital since November, there were 7,000 patients and injured people receiving treatment administered by hundreds of medical staff. Al-Shifa is one of Gaza’s oldest medical facilities, built on top of a British barracks in 1946. The complex includes several buildings for surgery, internal disease, obstetrics and gynecology, a nursery for premature babies, an emergency department, intensive care units, a radiology department, and a blood bank. Some of these buildings have been damaged, burned by Israel, or have ceased operating fully due to the lack of fuel to generate electricity. The complex is built on 45,000 square meters of land west of Gaza City. Prior to October of last year, al-Shifa employed 1,500 medical staff, including 500 doctors and 760 nurses. Antonio Guterres, the UN Secretary General, said on Sunday that “Horror & starvation stalk the people of Gaza.” “Any further onslaught will make everything worse. Worse for Palestinian civilians, for the hostages, for all people of the region,” he added. Guterres visited Egypt on Saturday to inspect the Rafah land crossing, and al-Arish General Hospital in northern Sinai to check on injured Palestinians receiving treatment. Israeli forces bomb Rafah, Khan Younis, and Deir al-Balah Wafa reported that Israeli forces bombed a house in Deir al-Balah in the central Gaza Strip overnight, killing at least eight people in the al-Hakar area. Meanwhile, in Rafah, Palestinian rescue teams recovered the bodies of eight Palestinians under the rubble of a bombed house belonging to the Farwana family in the Jneina neighborhood. In Khan Younis, Israeli forces heavily bombed areas in the southeastern part of the city, besieging the Nasser and al-Amal hospitals. In Rafah, they bombed a house near the Rabaa School, killing at least two people, Wafa reported. The Israeli government has vowed to invade Rafah, where 1.4 million Palestinians are currently displaced and live in shelters. During his visit to Israel on Friday, U.S. Secretary of State Anthony Blinken warned that an offensive on Rafah would “further isolate” Israel in the region, according to Reuters. Blinken, who met Prime Minister Benjamin Netanyahu, said that “a major military ground operation in Rafah is not the way to do it,” although the U.S. shares Israel’s goal to “defeat Hamas.” “It risks further isolating Israel around the world and jeopardizing its long-term security and standing,” Blinken said during a press briefing after the meeting. Netanyahu, however, appeared to be undeterred in invading Rafah, stating in a video statement that he told Blinken, “I hope we will do it with the support of the U.S., but if we have to — we will do it alone.” Meanwhile, fighting is still ongoing between Israeli forces and Palestinian resistance fighters in the Gaza Strip. On Saturday, Hamas said that a 34-year-old Israeli captive died in Gaza. “Although he survived the army’s attack, he did not escape the lack of food and medicine,” the Izz al-Din al-Qassam Brigades wrote in a video message. In another video, Hamas fighters fired al-Yaseen 105mm anti-tank shells on Israeli military vehicles in the vicinity of al-Shifa Hospital in Gaza. Israel had been blocking sufficient food and medical supplies from entering Gaza, although some of them were funded or sponsored by ally countries such as the UK. The Foreign Secretary, Lord David Cameron, accused Israel last week of delaying U.K. aid to Gaza, which was stopped at the crossing point for three weeks. Israeli settlers storm al-Aqsa Mosque compound on Pruim Dozens of Israeli settlers stormed the al-Aqsa Mosque compound in occupied Jerusalem on Sunday morning to mark the Jewish holiday of Purim, which ends on Monday. Israeli forces emptied the al-Aqsa compound of Palestinian worshippers on Saturday evening in preparation for the settlers’ tour, Wafa reported. Israeli forces barred Palestinians from staying overnight in al-Aqsa’s al-Qibli mosque after Ramadan’s tarawih prayers ended, which were attended by 45,000 people. During Ramadan, it is worshippers often stay in mosques overnight to pray after tarawih. In 2021, Israeli forces raided the al-Qibli mosque, firing bullets, stun grenades, and tear gas canisters at worshipers who were performing night prayers and reciting the Quran. Israeli settlers’ storming of al-Aqsa further escalated tensions in the city, according to Wafa, as Israeli forces prevented Palestinians from entering the site on Sunday morning. Wafa said that two settlers were dressed up as Jewish temple priests. Settlers have long stated their wish to rebuild the third Jewish temple in the middle of the al-Aqsa compound atop the Dome of the Rock. Meanwhile, Israeli forces blocked Palestinian Christians in the occupied West Bank from entering Jerusalem to take part in the commemoration of Palm Sunday, the anniversary of Jesus’s entry into the city. Those who participated in the ceremony in the Church of the Holy Sepulcher were Palestinians from Jerusalem or from inside Israel. Israeli forces arrested 16 Palestinians in the occupied West Bank overnight, from the towns of Hebron, Ramallah, Bethlehem, Tulkarem, and also Jerusalem. Since October, 7,755 Palestinians have been detained by Israel. What a War Requires Yes, It's About Resources Dr Naomi Wolf Dear Readers, Dear Extended Family I am grateful that this Substack — which, if you read the comment section, is also one that is a home or meeting-place for many of the most interesting and idealistic people on the Internet — has 83,500 plus subscribers. That is almost the subscriber base of The New Republic. It had 737,000 plus views in the last 30 days — 249,000 plus more than the month prior. That is more views than the number of the audience of CNN. Every reader is equally precious to me. But you all count on me — you tell me this — to do all I can to affect national and even global outcomes. From the messages I receive, leaders from all walks of life do indeed read this Substack — and so it is having some impact on the public discussion and perhaps even on public outcomes. But this Substack has only a few more than 4000 paid subscribers. Why does this matter, more than to my personal finances? As