The WHO Wants to Rule the World Ramesh Thakur The World Health Organisation (WHO) will present two new texts for adoption by its governing body, the World Health Assembly comprising delegates from 194 member states, in Geneva on 27 May–1 June. The new pandemic treaty needs a two-thirds majority for approval and, if and once adopted, will come into effect after 40 ratifications. The amendments to the International Health Regulations (IHR) can be adopted by a simple majority and will be binding on all states unless they recorded reservations by the end of last year. Because they will be changes to an existing agreement that states have already signed, the amendments do not require any follow-up ratification. The WHO describes the IHR as ‘an instrument of international law that is legally-binding’ on its 196 states parties, including the 194 WHO member states, even if they voted against it. Therein lies its promise and its threat. The new regime will change the WHO from a technical advisory organisation into a supra-national public health authority exercising quasi-legislative and executive powers over states; change the nature of the relationship between citizens, business enterprises, and governments domestically, and also between governments and other governments and the WHO internationally; and shift the locus of medical practice from the doctor-patient consultation in the clinic to public health bureaucrats in capital cities and WHO headquarters in Geneva and its six regional offices. From net zero to mass immigration and identity politics, the ‘expertocracy’ elite is in alliance with the global technocratic elite against majority national sentiment. The Covid years gave the elites a valuable lesson in how to exercise effective social control and they mean to apply it across all contentious issues. The changes to global health governance architecture must be understood in this light. It represents the transformation of the national security, administrative, and surveillance state into a globalised biosecurity state. But they are encountering pushback in Italy, the Netherlands, Germany, and most recently Ireland. We can but hope that the resistance will spread to rejecting the WHO power grab. Addressing the World Governments Summit in Dubai on 12 February, WHO Director-General (DG) Tedros Adhanom Ghebreyesus attacked ‘the litany of lies and conspiracy theories’ about the agreement that ‘are utterly, completely, categorically false. The pandemic agreement will not give WHO any power over any state or any individual, for that matter.’ He insisted that critics are ‘either uninformed or lying.’ Could it be instead that, relying on aides, he himself has either not read or not understood the draft? The alternative explanation for his spray at the critics is that he is gaslighting us all. The Gostin, Klock, and Finch Paper In the Hastings Center Report “Making the World Safer and Fairer in Pandemics,” published on 23 December, Lawrence Gostin, Kevin Klock, and Alexandra Finch attempt to provide the justification to underpin the proposed new IHR and treaty instruments as ‘transformative normative and financial reforms that could reimagine pandemic prevention, preparedness, and response.’ The three authors decry the voluntary compliance under the existing ‘amorphous and unenforceable’ IHR regulations as ‘a critical shortcoming.’ And they concede that ‘While advocates have pressed for health-related human rights to be included in the pandemic agreement, the current draft does not do so.’ Directly contradicting the DG’s denial as quoted above, they describe the new treaty as ‘legally binding’. This is repeated several pages later: …the best way to contain transnational outbreaks is through international cooperation, led multilaterally through the WHO. That may require all states to forgo some level of sovereignty in exchange for enhanced safety and fairness. What gives their analysis significance is that, as explained in the paper itself, Gostin is ‘actively involved in WHO processes for a pandemic agreement and IHR reform’ as the director of the WHO Collaborating Center on National and Global Health Law and a member of the WHO Review Committee on IHR amendments. The WHO as the World’s Guidance and Coordinating Authority The IHR amendments will expand the situations that constitute a public health emergency, grant the WHO additional emergency powers, and extend state duties to build ‘core capacities’ of surveillance to detect, assess, notify, and report events that could constitute an emergency. Under the new accords, the WHO would function as the guidance and coordinating authority for the world. The DG will become more powerful than the UN Secretary-General. The existing language of ‘should’ is replaced in many places by the imperative ‘shall,’ of non-binding recommendations with countries will ‘undertake to follow’ the guidance. And ‘full respect for the dignity, human rights and fundamental freedoms of persons’ will be changed to principles of ‘equity’ and ‘inclusivity’ with different requirements for rich and poor countries, bleeding financial resources and pharmaceutical products from industrialised to developing countries. The WHO is first of all an international bureaucracy and only secondly a collective body of medical and health experts. Its Covid performance was not among its finest. Its credibility was badly damaged by tardiness in raising the alarm; by its acceptance and then rejection of China’s claim that there was no risk of human-human transmission; by the failure to hold China accountable for destroying evidence of the pandemic’s origins; by the initial investigation that whitewashed the origins of the virus; by flip-flops on masks and lockdowns; by ignoring the counterexample of Sweden that rejected lockdowns with no worse health outcomes and far better economic, social, and educational outcomes; and by the failure to stand up for children’s developmental, educational, social, and mental health rights and welfare. With a funding model where 87 percent of the budget comes from voluntary contributions from the rich countries and private donors like the Gates Foundation, and 77 percent is for activities specified by them, the WHO has effectively ‘become a system of global public health patronage’, write Ben and Molly Kingsley of the UK children’s rights campaign group UsForThem. Human Rights Watch says the process has been ‘disproportionately guided by corporate demands and the policy positions of high-income governments seeking to protect the power of private actors in health including the pharmaceutical industry.’ The victims of this Catch-22 lack of accountability will be the peoples of the world. Much of the new surveillance network in a model divided into pre-, in, and post-pandemic periods will be provided by private and corporate interests that will profit from the mass testing and pharmaceutical interventions. According to Forbes, the net worth of Bill Gates jumped by one-third from $96.5 billion in 2019 to $129 billion in 2022: philanthropy can be profitable. Article 15.2 of the draft pandemic treaty requires states to set up ‘no fault vaccine-injury compensation schemes,’ conferring immunity on Big Pharma against liability, thereby codifying the privatisation of profits and the socialisation of risks. The changes would confer extraordinary new powers on the WHO’s DG and regional directors and mandate governments to implement their recommendations. This will result in a major expansion of the international health bureaucracy under the WHO, for example new implementation and compliance committees; shift the centre of gravity from the common deadliest diseases (discussed below) to relatively rare pandemic outbreaks (five including Covid in the last 120 years); and give the WHO authority to direct resources (money, pharmaceutical products, intellectual property rights) to itself and to other governments in breach of sovereign and copyright rights. Considering the impact of the amendments on national decision-making and mortgaging future generations to internationally determined spending obligations, this calls for an indefinite pause in the process until parliaments have done due diligence and debated the potentially far-reaching obligations. Yet disappointingly, relatively few countries have expressed reservations and few parliamentarians seem at all interested. We may pay a high price for the rise of careerist politicians whose primary interest is self-advancement, ministers who ask bureaucrats to draft replies to constituents expressing concern that they often sign without reading either the original letter or the reply in their name, and officials who disdain the constraints of democratic decision-making and accountability. Ministers relying on technical advice from staffers when officials are engaged in a silent coup against elected representatives give power without responsibility to bureaucrats while relegating ministers to being in office but not in power, with political accountability sans authority. US President Donald Trump and Australian and UK Prime Ministers Scott Morrison and Boris Johnson were representative of national leaders who had lacked the science literacy, intellectual heft, moral clarity, and courage of conviction to stand up to their technocrats. It was a period of Yes, Prime Minister on steroids, with Sir Humphrey Appleby winning most of the guerrilla campaign waged by the permanent civil service against the transient and clueless Prime Minister Jim Hacker. At least some Australian, American, British, and European politicians have recently expressed concern at the WHO-centred ‘command and control’ model of a public health system, and the public spending and redistributive implications of the two proposed international instruments. US Representatives Chris Smith (R-NJ) and Brad Wenstrup (R-OH) warned on 5 February that ‘far too little scrutiny has been given, far too few questions asked as to what this legally binding agreement or treaty means to health policy in the United States and elsewhere.’ Like Smith and Wenstrup, the most common criticism levelled has been that this represents a power grab at the cost of national sovereignty. Speaking in parliament in November, Australia’s Liberal Senator Alex Antic dubbed the effort a ‘WHO d’etat’. A more accurate reading may be that it represents collusion between the WHO and the richest countries, home to the biggest pharmaceutical companies, to dilute accountability for decisions, taken in the name of public health, that profit a narrow elite. The changes will lock in the seamless rule of the technocratic-managerial elite at both the national and the international levels. Yet the WHO edicts, although legally binding in theory, will be unenforceable against the most powerful countries in practice. Moreover, the new regime aims to eliminate transparency and critical scrutiny by criminalising any opinion that questions the official narrative from the WHO and governments, thereby elevating them to the status of dogma. The pandemic treaty calls for governments to tackle the ‘infodemics’ of false information, misinformation, disinformation, and even ‘too much information’ (Article 1c). This is censorship. Authorities have no right to be shielded from critical questioning of official information. Freedom of information is a cornerstone of an open and resilient society and a key means to hold authorities to public scrutiny and accountability. The changes are an effort to entrench and institutionalise the model of political, social, and messaging control trialled with great success during Covid. The foundational document of the international human rights regime is the 1948 Universal Declaration of Human Rights. Pandemic management during Covid and in future emergencies threaten some of its core provisions regarding privacy, freedom of opinion and expression, and rights to work, education, peaceful assembly, and association. Worst of all, they will create a perverse incentive: the rise of an international bureaucracy whose defining purpose, existence, powers, and budgets will depend on more frequent declarations of actual or anticipated pandemic outbreaks. It is a basic axiom of politics that power that can be abused, will be abused – some day, somewhere, by someone. The corollary holds that power once seized is seldom surrendered back voluntarily to the people. Lockdowns, mask and vaccine mandates, travel restrictions, and all the other shenanigans and theatre of the Covid era will likely be repeated on whim. Professor Angus Dalgliesh of London’s St George’s Medical School warns that the WHO ‘wants to inflict this incompetence on us all over again but this time be in total control.’ Covid in the Context of Africa’s Disease Burden In the Hastings Center report referred to earlier, Gostin, Klock, and Finch claim that ‘lower-income countries experienced larger losses and longer-lasting economic setbacks.’ This is a casual elision that shifts the blame for harmful downstream effects away from lockdowns in the futile quest to eradicate the virus, to the virus itself. The chief damage to developing countries was caused by the worldwide shutdown of social life and economic activities and the drastic reduction in international trade. The discreet elision aroused my curiosity on the authors’ affiliations. It came as no surprise to read that they lead the O’Neill Institute–Foundation for the National Institutes of Health project on an international instrument for pandemic prevention and preparedness. Gostin et al. grounded the urgency for the new accords in the claim that ‘Zoonotic pathogens…are occurring with increasing frequency, enhancing the risk of new pandemics’ and cite research to suggest a threefold increase in ‘extreme pandemics’ over the next decade. In a report entitled “Rational Policy Over Panic,” published by Leeds University in February, a team that included our own David Bell subjected claims of increasing pandemic frequency and disease burden behind the drive to adopt the new treaty and amend the existing IHR to critical scrutiny. Specifically, they examined and found wanting a number of assumptions and several references in eight G20, World Bank, and WHO policy documents. On the one hand, the reported increase in natural outbreaks is best explained by technologically more sophisticated diagnostic testing equipment, while the disease burden has been effectively reduced with improved surveillance, response mechanisms, and other public health interventions. Consequently there is no real urgency to rush into the new accords. Instead, governments should take all the time they need to situate pandemic risk in the wider healthcare context and formulate policy tailored to the more accurate risk and interventions matrix. The lockdowns were responsible for reversals of decades worth of gains in critical childhood immunisations. UNICEF and WHO estimate that 7.6 million African children under 5 missed out on vaccination in 2021 and another 11 million were under-immunised, ‘making up over 40 percent of the under-immunised and missed children globally.’ How many quality adjusted life years does that add up to, I wonder? But don’t hold your breath that anyone will be held accountable for crimes against African children. Earlier this month the Pan-African Epidemic and Pandemic Working Group argued that lockdowns were a ‘class-based and unscientific instrument.’ It accused the WHO of trying to reintroduce ‘classical Western colonialism through the backdoor’ in the form of the new pandemic treaty and the IHR amendments. Medical knowledge and innovations do not come solely from Western capitals and Geneva, but from people and groups who have captured the WHO agenda. Lockdowns had caused significant harm to low-income countries, the group said, yet the WHO wanted legal authority to compel member states to comply with its advice in future pandemics, including with respect to vaccine passports and border closures. Instead of bowing to ‘health imperialism,’ it would be preferable for African countries to set their own priorities in alleviating the disease burden of their major killer diseases like cholera, malaria, and yellow fever. Europe and the US, comprising a little under ten and over four percent of world population, account for nearly 18 and 17 percent, respectively, of all Covid-related deaths in the world. By contrast Asia, with nearly 60 percent of the world’s people, accounts for 23 percent of all Covid-related deaths. Meantime Africa, with more than 17 percent of global population, has recorded less than four percent of global Covid deaths (Table 1). According to a report on the continent’s disease burden published last year by the WHO Regional Office for Africa, Africa’s leading causes of death in 2021 were malaria (593,000 deaths), tuberculosis (501,000), and HIV/AIDS (420,000). The report does not provide the numbers for diarrhoeal deaths for Africa. There are 1.6 million such deaths globally per year, including 440,000 children under 5. And we know that most diarrhoeal deaths occur in Africa and South Asia. If we perform a linear extrapolation of 2021 deaths to estimate ballpark figures for the three years 2020–22 inclusive for numbers of Africans killed by these big three, approximately 1.78 million died from malaria, 1.5 million from TB, and 1.26 million from HIV/AIDS. (I exclude 2023 as Covid had faded by then, as can be seen in Table 1). By comparison, the total number of Covid-related deaths across Africa in the three years was 259,000. Whether or not the WHO is pursuing a policy of health colonialism, therefore, the Pan-African Epidemic and Pandemic Working Group has a point regarding the grossly exaggerated threat of Covid in the total picture of Africa’s disease burden. A fire broke out in the al-Shifa’s specialized surgery building after the Israeli assault began. Around 25,000 Palestinians were sheltering in the medical complex, and Israel arrested 90 Palestinians, including journalists from inside al-Shifa. Among them was Al-Jazeera’s correspondent in north Gaza, Ismail al-Ghoul, who was released after 12 hours of detention. Al-Ghoul later said that Israeli forces destroyed the media tent inside the al-Shifa Hospital and seized smartphones, cameras, and laptops from journalists who were arrested and stripped of their clothes. “The [Israeli] occupation forces handcuffed and blindfolded us and interrogated all the journalists present in the place,” he told Al-Jazeera Arabic in a phone call on Monday. A document obtained through the Freedom of Information Act suggests that the U.S. Air Force sent officers specializing in this exact form of intelligence to Israel in late November. Since the start of Israel’s bombardment in retaliation for Hamas’s strike on October 7, Israel has dropped more than 29,000 bombs on the tiny Gaza Strip, according to a U.S. intelligence report last month. And for the first time in U.S. history, the Biden administration has been flying surveillance drone missions over Gaza since at least early November, ostensibly for hostage recovery by special forces. At the time the drones were revealed, U.S. Gen. Pat Ryder insisted that the special operations forces deployed to Israel to advise on hostage rescue were “not participating in [Israel Defense Forces] target development.” “I’ve directed my team to share intelligence and deploy additional experts from across the United States government to consult with and advise the Israeli counterparts on hostage recovery efforts,” said President Joe Biden three days after the Hamas attack. But several weeks later, on November 21, the U.S. Air Force issued deployment guidelines for officers, including intelligence engagement officers, headed to Israel. Experts say that a team of targeting officers like this would be used to provide satellite intelligence to the Israelis for the purpose of offensive targeting. “They’re probably targeting people, targeting officers,” Lawrence Cline, who served as an intelligence engagement officer in Iraq before retirement, told The Intercept. Targeting intelligence refers to the identification and characterization of enemy activities including missile and artillery launches, location of leadership and command and control centers, and key facilities. “What I can see is we’ve got a lot of global assets in terms of satellites and the like and the Israelis have a lot in terms of more localized radar coverage.” The deployment guidelines were issued by the Pentagon’s Air Force component command for the Middle East, Air Forces Central, on November 21. The document provides deployment instructions to air personnel sent to the country, including an “Air Defense Liaison Team” as well as “airmen assigned as the Intelligence Engagement Officer (IEO).” Intelligence engagement officers, Cline explained, coordinate intelligence between the U.S. and partner militaries. When deployed in Iraq, Cline, who now works as an instructor for the Defense Department Counterterrorism Fellowship Program, recalled that he and other IEOs comprised a small team who spent “probably three quarters of our time working with the Iraqis, the other quarter checking in with headquarters,” adding that “it was sort of half and half a liaison and advising.” Asked about the airmen’s mission, the Defense Intelligence Agency referred questions to the Air Forces Central, which did not respond to a request for comment. Neither the Office of the Secretary of Defense nor Central Command responded to requests for comment. Most Read The intelligence engagement process provides a low-profile mechanism through which the U.S. can coordinate with the Israeli military, a valuable tool amid the political sensitivity of the conflict. A U.S. Army primer defines intelligence engagement as a “powerful” tool that is useful “especially when U.S. policy might restrict our interaction,” as it “often does not require large budgets or footprints.” Experts say that may be the case here. Tyler McBrien, managing editor of Lawfare, a website specializing in national security law, said that there seems to be an “Israel exception” to the U.S. rules around military assistance. Past presidents have issued several executive orders banning the U.S. government from carrying out or sponsoring assassinations abroad. This ban has been interpreted to include wartime targeting of civilians, according to a recent Foreign Affairs article by Brian Finucane, a former legal adviser for the State Department who now works for Crisis Group. And the so-called Leahy law, a set of budget amendments named for Sen. Patrick Leahy, requires the U.S. government to vet foreign military units for “gross violations of human rights” when providing training or aid to those units. Several progressive members of Congress have raised concerns that U.S. aid to Israel — both before and during the present war — violates that requirement. “For air advisory missions, which I imagine involve intelligence sharing and training, specific domestic legal restrictions such as the Leahy law and the assassination ban would likely come into play,” McBrien said. But the Leahy vetting process is “reversed” for Israel; rather than vetting Israeli military units beforehand, the U.S. State Department sends aid