you know, I believe — I think at this point it is incontrovertible - that a war is being waged upon us, one that will soon become a “hot war.” My husband Brian O’Shea, who cohosts the podcast “Unrestricted Invasion” with JJ Carrell, is documenting the positioning of military-age or gangland-age illegal-immigrant young men, in barracks-type situations in strategic points around the country. This week he went undercover to a budget hotel in Massachusetts, where security and the hotel staff sought to prevent him from filming what was happening inside in relation to scores of illegal incomers. He was subsequently followed by a maroon sedan that pulled up right as he was leaving the hotel; the drivers proceeded to wait til he was his car, and then followed him across three different exits til he shook them off. Brian was also confronted by security, and then followed, earlier this year, when he went to document a facility in Brooklyn, Floyd Bennett Field, an area with over 1000 flat acres of land, where illegal immigrants are being housed in military-style facilities. Illegal immigrants are being housed at Chicago’s O’Hare airport, a sensitive strategic location for a possible attack on America, if there ever was one. Illegal immigrants, disproportionately fighting-age men, are being housed for months in hotels in midtown Manhattan, all basic expenses paid and with cleaning services. As they say, wake up and smell the coffee. This is not a domestic policy issue any longer — ie, what are these illegal immigrants getting that your legal immigrant parents or grandparents, your enslaved great-grandparents, did not get? To anyone who has ever been in a combat area, this set of situations depicts what is obviously a military or terrorist set of staging areas. Or, to be conservative, this set of landscapes has all the hallmarks of depicting military or terrorist staging areas. Meanwhile, the whips are being brought down on the shoulders of the last standing dissidents in the United States and globally. A Canadian court ordered psychologist and commentator Jordan Peterson to be forced into a re-education program. Literal Marxism. Ethical physician Dr Kulvinder Kaur Gill, who was critical of the mRNA injections, has been hit with a $1 million dollar fine after her libel suit in defense of her reputation, failed. She was forced to mobilize an online donations campaign in order not to lose her house. Under the guise of a credit review, as he points out, researcher and inventor of the mRNA vaccine Dr Robert Malone has been hit with a letter from payment processor Stripe, demanding his bank records. He was told that it will cost $100,000 to fight it. Other dissident voices on Substack, including conservative voices, are being hit in similar ways. Governor Hochul declared that National Guard would take on some civil policing roles in New York State, and she is appealing the court decision that prevented her from opening quarantine camps that could detain New Yorkers without trial or even without infection, indefinitely. If she prevails, and if the WHO treaty that declares WHO “pandemic” requirements superior to national or state law prevails in May, the National Guard (or the WHO’s own mercenaries) could show up at any New Yorker’s house, and this is the state where I live; and compel him or her to be transported to a detention facility, and that would be that. It is my sleepless nights, no one else’s, that are involved in trying to figure out how. Then there are the fights to protect the reputation that allows me to lead this company and its mission and tools, forward; I was forced to spend tens of thousands on a lawsuit against Twitter for suppressing my (accurate, important) warnings about harms to women from the mRNA injections. The point of all of the above is that staying credible, meaning fighting the constant government- and nonprofit-sponsored attacks on the credibility of my and my company’s reputations; staying on the right side of all government regulations, so that no harm can come to me or the company; fighting in the courts so that a precedent can be set to protect all Americans from the government leaning on private companies to destroy them — fighting Google’s algorithms with creative workarounds; fighting laws that constantly seek to imprison or bankrupt us — all of this, at times, as you know because I have shared it with you before, can take a terrible financial and psychic/energetic toll. It is tempting to just walk away and, to paraphrase Voltaire, “cultivate my own garden.” But to stay in these trenches and achieve it at all, all that so many of you tell me you are counting on, requires a robust and reliable stream of resources if we are to stay alive in this culture of lies and erasures. Think about the lives we have saved. Maybe yours or your loved ones. Think about whether anyone else’s technology lets you see and act on any state or Federal bill, or protect your investments; with both BillCam and LegiSector offering free searches. Think about whether anyone else is soliciting citizens’ input on draft model bills, hiring lawyers, drafting and passing them, in the way we do. Remember, nonprofits can give you a tax deduction, but they cannot lobby. They must stop short of actual political action with legislation and legislators. Inside the anti-Syria lobby’s Capitol Hill push for more starvation sanctions Hekmat AboukhaterMarch 20, 2024 A week from the 13th anniversary of the US-backed Syrian dirty war, the American Coalition for Syria held its annual day of advocacy in Washington DC. I went undercover into meetings with Senate policy advisors and witnessed the lobby’s cynical campaign to starve Syria into submission. On the morning of March 7, as the US Capitol teemed with lobbyists securing earmarks ahead of appropriations week and activists decrying the Gaza genocide, one special interest group on the Hill stood out. In the corridors of the Rayburn building, a group of roughly 50 people prepared for a busy day of advocating for sanctions to be levied against their homeland. They were the Anti-Syria lobby — and had I infiltrated their influence campaign. Throughout the day, I watched