and then waits for reports of violations, according to a recent article by Josh Paul, who resigned from his post as a State Department political-military officer over his concerns with U.S. support for Israel. “As a general matter, U.S. officials who are providing support to another country during armed conflict would want to make sure they are not aiding and abetting war crimes,” Finucane told The Intercept. He emphasized that the same principle applies to weapons transfers and intelligence sharing. The Israeli military intentionally strikes Palestinian civilian infrastructure, known as “power targets,” in order to “create a shock,” according to an investigation by the Israeli news website +972 Magazine. Targets are generated using an artificial intelligence system known as “Habsora,” Hebrew for “gospel.” “Nothing happens by accident,” an Israeli military intelligence source told +972 Magazine. “When a 3-year-old girl is killed in a home in Gaza, it’s because someone in the army decided it wasn’t a big deal for her to be killed — that it was a price worth paying in order to hit [another] target. We are not Hamas. These are not random rockets. Everything is intentional. We know exactly how much collateral damage there is in every home.” The Biden administration has gone to great lengths to conceal the nature of its support for the Israeli military. The Pentagon quietly tapped a so-called Tiger Team to facilitate weapons assistance to Israel, as The Intercept has previously reported. The administration has also declined to reveal which weapons systems it’s providing Israel and at which quantities, insisting that the secrecy is necessary for security reasons. “We’re being careful not to quantify or get into too much detail about what they’re getting — for their own operational security purposes, of course,” White House spokesperson John Kirby told reporters during a press briefing in October. This contrasts with its support for Ukraine, about which it has been far more transparent. The administration has provided an itemized list of its weapons assistance to Ukraine, a country facing at least as much of a threat amid the invasion of Russia. The White House has never addressed the incongruity. Past administrations have also provided detailed public information about U.S. targeting support for the Saudi and Emirati military campaigns in Yemen, which U.S. officials claim was meant to reduce civilian casualties. The secrecy “may reflect the fact that the U.S. has interests that are in tension, the Biden administration has interests that are in tension,” Finucane said. “On the one hand, they want to publicly embrace Israel and support Israel, providing what seems to be unconditional support. America's Jews Are Driving America's Wars, by Philip Giraldi - The Unz Review UPDATE: On the morning of September 21st Phil Giraldi was fired over the phone by The American Conservative, where he had been a regular contributor for fourteen years. He was told that “America’s Jews Are Driving America’s Wars” was unacceptable. The TAC management and board appear to have forgotten that the magazine was launched with an article by founder Pat Buchanan entitled “Whose War?” which largely made the same claims that Giraldi made about the Jewish push for another war, in that case with Iraq. Buchanan was vilified and denounced as an anti-Semite by many of the same people who are now similarly attacking Giraldi. I spoke recently at a conference on America’s war party where afterwards an elderly gentleman came up to me and asked, “Why doesn’t anyone ever speak honestly about the six-hundred-pound gorilla in the room? Nobody has mentioned Israel in this conference and we all know it’s American Jews with all their money and power who are supporting every war in the Middle East for Netanyahu? Shouldn’t we start calling them out and not letting them get away with it?” It was a question combined with a comment that I have heard many times before and my answer is always the same: any organization that aspires to be heard on foreign policy knows that to touch the live wire of Israel and American Jews guarantees a quick trip to obscurity. Jewish groups and deep pocket individual donors not only control the politicians, they own and run the media and entertainment industries, meaning that no one will hear about or from the offending party ever again. They are particularly sensitive on the issue of so-called “dual loyalty,” particularly as the expression itself is a bit of a sham since it is pretty clear that some of them only have real loyalty to Israel. Most recently, some pundits, including myself, have been warning of an impending war with Iran. To be sure, the urging to strike Iran comes from many quarters, to include generals in the Administration who always think first in terms of settling problems through force, from a Saudi government obsessed with fear over Iranian hegemony, and, of course, from Israel itself. But what makes the war engine run is provided by American Jews who have taken upon themselves the onerous task of starting a war with a country that does not conceivably threaten the United States. They have been very successful at faking the Iranian threat, so much so that nearly all Republican and most Democratic congressmen as well as much of the media seem to be convinced that Iran needs to be dealt with firmly, most definitely by using the U.S. military, and the sooner the better. And while they are doing it, the issue that nearly all the Iran haters are Jewish has somehow fallen out of sight, as if it does not matter. But it should matter. A recent article in the New Yorker on stopping the impending war with Iran strangely suggests that the current generation “Iran hawks” might be a force of moderation regarding policy options given the lessons learned from Iraq. The article cites as hardliners on Iran David Frum, Max Boot, Bill Kristol and Bret Stephens. Daniel Larison over at The American Conservative has a good review of the New Yorker piece entitled “Yes, Iran Hawks Want Conflict with Iran,” which identifies the four above cited hawks by name before describing them as “…a Who’s Who of consistently lousy foreign policy thinking. If they have been right about any major foreign policy issue in the last twenty years, it would be news to the entire world. Every single one of them hates the nuclear deal with Iran with a passion, and they have argued in favor of military action against Iran at one point or another. There is zero evidence that any of them would oppose attacking Iran.” And I would add a few more names, Mark Dubowitz, Michael Ledeen and Reuel Marc Gerecht of the Foundation for Defense of Democracies; Daniel Pipes of the Middle East Forum; John Podhoretz of Commentary magazine; Elliot Abrams of the Council on Foreign Relations; Meyrav Wurmser of the Middle East Media Research Institute; Kimberly Kagan of the Institute for the Study of War; and Frederick Kagan, Danielle Pletka and David Wurmser of the American Enterprise Institute. And you can also throw into the hopper entire organizations like The American Israel Public Affairs Committee (AIPAC), the Washington Institute for Near East Policy (WINEP) and the Hudson Institute. And yep, they’re all Jewish, plus most of them would self-describe as neo-conservatives. And I might add that only one of the named individuals has ever served in any branch of the American military – David Wurmser was once in the Navy reserve. These individuals largely constitute a cabal of sanctimonious chairborne warriors who prefer to do the heavy thinking while they let others do the fighting and dying. So it is safe to say that much of the agitation to do something about Iran comes from Israel and from American Jews. Indeed, I would opine that most of the fury from Congress re Iran comes from the same source, with AIPAC showering our Solons on the Potomac with “fact sheets” explaining how Iran is worthy of annihilation because it has pledged to “destroy Israel,” which is both a lie and an impossibility as Tehran does not have the resources to carry out such a task. The AIPAC lies are then picked up and replayed by an obliging media, where nearly every “expert” who speaks about the Middle East on television and radio or who is interviewed for newspaper stories is Jewish. One might also add that neocons as a group were founded by Jews and are largely Jewish, hence their universal attachment to the state of Israel. They first rose into prominence when they obtained a number of national security positions during the Reagan Administration and their ascendancy was completed when they staffed senior positions in the Pentagon and White House under George W. Bush. Recall for a moment Paul Wolfowitz, Doug Feith, and Scooter Libby. Yes, all Jewish and all conduits for the false information that led to a war that has spread and effectively destroyed much of the Middle East. Except for Israel, of course. Philip Zelikow, also Jewish, in a moment of candor, admitted that the Iraq War, in his opinion, was fought for Israel. Add to the folly a Jewish U.S. Ambassador to Israel who identifies with the most right-wing Israeli settler elements, a White House appointed chief negotiator who is Jewish and a Jewish son-in-law who is also involved in formulating Middle East policy. Is anyone providing an alternative viewpoint to eternal and uncritical support for Benjamin Netanyahu and his kleptocratic regime of racist thugs? I think not. There are a couple of simple fixes for the dominant involvement of American Jews in foreign policy issues where they have a personal interest due to their ethnicity or family ties. First of all, don’t put them into national security positions involving the Middle East, where they will potentially be conflicted. Let them worry instead about North Korea, which does not have a Jewish minority and which was not involved in the holocaust. This type of solution was, in fact, somewhat of a policy regarding the U.S. Ambassador position in Israel. No Jew was appointed to avoid any conflict of interest prior to 1995, an understanding that was violated by Bill Clinton (wouldn’t you know it!) who named Martin Indyk to the post. Indyk was not even an American citizen at the time and had to be naturalized quickly prior to being approved by congress. Those American Jews who are strongly attached to Israel and somehow find themselves in senior policy making positions involving the Middle East and who actually possess any integrity on the issue should recuse themselves, just as any judge would do if he were presiding over a case in which he had a personal interest. Any American should be free to exercise first amendment rights to debate possible options regarding policy, up to and including embracing positions that damage the United States and benefit a foreign nation. But if he or she is in a position to actually create those policies, he or she should butt out and leave the policy generation to those who have no personal baggage. For those American Jews who lack any shred of integrity, the media should be required to label them at the bottom of the television screen whenever they pop up, e.g. Bill Kristol is “Jewish and an outspoken supporter of the state of Israel.” That would be kind-of-like a warning label on a bottle of rat poison – translating roughly as “ingest even the tiniest little dosage of the nonsense spewed by Bill Kristol at your own peril.” As none of the above is likely to happen, the only alternative is for American citizens who are tired of having their country’s national security interests hijacked by a group that is in thrall to a foreign government to become more assertive about what is happening. Shine a little light into the darkness and recognize who is being diddled and by whom. Call it like it is. And if someone’s feelings are hurt, too bad. We don’t need a war with Iran because Israel wants one and some rich and powerful American Jews are happy to deliver. Two of the SEALs were lost at sea and a third was critically injured on a mission on January 11 in the Gulf of Aden between Yemen and Somalia. It was a mission that never should have been ordered, and when everything went wrong, it was covered up with a series of lies. Why report a story about two deaths and an injury when there is a president who has put America indirectly into wars in Ukraine, Israel, Yemen, and elsewhere in the Middle East? I have learned in six decades of chasing down hidden stories that it is delving into the little lies that reveals much about the bigger lies. So it has been in the past month with the story of the dead and injured SEALs. Middle East Dashing to WWIII! Kremlin Condemns Illegal US, UK Strikes on Houthis in Yemen. Germany to Join Mission Their target was a wooden smuggling vessel, operated by Somalis, that was suspected of delivering modern ballistic missiles or missile parts to America’s new enemy: the Houthis of Yemen. Somalis have been smuggling goods through the Red Sea and Indian Ocean in their wooden sailing vessels, known as dhows, since biblical times. Few have motors or any means of electronic communication, and the larger dhows, like the one targeted by the SEALs, often serve as living quarters for the smugglers’ families. (dhow is a a sailing boat with a long, thin hull – ed). The SEALs were assigned to a ship named the Lewis B. Puller, after a fabled combat general, the most decorated marine of all time, who fought in World War II against the Japanese, as well as in Haiti, in Central America, and in the Korean War. The ship, modeled on an oil tanker, is what the Navy calls an Expeditionary Mobile Base, which means that it is capable, with its landing decks, of supporting a vast number of air and sea military activities from all the services, including those of the Navy SEALs. The Puller was commissioned in 2017 in a port in Bahrain and was not much in the news until it became known that the failed SEAL mission took place. IRGC Missiles hit anti-Iran terrorists’ and Mossad Espionage Base (video). Houthis Struck US Ship On January 13, the New York Times, citing two current and two former Pentagon officials, published the first account of the two deaths, which were said to have taken place while the SEALs were attempting to board a dhow at night. The Quoting of a Former SEAL Senior Chief The sea was rough, and one SEAL slipped off the boarding ladder. The initial report claimed that a second SEAL jumped into the water in an effort to save his colleague and both drowned. It was not clear whether he was also on the ladder or jumped from the inflatable speedboat known as a RHIB, for rigid hulled inflatable boat, that the SEALs used to approach the ship. A January 22 Times article about the incident, by Dave Philipps, known for his excellent sources in the special operations community, revealed that a third SEAL attempted to climb the ladder to board the dhow. He fell during the attempted boarding and struck the speedboat. He was rescued and today remains in critical condition. Philipps quoted a former SEAL senior chief explaining that he and his retired colleagues were convinced the story, as told by administration officials, “doesn’t make sense. Something else must have gone wrong.” Navy Seal Who Went AWOL Killed While Fighting Russians In Bakhmut There were questions at the time about President’s Biden decision in early January to expand the American war portfolio. He has taken on the Houthis, who had survived a seven-year war with the Saudi air force, supported by American