as this group pushed US officials to accept their policy of starvation sanctions while cynically ignoring famished Palestinians in Gaza. Among the lobbyists was Raed Saleh, the head of the Syrian White Helmets, who were to propagandize for regime change from behind humanitarian cover. I attended a total of seven meetings with policy teams representing Senators Sherrod Brown, Maggie Hassan, Ben Cardin, Mark Kelly, Chris Van Hollen, John Fetterman, and Rick Scott. Throughout these sessions, I witnessed the anti-Syria Lobby attempt to bully and manipulate US officials into accepting their policy of starvation while cynically throwing starving Palestinians in Gaza under the bus. At one moment, Raed Saleh, head of the Syrian White Helmets, which was founded by British intelligence, and funded by NATO states, painted Israeli air strikes against Syria in a positive light. During a separate meeting, Wa’el Alzayat of the pro-Zionist Muslim outreach Emgage even demanded Senator Chris Van Hollen’s office support the approval of aid for Al Qaeda-linked militias in Syria. “Stop freaking out about the stuff going to terrorists,” he insisted, adding that “the Brits are doing it, the Turks are doing it, [and] the Qataris are doing it.” Purporting to be a voice for all Syrians, the anti-Syria lobby is spearheaded by the American Coalition for Syria (ACS), an umbrella organization representing opposition groups such as the Syrian American Council (SAC), the Syrian Forum, and a handful of others located in the US and Turkey. Emgage, meanwhile, has been credited with getting the diaspora vote out for then-candidate Joe Biden in November 2020. The group has since fallen under criticism for acting as a de facto extension of the Biden White House and Democratic Party within the Muslim community. Emgage board member Farooq Mitha formally went to work for the Biden Pentagon in March 2021. On March 7, Alzayat aimed to weaponize Emgage’s influence against Democratic Senators who seemed uncomfortable with an escalating sanctions policy. “I need a good story for my voters,” he explained to Senator Van Hollen’s team. Throughout their sanctions campaign on the Hill, Alzayat and his cohorts operated like a miniature version of their Israel lobby allies, supplying roughly 50 volunteers with folders outlining talking points and the biographies of congressional representatives. The bios included a comprehensive list of the Senator or Representative’s recorded stance on Syria, such as their votes on the extension of the AUMF, the US military withdrawal from Syria, and previous sanctions packages targeting the country. The handouts also laid out the lobby’s key legislative requests, which largely focused on securing development aid for militia-controlled territory in Syria — including that held by Al Qaeda’s local ally in the country — and ensuring passage of the ‘Assad Regime Anti Normalization Bill,’ which seeks to extend and expand sanctions targeting Damascus. The Anti-Syria Lobby’s resemblance to their Israeli counterparts was no mistake. As Republican Florida Sen. Edited by author More Starvation Sanctions Ever since the US included Syria on its inaugural State Sponsor of Terrorism (SST) list over Damascus’ support for the Palestinian resistance in 1979, Washington has gradually ratcheted up its financial war on the Syrian people. When decades of covert hybrid war erupted into an all-out proxy battle for the country’s territory—and survival—in 2011, the Anti-Syria Lobby officially began to take shape in Washington. Syria is the unrivaled champion of the SST having never been delisted since the list’s inception in 1979. In 2019, as Syria’s government emerged victorious from a multi-year battle with foreign-backed militias, Washington decided that while Damascus may have won the war, it would not win the peace. That January, New York Rep. Eliot Engel, a recipient of $1.8 million in AIPAC donations, introduced a sanctions package known as the Caesar Syria Civilian Protection Act. Trump signed the bill as part of the National Defence Authorization Act (NDAA) of 2020. The US has a 45-year long tradition of sanctioning and isolating Syria economically in response to the country’s support of Palestinian resistance The bill was unprecedented in both the way that it sanctioned broad sectors of the Syrian economy rather than only specific individuals, and in its deployment of so-called “secondary sanctions.” Secondary sanctions are imposed on parties that do business with a sanctioned entity even if those exchanges occur outside of the sanctioning entity’s jurisdiction. Syria’s economy has been in free fall ever since the Caesar sanctions came into effect. Today, over 12 million Syrians representing more than half of the total population face food insecurity — a 51% increase from 2019. Meanwhile, 90 percent of the population lives under the poverty line. In 2019, the US dollar exchanged for 500 Syrian Pounds. Today, that number is more like 14,100— figures that represent a 2,720 percent devaluation. The Syrian currency has devalued by 35,150% since the initial exchange rate of 40 SYP to 1 USD early 2011 Though H.R. 3202 appears to be focused on addressing UN aid divergence, and sanctioning previously unsanctioned entities like Asma Al Assad’s Syria Trust for Development and the Syrian Red Crescent, the real agenda of the bill is found deep within its 22-page text. With the Caesar Sanctions set to expire by the end of 2024, H.R. 3202 seeks to quietly extend the aggressive financial measures until 2032. The new bill’s main aim, which received very little attention, is the extension of the Caesar Act for 8 more years. Having passed the House with overwhelming enthusiasm, H.R. 3202’s sister bill in the Senate can only pass with Democratic support. It was introduced by Israeli lobby-funded Republican Idaho Sen. James Risch last September and has since been co-sponsored by arch-neoconservative Florida Sen. Marco Rubio. Because S. 2935 can only pass with Democratic sponsorship, the Anti-Syria Lobby chose Sen. Ben Cardin, the Chairman of the Senate Foreign Relations Committee and sponsor of the anti-Russia Magnitsky Act, as a crucial target for influence. After meeting with Sherrod Brown’s office, Cardin’s Research and Legislative Assistant, Christopher Barr, hosted us in the Senator’s office. There, Raed Saleh of the White Helmets complained to Barr that USAID had slashed funding for his organization from $12 million to $3 million in recent years. Next, it was time to discuss the true purpose of our visit: the passage of S. 2935. Barr appeared uneasy from the outset and even expressed displeasure about the bill, complaining, “What passed the House was kind of a lot… the list of targets is vast.” “Syria has already been so heavily sanctioned,” he added. In response, Ghanem revealed a critical piece of information about the forces driving the dirty war on Syria, explaining that the impetus to expand and extend Caesar did not come from the Anti-Syria Lobby itself, but someone on Capitol Hill. Ghanem explained that the Hill source actually contacted the American Coalition for Syria to alert them to the fact that Caesar was set to expire, lamenting the fact that its sunset would amount to a loss of “US leverage over the Syrian regime.” This line echoed the disturbing language of officials representing both the Biden and Trump administration alike. In 2019, neoconservative operative Dana Stroul declared that thanks to Caesar, Washington “holds a card on preventing reconstruction aid and technical expertise from going back,” to Syria. She lauded the fact that the U.S. could weaponize that “leverage” to keep Syria in “rubble.” Two years later, she would take up post as Deputy Secretary of Defense for the Middle East under Biden. Similarly, during an event at the neoconservative think tank, WINEP, the following year, the Special Envoy for Syria under Trump, Joel Rayburn, boasted that Caesar “lowers the bar” for evidence-based sanctions and allows for the broad targeting of any and all reconstruction projects in Syria. “We don’t have to prove, for example, that a company that’s going in to do a reconstruction project in the Damascus region is dealing directly with the Assad regime,” Rayburn explained. “We don’t have to have the evidence to prove that link,” he continued. “We just have to have the evidence that proves that a company or an individual is investing in […] the construction sector, the engineering sector, most of the aviation sector, the finance sector, energy sector, and so on.” These public confessions did not stop the Anti-Syria Lobby from lying to the faces of congressional staffers throughout their March 7 campaign. During a meeting with Sen. Mark Kelly’s office, Ghanem falsely stated that the Caesar Sanctions were “targeted,” “not sectoral,” and “not [an] embargo, nothing punishing to civilians.” Yet Alena Douhan, the UN Special Rapporteur on Sanctions who visited Syria to document the effects of Washington’s unilateral sanctions regime on Syria, disagrees. In her 19-page report she clearly states that the sanctions are both illegal and inhumane in the way they affect the average Syrian. Stabilization for me but not for thee The second legislative ask came in the form of a well rehearsed speech by Ghanem, Zayat, and others, outlining what US tax dollars do and don’t fund in Syria. US aid packages are typically divided into two categories: “humanitarian funding” earmarked for goods such as food, water, and basic medical supplies or “stabilization” funding designed to secure a country as it transitions out of a period of turmoil. Unlike humanitarian assistance, stabilization funding may be used to support major investment and infrastructure projects such as roads, schools, healthcare facilities, and government services. The US is the primary funder of humanitarian aid in both North East (NE) and NW Syria. However, while the US spends abundantly on stabilization needs in NE Syria, it spends $0 on the NW. That is because while Washington has long dreamed of establishing a secessionist Kurdish state in Syria’s Northeast, it neglected to send stabilization funds to the Northwest in order to avoid providing direct support to HTS, the Al Qaeda offshoot that governs the territory. The Anti-Syria Lobby was in Washington to change that. Leading the push for US funds to Al Qaeda-affiliated elements in Northwest Syria was Wa’el Alzayat, a Syrian expat who proudly served in Iraq’s Green Zone under George Bush’s State Department and more recently published a shocking Washington Post oped begging US officials not to “lift sanctions to help Syria earthquake victims.” In the office of Sen. Chris Van Hollen, Alzayat voiced his frustration with US hesitation in the Northwest. “Stop freaking out about the stuff going to terrorists,” he demanded, adding that “the Brits are doing it, the Turks are doing it, the Qataris are doing it.” We’re missing out on a golden opportunity here to stabilize the region and leverage it for a political settlement,” he pleaded. In other words, Alzayat was openly lobbying US officials to strengthen Al Qaeda’s position in Syria in order to leverage the terrorist group against the country’s government. Alzayat then weaponized his six-figure salary as head of Emgage to bully Van Hollen’s office into bowing before the anti-Syria Lobby, falsely claiming that his AIPAC-linked organization was “behind” the “Uncommitted” vote campaigns that damaged Biden’s primary performance in Michigan and Minnesota. Towards the end of the meeting, the regime change lobbyist cynically invoked Israel’s slaughter of 30,000 Palestinians in Gaza to make the case for Al Qaeda in Syria one last time. He argued that although “his community” is up in arms about the Biden administration’s funding and arming of the Gaza genocide, they would gladly flock back to the Democratic Party if the US funded roads and schools in Al Qaeda-controlled Idlib. “I need a good story for my voters,” Alzayat explained, noting the Muslim community’s disapproval of the Biden Administration’s policy in Gaza and Yemen. “You’re upset about all these disappointments,” he continued, play-acting a scenario in which he convinced a Muslim constituent to vote for Biden, again. “Guess what? They’re pumping 50 million into the school sector in the North [of Syria]!” Overtures