bombs and targeting intelligence. That war ended with what amounted to a Saudi surrender. The American attacks, still being supported by British air power, are in their second month, and the world’s major shipping companies are still choosing not to chance a ten-day shortcut by sailing from Europe via the Suez Canal into the Red Sea. The Houthi threat is still there, pending an Israeli decision to cease its onslaught in the Gaza Strip. Ironically, or tragically, Biden is now said to be telling the Israelis that a ceasefire is needed. The world is coming to its own judgment about Biden, who is now seeking a second term. Refer a friend The Somali dhow offered the White House a chance to justify its new offensive. It had been tracked by American intelligence since leaving Somalia because it was believed to be carrying ballistic missile parts needed by the Houthis in their ongoing campaign against Western shipping; The basis for that intelligence, which proved to be wrong, has not been made known. The more than a dozen senior officers from all services assigned to the ship’s command center were gung-ho to send the hot-shot SEAL team to intercept the dhow, compel the boat to stand to, and board it to find ballistic missiles or parts of weapons that were coming to the Houthis from Iran, known to American intelligence as a longtime supporter and supplier of weaponry to Yemen. But there was a serious problem. The issue is what is known in the Navy as the Sea State Code, which is based on terminology used in oceanography to describe the general conditions of the ocean’s surface, as determined by three key factors: wind, waves, and swell. The Serious Problem of Sea State There are ten categories of sea state, and SEALs can operate with ease and safety up to sea state 3. One experienced retired senior American Navy officer told me that even four- and five-foot waves can sometimes create difficulties for a Navy tanker attempting to refuel an aircraft carrier, but it can be done with skilled maneuvering. No ship loaded with high-octane fighter fuel wants to crash into the side of a carrier. When the seas get higher, to level 4 or 5, the waves and stronger current make boarding a targeted vessel, even a wooden dhow, an extremely dangerous prospect, in part because of the difficulty in handling steel ladders, known as caving ladders, that are standard SEAL boarding gear. The steps are lightweight aluminum tubes linked by equally lightweight steel cables. US judge rules in favor of Navy SEALs Refusing Vaccination on Religious Grounds What is hard to do at sea state 3 is deadly dangerous at sea state 4 or 5, a retired Navy officer, with years of experience in special operations, told me. “The waves are going up and down eight feet and more and you do not board a ship in heavy sea,” he said. He added that Navy captains of combat ships finishing a long deployment understand that crews due for shore leave are not permitted to leave the ship in such churning waters. The retired officer said that when the officer on the Puller who was in charge of all special operation missions, an Army colonel, told “the SEAL team leader to ‘saddle up,’ the team leader told him to look outside the window.” His message was that “it was dark, and the sea was too rough. And it was beyond the capabilities of his team.” The retired officer added: “It was an argument between the on the scene commander and a guy in charge of the SEALs.” The SEAL team leader said no. But he was ordered to carry out the mission, despite the obvious weather issues, and he did so. The Mystery on a Ballistic Missile The questions that were not asked, the retired officer said, were these: “Do we know if the dhow is carrying a ballistic missile or a box full of missile parts?” No. “Can you get a key to a launch site?” No. “Or a map of all the Houthi launch sites?” No. “Do Somali smugglers know the difference between a case of Johnny Walker Red and one of Johnny Walter Black?” Yes. Bulgarian Network to Weaponize Ukraine Intelligence and Middle-East’s Terrorists The decision to ignore the concerns of the SEAL commander has been seen by the angered SEAL community in America as “beyond rational planning” and “a disaster waiting to happen.” I learned that one high-ranking member of the community, now retired, wrote a private letter to Secretary of Defense Lloyd Austin, asking that the officer who overruled the SEAL commander be court-martialed for dereliction of duty as the buck-stops-here boss of the operation. “It will never happen,” the former officer told me. “Dead SEALs will go down in Navy annals as heroes, not victims.” His point was that the Navy would never acknowledge that the SEAL team had no business being sent on a search-and-destroy mission in such weather. Three SEALs began the treacherous climb aboard the vessel. It is not known just what happened—did one fall off the special ladder, made up of steel tubes and chain links? Or did the ladder, swaying to and from in the heavy sea with two SEALs making the climb and a third waiting to do so, suddenly get rocked by a huge wave that flung the men against the side of the dhow, leaving both unconscious or worse, with only to drop into the sea? The badly injured third SEAL survived only because he fell into one of the speedboats. Only Obsolete Rocket Motors and Pieces of Old Missiles on the Dhow The SEALs who made the climb into the dhow “did find the treasure,” the retired officer sardonically told me. “There were some obsolete rocket motors, all Iran-made, and some pieces of Styx missiles from the 1950s and ’60s, but no significant missile components among the cargo, other than ancient engines and some random tubes that had been used in missile attacks. There was the usual cargo of liquor, cigarettes, random knock-off clothing, porn cassettes.” The Somali smugglers were taken prisoner and placed on Navy vessels that came to the scene, and the dhow sent to the bottom. The two deaths were reported, but over the next few days, the retired officer said, all involved “were playing the game,” keeping as many details as possible under wraps. The Lewis B. Puller was locked down in extreme secrecy. The names of the dead were made public, but not that of the survivor, if he does survive. His is a story that no one in the Navy wants told. I learned that the commanding officer of the Lewis B. Puller, who graduated from the Naval Academy in 2000 and spent his career in Navy aviation—not as a pilot but as a backseat radar intercept officer—may be quietly retired, if the system works as it usually does. ‘Too big to fail’ was bad enough for the banks. Getty Images Almost a year after the mini banking crisis in the United States, it is worth revisiting the episode. Was it just a tempest in a teacup? Was there really a systemic threat, or was it just a problem with a few banks? Should the interventions by the U.S. Federal Reserve and Treasury worry or comfort us? Recall that three mid-size U.S. banks suddenly failed around March 2023. The most prominent was Silicon Valley Bank, which became the second-largest bank failure in U.S. history, after Washington Mutual in 2008. Roughly 90% of the deposits at SVB were uninsured, and uninsured deposits are prone to runs. Making matters worse, SVB had invested significant sums in long-term bonds, the market value of which fell as interest rates rose. When SVB sold some of these holdings to raise funds, the unrealized losses embedded in its bond portfolio started coming to light. A failed equity offering then triggered a classic bank run. It is convenient to think that these issues were confined to just a few rogue banks. But the problem was systemic. When the Fed engages in quantitative easing (QE), it buys bonds from financial institutions. Typically, those