Towards Israel The Israel-Palestine crisis loomed large throughout the ACS lobbying trip. Sen. Sherrod Brown’s secretary happened to be a hijabi Muslim woman sporting a pendant outlining the map of Palestine around her neck. As she greeted us, Farouk Belal, the head of the Syrian American Council, grumbled to Ghanem and me: “I hope she’s not with the resistance.” When I asked him to clarify what he meant as we exited the office, he explained that people aligned with the Palestinian cause in Washington “don’t like us.” Meanwhile, in Sen. Cardin’s office, Raed Salah of the White Helmets painted Israeli strikes on Syria which have crippled Syrian infrastructure, regularly damaged the country’s International civilian airports, and killed hundreds of Syrian Soldiers and civilians alike in a positive light: “The situation in Syria is very complicated. Every day we hear of Israeli strikes on the dens, or the bases of the IRGC and its militias. Even we as Syrians did not know the extent to which the Iranians were entrenched in the country…” For Saleh, the Israeli strikes do nothing but highlight the presence of the Syrian government-invited Iranian military presence in Syria. Later that day, Ghanem attempted to capitalize on Sen. Fetterman’s fanatical pro-Israel antics by describing recent developments in Syria to a 20-something staffer. Referring to the Syrian government’s successful campaign to retake southern territory, he explained that the South is “where they lob missiles on Israel, by the way.” The aide dutifully transcribed this seemingly random piece of information in her notepad. Towards the end of the meeting, Fetterman was discussed as a potential Democratic sponsor of S. 2935 in the Senate. In Senator Rick Scott’s office, a Cuban American Government Relations Associate for ACS, Alberto Hernandez, accidentally said the quiet part out loud. When Senator Scott’s ultra-Zionist National Security Advisor, Paul Bonicelli, asked if our group had connected with our “counterparts” in the Israeli lobby so that they could “vet” our proposals — revealing that Scott has apparently outsourced his brain to Zionists — Hernandez remarked: “Formally? No. Informally.” He then turned to the rest of the ACS team in the meeting room and said: “You didn’t hear me say that.” That admission prompted Bonicelli to suggest that ACS directly coordinate with groups such as the Aramaic Church in Israel, which has supported regime change efforts in Damascus despite overwhelming Christian support of the government within Syria itself. As the meeting wound to a close, Bonicelli informed us that he agreed with ACS on the necessity to oppose Iran and Russia. “If Obama had done the right thing in 2012, we wouldn’t be here,” he lamented, adding: “the Israelis want you guys in charge.” At one point during the meeting in Rick Scott’s Office, Alberto Hernandez, and Sarah Salas, a Cuban American legislative aide, expressed full agreement with US use of unilateral sanctions as means to “push” governments that “we don’t like.” Starving Syrians Without A Mandate Though several ACS volunteers shared painful personal encounters with the Syrian government throughout the day, many were simply too far removed from Syria to truly represent the voice of Syrian people, especially the 12 million plus civilians currently living in Syrian government-controlled territory. One 24-year-old woman who did not speak Arabic and has not been to Syria since 2003 described the Syrian Army’s 2016 liberation of Aleppo from Al Qaeda-linked militants as “the fall of Aleppo.” Other Syrians like myself experienced the terror of the West’s proxy war in Syria firsthand. In 2012, my aunt and cousins watched in horror as the Turkish-backed Liwa’ Al Tawhid, an umbrella group of takfiri jihadist militias, arrived on their street in the Seryan El Jdideh neighborhood of Aleppo. It was then envisaged in the Clade X Simulation (May 2018) and Event 201 Simulation of a Pandemic (October 2019). Both events were held under the auspices of the John Hopkins Center for Heath Security with the support of the Gates Foundation. It was then announced by Bill Gates at the Munich Security Conference in February 2022: “The risks of severe disease from Covid-19 have “dramatically reduced” but another pandemic is all but certain,” says Bill Gates. “A potential new pandemic would likely stem from a different pathogen to that of the coronavirus family” (CNBC). “We’ll have another pandemic. It will be a different pathogen next time,” Gates said. How could he know this in advance? “Predicting” and “Preparing” for “Disease X”, an Unknown Threat In his presentation at the Davos24 WEF, the WHO Director General Dr. Tedros recanted Bill Gates’s premonition, pointing to the alleged severity of the Covid-19 crisis initiated in early 2020, in blatant contradiction with official WHO data. But when the 2018 list was released two weeks ago [mid February 2018] it included an entry not seen in previous years. In addition to eight frightening but familiar diseases including Ebola, Zika, and Severe Acute Respiratory Syndrome (SARS), the list included a ninth global threat: Disease X.” (Daily Telegraph, emphasis added) It all sounds very scientific based on experts contracted and rewarded by the WHO, under the advice of the Bill and Melinda Gates Foundation: “Disease X represents the knowledge [what knowledge?] that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease”. Experts on the WHO panel say Disease X could emerge from a variety of sources and strike at any time. “History tells us that it is likely the next big outbreak will be something we have not seen before”, said John-Arne Rottingen, chief executive of the Research Council of Norway and a scientific adviser to the WHO committee. “It may seem strange to be adding an ‘X’ but the point is to make sure we prepare and plan flexibly in terms of vaccines and diagnostic tests. “We want to see ‘plug and play’ platforms developed which will work for any, or a wide number of diseases; systems that will allow us to create countermeasures at speed.” (Telegraph) The work of the “expert committee” was followed by two table top simulations respectively in May 2018 and October 2019. There was 83 “confirmed cases” outside China for a population of 6.4 billion people. There was no “scientific basis” to justify the launching of a Worldwide Public Health Emergency. On February 20th, 2020: At a briefing in Geneva, the WHO Director General Dr Tedros said that he was “concerned that the chance to contain the coronavirus outbreak was “closing” …“I believe the window of opportunity is still there, but that the window is narrowing.” Those statements were based on 1076 “confirmed cases” outside China. The WHO officially declared a Worldwide pandemic on March 11, 2020 at a time when the number of PCR cases outside China (6.4 billion population) was of the order of 44,279 cumulative confirmed cases. In the US on March 9, 2020, there were 3,457 “confirmed cases” out of a population of 329.5 million people. The second glossing over by Alan Hart is in his expression of fear of the Zionist Holocaust upon the Palestinians, where he unwittingly absolves the world Jewry of their direct involvement with Israel: “unless enough Israelis and the Jews of the world are prepared to acknowledge that a terrible wrong was done to the Palestinians by Zionism (the few) in the name of all Jews.” That statement has no basis in reality. The Truth About HPV Vaccination, Part 1: How Safe Is It, Really? This first installment in a multi-part series about the human papillomavirus, or HPV, vaccine explores peer-reviewed scientific literature that reveals serious safety concerns about a vaccine widely regarded as safe. This multiple-part series explores the international research done over the past two decades on the human papillomavirus (HPV) vaccine — believed to be one of the most effective vaccines developed to date. Summary of Key Facts This multiple-part series offers a thorough analysis of concerns raised about HPV vaccination following the global HPV campaign, which commenced in 2006. In the U.S., the HPV vaccine was reported to have a disproportionately higher percentage of adverse events of fainting and blood clots in the veins. The U.S. Food and Drug Administration (FDA) acknowledges that fainting can happen following the HPV vaccine, and recommends sitting or lying down to get the shot, then waiting for 15 minutes afterward. International scientists found that the Centers for Disease Control and Prevention’s (CDC) Vaccine Adverse Event Reporting System (VAERS) logged a substantial increase in reports of premature ovarian failure from 1.4 per year before 2006 to 22.2 per year after the HPV vaccine approval, yielding a Proportional Reporting Ratio of 46.1. The HPV vaccine is widely regarded as one of the most effective vaccines developed to date. Nevertheless, safety issues have been raised following its approval, and in response, additional research has been published and litigation has been brought on behalf of those with a vaccine injury. In this HPV vaccine series, Parts I and II explain how the vaccine works and the evidence suggesting there may be legitimate safety concerns. The remaining parts present questions about real-world vaccine effectiveness and identify specific ingredients which may pose harm. The information presented here is drawn from peer-reviewed scientific literature from the U.S., Australia, Denmark, Sweden, France and Japan, as well as statistics published by public health agencies in each of these countries. More than 100 hours of research and internal peer review among scientists with experience in infectious diseases, virology, clinical trials and vaccine epidemiology have been invested in presenting this summary of the evidence. Large registry-based studies have identified plausible associations between HPV vaccination and autoimmune conditions, including premature ovarian insufficiency or premature ovarian failure, Guillain-Barré syndrome (GBS), postural orthostatic tachycardia syndrome and chronic regional pain syndrome. While it is easy to be enthusiastic about recent advances in human vaccine technology, we should keep in mind that achieving real and lasting good health is much more than just the absence of a certain virus. According to the CDC, HPV is the most common sexually transmitted infection in the U.S. HPV is a small DNA virus infecting human cutaneous epithelial cells in the mucosa and skin. More than 150 strains of the HPV virus have been identified. HPV infection is so common that the majority of sexually active people will get it at some point in their lives, even if they have only one or very few sexual partners. It can spread through sexual intercourse and oral sex. It can also pass between people through skin-to-skin contact, even by people who have no symptoms. HPV infection causes genital warts, some of which can turn into cancer. For the most part, however, HPV infection is benign. More than 90% of HPV infections cause no clinical symptoms and are self-limited, meaning the virus is cleared by the body via natural immunological defenses. HPV-associated cancers High-risk HPV types (types 16, 18 and others) can cause cervical cell abnormalities that are precursors to cancers. Type 16 is associated with approximately 50% of cervical cancers worldwide, and types 16 and 18 together are linked to 66% of cervical cancers. An additional five high-risk types, 31, 33, 45, 52 and 58, are linked with another 15% of cervical cancers and 11% of all HPV-associated cancers. Infection with a high-risk HPV type is associated with a higher chance of the development of cervical cancer but, by itself, HPV infection is not the sole risk factor to cause cancer. There are many other reasons, as discussed in this paper. Given the prevalence of infection, it is unsurprising that globally, cervical cancer is the fourth most common cancer in women. In 2018, an estimated 570,000 women were diagnosed with cervical cancer worldwide and more than 300,000 died of the disease. In the U.S., nearly 50,000 new HPV-associated cancers occur annually, with women infected at a slightly higher rate than men. But in 9 out of 10 cases, HPV goes away within two years without causing health problems. Only persistent HPV infections may lead to cancer. These