sellers then deposit the money in their bank, and this results in a large increase in uninsured deposits in the banking system. On the banks’ asset side, there is a corresponding increase in central-bank reserves. This is stable, since reserves are the most liquid asset on the planet and can be used to satisfy any impatient depositors who come for their money. Unfortunately, a number of smaller banks (with less than $50 billion in assets) moved away from this stable position as QE continued. Historically, smaller U.S. banks financed themselves conservatively, with uninsured demandable deposits accounting for only around 10% of their liabilities. Yet by the time the Fed was done with its pandemic-era QE, these banks’ uninsured demandable deposits exceeded 30% of liabilities. Though that level was still far below SVB’s, these institutions clearly had drunk from the same firehose. Smaller banks were also more conservative about liquidity in the past. At the outset of QE in late 2008, banks with less than $50 billion in assets had reserves (and other assets that could be used to borrow reserves) that exceeded the uninsured demandable deposits they had issued. By early 2023, however, they had issued runnable claims (in aggregate) that were one and a half times the size of their liquid assets. Instead of holding liquid reserves, their assets were now more weighted toward long-term securities and term lending, including a significant share of commercial real-estate (CRE) loans. Advertisement Thus, as the Fed raised interest rates, the economic value of these banks’ assets fell sharply. Some of the fall was hidden by accounting sleight of hand, but SVB’s sudden demise caused investors to scrutinize banks’ balance sheets more carefully. What they saw did not instill confidence. The KBW Nasdaq Bank Index duly fell by over 25%, and deposits started flowing out of a large number of banks, many of which lacked the liquidity to accommodate the sudden outflows. The risk of contagious runs across smaller banks was real, as was the possibly of the problem spreading more widely. The Treasury essentially took bank runs off the table, while the Fed provided banks the funds to accommodate the continuing — though no longer panicked — depositor outflows. Importantly, as private money flowed to large banks, very little flowed to small- and medium-size institutions. That is why the authorities had to come to the rescue. Soon after SVB’s demise, the Treasury signaled that no uninsured depositor in small banks would suffer losses in any further bank collapses. The Fed opened a generous new facility that lent money for up to one year to banks against the par, or face value, of the securities they held on their balance sheets, without adjusting for the erosion in the value of these securities from higher interest rates. And the Federal Home Loan Banks (FHLBanks) — effectively an arm of the U.S. government — increased its lending to stressed banks, with total advances to the banking system having already tripled between March 2022 and March 2023 amid the Fed’s policy tightening. Borrowing by small- and medium-size banks from these official sources skyrocketed. The Treasury essentially took bank runs off the table, while the Fed provided banks the funds to accommodate the continuing — though no longer panicked — depositor outflows. A potential banking crisis was converted into a slow-burning problem for banks as they recognized and absorbed the losses on their balance sheets. Just recently, New York Community Bancorp NYCB, -5.17%, which bought parts of one of the banks that failed in 2023, reminded us that this process is still underway when it announced large losses. With the Russell microcap index of small companies significantly underperforming the S&P 100 index OEX of the largest companies since March 2023, it appears that smaller banks’ troubles have weighed on their traditional clients: small- and medium-size companies. Where does that leave us? Although the situation could have been much worse if the Treasury and the Fed had not stepped in, the seeming ease with which the panic was arrested allowed public attention to move on. Apart from die-hard libertarians, no one seems to care much about the extent of the intervention that was needed to rescue the smaller banks, nor has there been any broad inquiry into the circumstances that led to the vulnerabilities. As a result, several questions remain unanswered. To what extent were the seeds of the 2023 banking stress sown by the pandemic-induced monetary stimulus and lax supervision of what banks did with the money? Did advances by the FHLBanks delay failed banks’ efforts to raise capital? Are banks that relied on official backstops after SVB’s failure keeping afloat distressed CRE borrowers, and therefore merely postponing an eventual reckoning? It is not good for capitalism when those who knowingly take risks — bankers and uninsured depositors, in this case — pay no price when a risk materializes. Despite sweeping banking reforms over the past 15 years, the authorities have once again shown that they are willing to bail out market players if enough of them have taken the same risk. “Too big to fail” was bad enough, but now we have “too many to fail.” The mini-crisis of March 2023 was much more than a footnote in banking history. Advertisement Watch now: ANGELA DAVIS on Witnessing Palestine with Frank Barat On Wednesday evening, the Gaza Health Ministry released an update on the dire situation at the two besieged hospitals, Nasser and al-Amal, where things are “getting worse.” The situation “threatens the death of many wounded and sick people as a result of targeting and the lack of medical capabilities,” the ministry said, adding that both hospitals have run out of food. “We hold the Israeli occupation fully responsible for the lives of medical staff, patients, and displaced persons in Nasser Medical Complex and al-Amal Hospital in Khan Younis,” the ministry’s statement concluded, adding a call for the Red Cross and the UN to intervene to protect the lives of patients and displaced Palestinians sheltering there and for the urgent delivery of food and supplies. Al-Amal Hospital is surrounded by Israeli tanks, attack drones, and heavy machine guns, which are “shooting at every moving object inside the medical compound,” reported Al Jazeera. On Wednesday, the Israeli forces stormed the hospital, and a security guard was shot dead by one of the quadcopters hovering at a low level in the sky, Al Jazeera added. An Al Jazeera analysis of satellite images taken on January 29 captured the impact of Israel’s military operations near al-Amal Hospital, revealing the damage the Israeli military has caused. The images showed about 25 Israeli vehicles were stationed in the area, including more than 20 vehicles located roughly 500 meters west of the hospital building. The images also reveal extensive leveling operations carried out by Israeli vehicles on the northern side of the hospital building and widespread destruction by Israeli forces in the western area of the hospital, where thousands of displaced people lived before having to evacuate. On Wednesday evening, the Palestinian Red Crescent Society (PCRS) said that Israeli forces were raiding the square of Al-Amal Hospital, with heavy firing reported. “Urgent: Occupation forces are currently raiding Al-Amal Hospital square, stationed in front of the external gate of the reception and emergency department, and firing heavily,” the group said in a social media post. “Despite ongoing bombardment and gunfire, the medical teams at PRCS Al-Amal Hospital in #KhanYunis persist in treating the wounded and patients,” PCRS later added on x. The humanitarian organization added that they received