infections evade the immune system’s innate cell-mediated defenses. The incidence of cervical cancer can be controlled as a result of the implementation of routine testing and screening, including Pap and DNA tests. HPV vaccines Three HPV vaccines — bivalent HPV vaccine (Cervarix, 2vHPV), quadrivalent HPV vaccine (Gardasil, 4vHPV or HPV4) and 9-valent HPV vaccine (Gardasil 9, 9vHPV) — have been licensed by the FDA. The HPV vaccine uses recombinant technology to assemble the shell of the virus — L1 capsid protein. These viral-like particles do not contain the virus genome and are not infectious. Cervarix, developed by GlaxoSmithKline, is a bivalent vaccine against HPV types 16 and 18, that was pulled from the U.S. market in 2016 due to “very low market demand.” Merck’s original Gardasil vaccine was designed to prevent infections from four strains (types 6, 11, 16 and 18). On June 8, 2006, after the FDA’s fast-tracked review, Gardasil was approved for use in females ages 9 to 26 for the prevention of cervical, vulvar and vaginal cancers. According to the label accompanying the vaccine, the ingredients in Merck’s first Gardasil vaccine were proteins of HPV, amorphous aluminum hydroxyphosphate sulfate, yeast protein, sodium chloride, L-histidine, polysorbate 80, sodium borate and water for injection. On Oct. 16, 2009, the FDA approved Gardasil (HPV4) for use in boys ages 9 through 26 for the prevention of genital warts caused by HPV types 6 and 11, but not for cancer. In 2010, it approved Gardasil for the prevention of anal cancer in males and females ages 9 to 26. Four years later, the FDA approved an updated vaccine, Merck’s Gardasil 9, for use in girls ages 9 to 26 and boys ages 9 to 15 for the prevention of cervical, vaginal and anal cancers. Gardasil 9 contains the same ingredients as Gardasil, but offers protection against nine HPV strains, adding five additional types (HPV types 31, 33, 45, 52 and 58). The current HPV vaccination schedule recommended by the CDC is two doses for both boys and girls aged 11 or 12. However, it is approved for children as young as 9. The second dose is given 6 to 12 months after the first. For those aged 15 and above, a three-dose schedule is implemented at one- to two-month and six-month intervals, although antibody-level studies suggest that two doses are sufficient. The vaccine prompts the body to produce neutralizing antibodies against HPV. Antibody responses appear to peak seven months after the first dose (or one month after the third dose). The vaccine-induced antibody levels appear to be 10 to 100 times higher than those after natural infection. The high vaccine effectiveness (90 to 98%) against the fast-growing, abnormal cells which may cause precancerous lesions in people ages 16 to 26 suggested that the best timing for vaccination was to give it to patients before they became sexually active. HPV VAERS reports from 2 large countries U.S. HPV vaccine adverse events On Aug. 19, 2009, the Journal of the American Medical Association published an article authored by scientists from the FDA and CDC that reviewed the safety data for Gardasil for adverse events reported to VAERS between June 2006 through December 2008. During that time, there were 12,424 reports of adverse events. Of these, 772 (6.2%) were serious. VAERS is a passive surveillance system, which is subject to multiple limitations, including underreporting, unconfirmed diagnosis, lack of denominator data and no unbiased comparison groups. Nevertheless, it is a useful and important tool for detecting postmarket safety issues with vaccines. A disproportionately high percentage of Gardasil VAERS reports were of syncope (fainting) and venous thromboembolic events (blood clots in the veins) compared with other vaccines. There were 8.2 syncope events per 100,000 HPV doses and 0.2 venous thromboembolic events per 100,000 HPV doses reported, respectively. The Gardasil package insert includes a warning about fainting, fever, dizziness, nausea and headaches (page 1) and notes at least the following adverse reactions reported during postmarketing surveillance (section 6.2): Guillain-Barré syndrome, transverse myelitis, motor neuron disease, venous thromboembolic events, pancreatitis and autoimmune disorders. Australia HPV vaccines adverse events In 2007, Australia reported an annual adverse drug reaction rate of 7.3/100,000, the highest since 2003, representing an 85% increase from 2006. Per the analysis of the Adverse Drug Reactions System database by the Australian Department of Health and Aging, this increase was “almost entirely due to” reports following the national rollout of the three-dose HPV vaccination program for young females in April 2007; 705 of the 1,538 adverse drug reactions reported that year were from the Gardasil vaccine. 1 vaccine adverse events australia chart In Australia, the ADR increase in 2007 was almost entirely due to the three-dose HPV vaccination program for females aged 12 to 26 years in April 2007. Moreover, though people may take different vaccines other than HPV, the HPV vaccine was the only suspected vaccine to cause adverse reactions in 96% of records. Japan withdraws recommendation, vaccine acceptance plunged In 2013, the Japanese raised concerns about a variety of widely reported post-vaccination serious adverse events. This led the government to suspend recommending the HPV vaccine for six years. Vaccine acceptance of HPV in Japan plunged significantly after 2013, from 42.9% to 14.3%, or from 65.4% to 3.9%. Researchers around the world also started to investigate HPV safety. A World Health Organization (WHO) position paper released on July 14, 2017, concluded that the HPV vaccines were “extremely safe.” The same report estimated approximately 1.7 cases of anaphylaxis per million HPV doses, that no association with GBS was found, and that syncope (fainting) was “established as a common anxiety or stress-related reaction to the injection.” In the spring of 2022, Japan announced it was relaunching its HPV vaccination drive. Mainstream news outlets reported that for thousands of women, the cost of caution may have led to preventable HPV-induced cancers and an estimated 