seven bodies at its headquarters in Khan Younis, including a member of its staff. It also said that it received nine injuries. The lack of supplies at al-Amal Hospital has also had fatal effects. PRCS released a video showing the burial of an infant girl and an elderly woman, aged 75, in the yard of al-Amal Hospital. The two died after oxygen had run out in the medical facility. Dr Chris Hook of Doctors Without Borders (MSF) told Al Jazeera that the situation around Khan Younis is “one of the most devastating things” he has seen in his career. Hook spoke of large numbers of casualties, many of them women and children, continuously arriving at the barely functioning Nasser Hospital, where thousands of displaced people were already taking shelter. If the children are “fortunate enough to survive,” he said they would continue to suffer from “terrible injuries, huge burns covering 50-70% of their body and massively broken limbs”. “They’re going to need long-term care; lots of them will never walk properly, if at all,” Hook said. Leo Cans, the director of Doctors Without Borders (MSF) for the Palestinian territories, told Al Jazeera that assaults on medical facilities have become a common feature of Israel’s offensive. “Since the start of the war, there have been systematic attacks on health facilities, which is unprecedented for MSF,” he said. “In war, these places are always sensitive areas, and there are always incidents, but this is systematic,” Cans said. About 184,000 people have registered for humanitarian assistance in the western outskirts of Khan Younis in recent days, the UN humanitarian agency, OCHA, reported. “They were displaced from western Khan Younis city in recent days amid evacuation orders and continued hostilities,” UNOCHA said. The humanitarian group added that the UN’s relief agency for Palestinian refugees (UNRWA) has also relocated to the western outskirts of the city, as it was forced to abandon health centers and shelters in western Khan Younis. “We’ve lost a health clinic, major shelters – facilities that were supporting the people of Khan Younis,” said Thomas White, UNRWA’s director of Gaza affairs. Bodies found tied up and executed At least 30 Palestinian bodies with alleged signs of torture were found dumped inside a schoolyard in northern Gaza on Wednesday. The Palestinian Ministry of Foreign Affairs has called for an international investigation team to look into accusations that Israeli forces executed Palestinians that it took captive in Gaza. “According to testimonies of Palestinian citizens, more than 30 decomposing bodies of Palestinian martyrs were discovered buried in the northern Gaza Strip,” the ministry said in a statement, as reported by Al Jazeera. “They were killed while blindfolded and with their hands tied, as clear evidence that they were executed… in the most horrific forms.” “As we were cleaning, we came across a pile of rubble inside the schoolyard. We were shocked to find out that dozens of dead bodies were buried under this pile,” a witness told Al Jazeera. “The moment we opened the black plastic bags, we found the bodies, already decomposed. They were blindfolded, legs and hands tied. The plastic cuffs were used on their hands and legs and cloth straps around their eyes and heads,” the witness continued. The Palestinian Foreign Ministry continued: “the discovery of this mass grave in this brutal form reflects the scale of the tragedy to which Palestinian civilians are exposed, the mass massacres and executions of even detainees, in flagrant and gross violation of all relevant international norms and laws.” The Hamas government media office has also called on human rights organizations “to document this horrific crime.” It added that Israel is continuing to “exterminate” the Palestinian people without regard to the decisions of the International Court of Justice, “which demanded that they stop the crime of genocide and ethnic cleansing.” Similarly, Palestinian human rights lawyer Diana Buttu says these bodies are evidence that bolsters the ICJ’s ruling that there is a plausible risk Israel is committing genocide in the besieged strip. “This is precisely why Israel was taken to the ICJ,” the Ramallah-based attorney told Al Jazeera, adding that Israel has been committing war crimes against Palestinians since 1948, and yet, nobody has ever held Israel to account. This incident, Buttu pressed, is a war crime, and the world should do something about it. She said this type of evidence needs to be preserved, but that can only happen under a ceasefire. Israel is making Gaza uninhabitable As Israeli forces kill Palestinians in Gaza at alarming rates, the military is systematically destroying civilian infrastructure and making the besieged enclave uninhabitable. In recent weeks, commanders in the Israeli military have begun instructing soldiers to set fire to residential homes in Gaza without the necessary legal approval, reports Haaretz. Citing unnamed sources, Haaretz added that soldiers have destroyed several hundred buildings this way. Human Rights Watch (HRW) said in a statement released on Wednesday that UNRWA’s work is “vital” in “averting a humanitarian catastrophe and the risk of famine” in Gaza. The decision by 18 governments to suspend funding to UNRWA comes months after “Israeli authorities cut off essential services, including water and electricity,” HRW said. Israeli forces are “deliberately blocking the delivery of water, food, and fuel, willfully impeding humanitarian assistance [and] apparently razing agricultural areas,” HRW said. Talks of a hostage deal As Israel’s hostilities in Gaza approach the four-month mark, Israel and Hamas are reportedly discussing the possibility of a truce. The Israeli news outlet Channel 12 reported that Mossad chief David Barnea presented the Israeli war cabinet with a prospective nine-point outline of a potential deal to release 136 captives who remain in Gaza, reported Al Jazeera. The first stage of the deal would include the release of 35 captives in exchange for a 35-day truce, with an emphasis on women, sick, injured, and elderly captives. The truce could then be extended to allow for discussion regarding the second round of releases, which would include Israeli combatants. While details regarding the number of Palestinians held in Israeli prisons were limited, the report suggests that Israel would prioritize the release of low-level prisoners. In a video message released on his X account, Netanyahu says that Israel has “red lines” in its ongoing negotiations to strike a deal that would see Israeli captives held in Gaza released. “We will not end the war, we will not pull the [Israeli military] out of the Strip, we will not release thousands of terrorists,” Netanyahu said in his message. To combat the shortage, groups of displaced people sheltering at the hospital are donating blood. William Schomburg, head of the International Committee of the Red Cross (ICRC), warns that immediate action is required to prevent a complete shutdown of medical services in Gaza. “Every functioning hospital in the Gaza Strip is overcrowded and short on medical supplies, fuel, food and water. Over the last two weeks, only 80 trucks a day have been allowed to enter the Gaza Strip due to Israel’s lengthy process of clearance and security checks, Al Jazeera added. UN agencies and humanitarian organizations working on the ground say that the aid that gets through is “a drop in the ocean” of what is needed amid the unfolding crisis in Gaza, which is said to be on the brink of famine. The Israeli Prime Minister has also allegedly criticized Qatar’s role as a mediator between Israel and Hamas as “problematic,” despite the Gulf country’s facilitation of the return of over 100 Israeli captives.