5,000 to 5,700 deaths. However, a true risk-benefit analysis would also consider the number of serious adverse events prevented by putting the program on hold. The question remains: Was Japan’s caution warranted, or should their national vaccination program have continued? Ovarian insufficiency Concerns that the vaccine may be negatively affecting fertility have been detailed in the scientific literature. In 2014, a peer-reviewed case series describing premature ovarian failure among Australian women following HPV vaccination was published in the Journal of Investigative Medicine. This prompted other researchers to systematically examine the VAERS data to see if there was a connection between premature ovarian failure and Gardasil. Their study found a “potential safety signal” and concluded that “further investigations are warranted.” VAERS analysis on ovarian failure Two recent publications based on VAERS reports (first study, second study) found that events with a probable autoimmune background were significantly more frequent after HPV vaccination compared to other vaccinations. The team of international scientists that did the second study evaluated reports between 1990 and 2018. They found that among the 228,341 premature ovarian failure reports, 0.1% was considered to be associated with HPV vaccination with a median age of 15 years and the time to onset was 20.5 days following vaccination. The primary symptoms were amenorrhea (80.4%) and premature menopause (15.3%). Most strikingly, the mean number of premature ovarian failure cases increased significantly from 1.4 per year prior to 2006 to 22.2 per year after the HPV vaccine was approved, with a proportional reporting ratio of 46. The investigators noted that the WHO and CDC declared the HPV vaccine safe regardless of lacking adequate research into safety concerns. For example, the authors note that in a CDC-sponsored VAERS study, 17 cases of premature ovarian failure were identified but 15 were excluded due to insufficient information to confirm the diagnosis. A separate observational study using the Vaccine Safety Datalink found no increased risk. But this study was too underpowered to detect a signal. In addition, a cross-sectional survey study using National Health and Nutrition Examination Survey data relied on an inaccurate measurement of premature ovarian failure and self-reported HPV vaccination. In summary, the researchers detected a strong safety signal even after accounting for a potential upswing in reports due to media coverage after the product launch (they refer to this as “notoriety bias”). Because VAERS is a passive reporting system, the data may be incomplete and are often unconfirmed by physicians. Therefore, this study cannot provide a definitive link between HPV vaccination and premature ovarian insufficiency or premature ovarian failure but does generate a hypothetical link. The authors of the second study conclude by insisting that “this signal warrants well-designed and appropriate epidemiological research.” They note that “if the signal is confirmed, the risk is small compared to the lifetime risk of cervical cancer.” However, the benefit-risk profile on an individual level is not uniform. Given the health impacts of premature ovarian insufficiency and premature ovarian failure — some of which may be irreversible — and the declining mortality rate for cervical cancer even in the prevaccine era, the risk-benefit profile for HPV vaccination remains unclear. 3 case reports on ovarian insufficiency In the 2014 investigation mentioned above, a general practitioner in Australia noticed that three girls developed premature ovarian insufficiency following HPV4 vaccination. As a result of vaccination, each of the girls (ages 16, 16 and 18) had been prescribed oral contraception to treat menstrual cycle irregularities. Typically, women present with amenorrhea (no periods) or oligomenorrhea (infrequent periods) as the initial symptom of premature ovarian insufficiency. One girl had irregular periods following three doses of HPV vaccination. She then became amenorrheic and was diagnosed with premature ovarian insufficiency. Another girl’s periods were “like clockwork” until after the third HPV dose, which she received at age 15. Her first cycle after being vaccinated for the third time started two weeks late, and her next cycle was two months late. The final cycle began nine months later. The patient had no family history of early menopause. She was diagnosed with premature ovarian failure at 16. Lab work found hormone levels consistent with those of postmenopausal women, but her bone mineral density was normal. The authors of this case series noted that in preclinical studies of HPV4, the five-week-old rats only conceived one litter and the only available toxicology studies appear to be on the male rodent reproductive system. However, only two of three doses were administered prior to mating, and the overall fecundity was 95%, slightly lower than the control rats (98%) that received no vaccination prior to mating. The dose tolerance recommendations were based on an average weight of 50 kilograms for an adolescent girl but failed to take into account that HPV4 is administered to girls ages 9 to 13 years, who range in weight from 28 to 46 kilograms. Danish retrospective cohort study finds no link A 2021 study also evaluated premature ovarian insufficiency in a nationwide cohort of nearly 1 million Danish females ages 11 to 34 years. The researchers used Cox proportional hazard regression to detect an increased risk of premature ovarian insufficiency diagnosis by HPV4 vaccination status during the years 2007-2016. The hazard ratio for premature ovarian insufficiency (vaccinated versus unvaccinated) was 0.96. One limitation was that data on age at menarche (first menstruation) and oral contraceptive use were not available. Girls who had not yet reached menarche would not be at risk for premature ovarian insufficiency, of course. The authors excluded girls under age 15 in a sensitivity analysis and still found no signal, concluding that no association was found between HPV4 vaccination and premature ovarian insufficiency.
